Subject: PROPOSED MODIFICATION OF THE SALEM-BEVERLY (BRIDGE
STREET) SWING BRIDGE IN CONJUNCTION WITH CONSTRUCTION
OF THE NEW FIXED ROUTE 1A BRIDGE BETWEEN SALEM AND
BEVERLY, ESSEX COUNTY, MASSACHUSETTS
All interested parties are notified that an application has been
received from Massachusetts Highway Department for approval of
the location and plans for construction of a temporary detour
addition to an existing bridge across a navigable waterway as
follows:
Waterway and Location: - Danvers River, approximately 0.1 mile
above the mouth of the waterway.
The character of the work is to modify the existing Route 1A
(Bridge Street) timber swing highway bridge. This will entail
new construction of a temporary "S-shaped" addition to connect to
the bridge at the approximate center and to join to the existing
road system in Beverly. Once this is done, the northern section
of the existing bridge will be removed so that construction of a
new high-level, fixed Route 1A bridge can proceed through the
vacated area. The S-shaped addition is to serve as a detour and
alongwith the retained existing southern portion of the swing
bridge, will serve as a vehicular access during construction
stages of the new Route 1A high-level bridge. On the Beverly
mainland, the temporary S-shaped detour structure is to pass
between locations for new piers of the as-yet, unconstructed
high-level fixed bridge. As work on the high-level bridge
progresses, detour traffic (in Beverly) will be required to pass
under the high-level fixed bridge for a short period of time.
The proposed S-shaped detour superstructure will be constructed
of steel and concrete and will be supported by timber piers. It
will measure about 310 feet in length and consist of 8 spans.
This structure is to be 38 feet wide out-to-out consisting of two
14-foot traffic lanes and a 5-foot 6-inch wide sidewalk on the
east side to connect with the present bridge sidewalk. The
southern section of the existing swing bridge is approximately 52
feet wide where it is to join with the S-shaped detour addition.
The proposed S-shaped detour structure is to be removed in its
entirety upon completion of the new high-level fixed Route lA
Bridge. U.S. Coast Guard Bridge Permit 7-93-1, issued June 8,
1993 for construction of a new, fixed high-level. Route lA Bridge;
has specified that the existing swing bridge is to be removed
down to the waterway bottom.
Navigational clearances for the proposed detour structure are
being provided for information purposes only since the area of
its construction is not conducive to marine transit.
MINIMUM NAVIGATIONAL CLEARANCES:
Existing Proposed
Horizontal: not applicable approximately 34 feet
normal to the channel axis
Vertical: not applicable approximately 10 feet
above Mean High Water
under the spans.
The Federal Highway Administration, lead federal agency, has
submitted an Environmental Impact Statement for the project which
is available for review.
The project is considered an encroachment, but not a significant
encroachment on the 100-year floodplain. The S-shaped bridge
addition will not clear the 100 year flood elevation of 10. 69.
There are no wetlands in the project vicinity.
A Water Quality Certificate from the Executive Office of
Environmental Affairs (EDEA) in accordance with Section 401 of
the Clean Water Act, as amended, certifying that reasonable
assurance has been furnished that tits project will be conducted
in compliance with water quality standards of the State of
Massachusetts has not yet been issued.
The applicant has certified that the proposed project is
consistent with the Massachusetts Coastal Zone Management plan.
Massachusetts EOEA has not yet concurred with this certification.
The decision as to whether to grant approval of the location and
plans for the proposed modification action rests primarily on the
effect it will have on navigation. We will forward comments of
an environmental nature, such as those regarding wildlife
refuges, waterfowl refuges, public parks, historic sites,
wetlands, floodplain issues, air and water quality, etc. , to the
Federal Highway Administration for appropriate handling.
Interested parties are requested to express . their views in
writing on the :proposed bridge project giving sufficient detail
to establish a 'clear understanding of their reasons for support
of or opposition to the proposed work. Comments will be received
at the office of the Commander (obr), First Coast Guard District,
Bldg. 135A, Governors Island, N.Y. 10004 through_# _.
It is requested that this information be brought to the attention
of any person having an interest in this who may not have
received a copy of this public notice.
Plans of the proposed project are included in this Public Notice.

