RE: Beverly-Salem Bridge & By-pass project
Dear Ms. Talmage:
We are in possession of a copy of a letter sent to Mr. James Walsh of
the Federal Highway Administration (FHWA) from Don Klima of the Advisory
Council on Historic Preservation (ACNP) recommending that the FHWA reopen
the Section 106 review process. The Salem Historical Commission is pleased
to learn that the ACHP believes that the "no effect" determination for the
project made in 1973 should no longer be considered valid due to extensive
revisions and changes in scope of the project.
The Salem Historical Commission respectively requests that it be
included as an active participant in the 106 review process and that its
concurrance with all findings be required. The Commission further requests
that it be sent copies of all correspondence regarding the project and that
all parties involved in the project be so informed of this request.

We are in receipt of the Preliminary Management Summary Report of
subsurface archaeological testing of Areas 1 and 3 for the Beverly—Salem
Bypass Project performed by the University of Massachusetts. The Salem
Historical Commission has found the report extremely interesting and
concurs with UMAS' s recommendations regarding the specific locations which
necessitate additional testing. Would you please keep us informed as to
what is needed to be done to insurre that this additional testing is funded
by the MDPW. Given the importance of the Planter' s site as an early
settlement of Masssahcusetts, we cannot overlook any opportunity to be
assured that the archaeological investigation is complete.

The Salem Historical Commission has reviewed the information that you
forwarded to us regarding the first phase of the archeological survey
conducted in the March Street Bridge area.
From the preliminary report, it appears that there is no sign of the
early Planters Settlement, and the Commission, therefore, concurs with your
determination. It is our understanding that the March Street Bridge
replacement project is considered separate from the Beverly—Salem
Bypass/Route lA project and therefore our concurrance is limited only to
the March Street Bridge project.
After completion of the archeological work in the remaining areas, the
Commission is prepared to review the findings and comment on the impact the
Beverly—Salem Bypass/Route lA project will have on historic elements.

Dear Ms. Simon:
Thank you for your letter of June 5, 1989, and for the information j
shared in the subsequent telephone conversation with Daniel Pierce of the
Salem Historical Commission (SHC) .
Pursuant to your conversation with Dan Pierce, it is our understanding
that the enclosures which were intended to be attached to your letter have
since been mailed under separate cover. We have just received the
Preliminary Summary Report as prepared by UMass Archeological Services, and
now await copies of the literature research documentation and other related
materials. As soon as we receive all of this information, the SHC will
complete its review and submit its comments as requested in your letter,
and in accordance with the "Section 106 Review process".
We understand that you need our comments as soon as possible and that
you have granted us an extension beyond June 16, 1989. Once we have
received the above information, we hope to be able to respond to you by the
end of June. Please let us know immediately if this date is not
satisfactory.
Per your request, we have attached a copy of the SHC letter dated March
16, 1989 addressed to the Massachusetts Department of Public Works (MDPW)
as well as a copy of the Associate Commissioner' s response dated April 14,
1989. Please note that there remain several points of concern stated in
our letter which have not been satisfactorily addressed. In keeping with
the Section 106 Review process, which we now understand from you to be
reopened for full review, we request that an informational meeting be
scheduled with the MDPW and Massachusetts Historic Commission (MHC) to
address these concerns, and to initiate the determination of effects.
Please be sure that all mailings are sent to the Salem Historical
Commission, c/o Salem Planning Department, One Salem Green, Salem, MA
01970 as well as to Annie C. Harris, 28 Chestnut Street, Salem, MA 01970,
�. as this will facilitate our review.