Subject : PROPOSED REPLACEMENT OF THE SALEM-BEVERLY (BRIDGE
STREET) BRIDGE WITH A FIXED BRIDGE, BETWEEN SALEM
AND BEVERLY, ESSEX COUNTY, MASSACHUSETTS
All interested parties are notified that an application has been
received from Massachusetts Highway Department ( formerly
Department of Public Works ) for approval of the location and
plans for construction of a fixed, highway bridge to replace an
existing, moveable swing bridge across a navigable waterway as
follows :
Waterway and Location :_ - Danvers River, approximately 0 . 1 mile
above the mouth of the waterway.
PROPOSAL :
The character of the proposed work and the major focus of this
Coast Guard notice is the replacement of the antiquated bridge
structure which presently carries State Route 1A (Bridge Street )
across the Danvers River . This work is a part of an overall
project , designated the "Salem-Beverly Transportation Project , "
whose objective is to improve traffic flow in the area . The
10 , 700-foot long project is to encompass the following within the
City of Salem:
1 ) construction of 4 , 600 feet of new, two-lared roadway
along the North River from the Salem-Beverly Bridge to Washington
Street to be called the Bridge Street By-Pass .
2 ) widening of Bridge Street from its intersection with
Washington Street to its intersection with Boston Street from two
lanes to four lanes .
3 ) construction of a 210 foot long viaduct ramp to connect
the proposed bridge to Bridge Street (Bridge Street Connector ) .
4 ) construction of a linear park and walkway adjacent to the
North River Canal between North Street and Flint Street , and
5 ) Various other improvements along and in the vicinity of
the overall project .

Various roadway work will also occur in Beverly.
The bridge work is to be done because the deteriorated,
approximately 96 year-old bridge ( last reconstructed in 1916 ) ,
with approaches , is functionally obsolete and structurally
deficient such that rehabilitation is not feasible . As a . result ,
the existing bridge is posted for less than the legal load limit .
Additionally, the proposed fixed bridge would eliminate
disruptions to the flow of traffic as a result of opening of the
bridge to permit vessels to pass through the draw.
The existing timber-pile supported steel swing bridge has nearly
60 spans about 13 feet wide except for the navigational span.
The bridge is about 1100 feet long between abutments . The
approaches to the moveable span measure approximately 52 feet
wide out-to-out consisting of two 13-foot lanes , two 8-foot
shoulders and an 8-foot wide sidewalk on the east side . The
swing span bridge structure measures about 40 feet wide out-to-
out consisting of two 15-foot wide lanes and an 8-foot sidewalk
on the east side . The deck of the bridge is open steel grating.
The proposed 2 ,000 foot-long, fixed bridge is .to consist of 14
spans (steel alternative ) or 18 spans ( concrete alternative ) ,
including two spans for the 210-foot viaduct connecting the
Salem-Beverly bridge to Bridge Street . This new bridge structure
is to measure 90 feet-4 inches wide out-to-out consisting of : 1 )
two 12-foot travel lanes in each direction 2 ) an 8-foot shoulder
in each direction 3 ) a 6-foot wide sidewalk on the east side of
the bridge, and 4 ) a variable median/turning lane section
measuring a maximum 16 feet approximately. The maximum grade of
the proposed new bridge is to be 6% .
The existing bridge , supplemented. by a temporary detour structure
(concrete or steel alternative) to be located in the nearshore
Beverly area , will remain operative throughout construction of
the new bridge to handle vehicular traffic . All parts of the
existing bridge will be removed in their entirety including
complete extraction of the approximate 1 ,000 piles .which support
the existing bridge . Between about 12,000 and 17 , 000 cubic yards
of material will be excavated (within cofferdams ) to construct
the piers for the proposed bridge . Dredging of the channel. to
maintain depths under the bridge of 17 . 2 feet below Mean Low
Water will also occur, if required .
The existing navigational draws of the Route lA and upstream MBTA
railroad bridge are presently not aligned. The present proposal
will align both draws .utilizing a common fendering system and
appropriate navigational lighting to mark two vessel-navigation
channels through the new Salem-Beverly Bridge; one for incoming
traffic and one for outgoing traffic .
PROPOSED CONSTRUCTION SEQUENCE:
The applicant is tentatively planning to complete the project in
the sequence and approximate time periods as follows :

1 ) Phase I - construction of a walkway and linear park
including relocation and widening of the North River Canal
(between North Street and Flint Street ) . Also will involve
creation of approximately 3/4 acres of wetlands adjacent to the
relocated canal to compensate for the loss of wetlands in the
proposed bridge vicinity. (1 year)
2 ) Phase II - widening of Bridge Street between Flint Street
and Boston Street to four lanes and elimination of a sharp curve
at Flint Street . The North River Canal will first be relocated
approximately 30 feet to the west and widened to 40 feet prior to
the work. ( 1 1/2 years )
3 ) Phase III - construction of the Salem-Beverly Bridge and
Bridge Street connector viaduct . This phase is to start
concurrently with Phase II . ( 3 years )
4 ) Phase IV - reconstruction of Bridge Street from Flint
Street to North Street including widening to four lanes and
shifting of the roadway approximately 30 feet to the west away
from historic properties . ( 2 years )
5 ) Various new sidewalks , curbing, drainage, street lighting
and plantings will occur in the various project areas , as
applicable.
MINIMUM NAVIGATIONAL CLEARANCES :

ENVIRONMENTAL INFORMATION:
The applicant submitted a Final Environmental Impact Statement
(FESS ) dated 8 June 1981 . This document has been supplemented by
a Final Section 4( f ) Evaluation dated 2 September 1992 , and an
environmental reevaluation dated 8 September 1992 . Copies of
these documents are available for review at the office of the
Commander First Coast Guard District (obr) ; at the Massachusetts
Highway Department Office, 10 Park Plaza in Boston; and at the
Federal Highway Administration ( FHWA) , 55 Broadway, 10th Floor in
Cambridge, Massachusetts . The FHWA is the lead federal agency.

The project has been classifies. as an Environmental Impact
Statement by the FHWA for purposes of the National Environmental
Policy Act (NEPA) because the overall project involves
potentially significant impacts to the environment . A Memorandum
of Agreement was signed between the FHWA; Massachusetts Highway
Department , the State Historic Preservation Officer; Beverly and
Salem Historic, and Planning offices; and the Advisory Council on
Historic Preservation to account for any impacts of the project
on historic properties . This agreement was finalized 14 July
1992 .
The project is considered an encroachment , but not a significant
encroachment on the 100-year floodplain. The bridge
superstructure will essentially clear the 100-year flood
elevation of 10 . 69 except at the south abutment; however, all
portions of the bridge roadway will clear the 100-year flood
elevation.
There are wetlands in the project vicinity. A total of 1 . 55
acres will be impacted. Mitigation for this taking will be by
creation of 1 . 8 acres; 0 . 76 acres to be created at the linear
park and 1 . 04 acres in the relocated canal .
A Water Quality Certificate dated 22 June 1992 from,Massachusetts
Executive Office of Environmental Affairs (EOEA) in accordance
with Section 401 of the Clean Water Act , as amended, certifying
that reasonable assurance has been furnished that the project
will be conducted in compliance with water quality standards of
the State of Massachusetts has been issued.
The applicant has certified that the proposed project is

BACKGROUND:
Since 1966 various transportation projects have been proposed to
improve .traffic circulation . in the Beverly-Salem area . These
proposals all included replacement of the Beverly-Salem (Rte 1A)
Bridge . In 1975 the FHWA prepared a Draft Environmental Impact
Statement for the then proposed Peabody-Salem Connector and
Salem-Beverly Bridge projects . The FEIS was completed in June
1981 .
After completion of the public review process , the Coast Guard
issued bridge permit 105-81-1 on 15 September 1982 approving of a
new, fixed Salem-Beverly Bridge. This bridge was to carry four "
lanes of traffic and provide a minimum 48 . 7 foot vertical
clearance at Mean High Water under the bridge . Construction of
the bridge was required to begin by 15 September 1985 . Work was
not begun by the required date so the permit expired.

By submission of a new bridge permit application on 24 February
1986 Massachusetts DPW proposed to re-implement the project , with
changes . The Salem-Beverly Bridge , under this new proposal would
carry four traffic lanes and provide a minimum 49 . 1 foot vertical
clearance above Mean High Water under the navigational span . In
the ensuing years , various changes to the project occurred
(especially in Salem) including reduction of the by-pass roadway
to two lanes . Additionally, various meetings and public hearings
have been held, and public notices were disseminated as the
project evolved to the present proposal . The Coast Guard also
completed a study of vessel usage upstream of the Salem-Beverly
Bridge in July 1988 . Massachusetts Highway Department ,
additionally, completed state-required draft and final
Environmental. Impact Reports .
The present proposal has been finalized and all environmental
documentation required by the Coast Guard has been completed.
Essentially all required property-taking has been completed and
easements have been obtained .
COMMENTS REQUESTED:
The Coast Guard is now seeking comments on the updated bridge
project . Our examination of this permit application will
determine if the proposed bridge satisfies the reasonable needs
of navigation, consistent with provision for protection of the
environment .

The Secretary of Environmental Affairs herein: issues a
statement that the Draft Supplemental Environmental Impact Report
submitted on the above project adequately and properly complies
with the Massachusetts Environmental Policy Act (G.L. ,c.30, s61-
62H) and with its implementing regulations (301 CMR 11.00) .
4 The Department has done well in reducing the Wetland impacts
of the former project by using more viaduct construction,
reducing the by-pass section from 4 to 2 lanes and using
retaining walls. -However, other impacts of the project have
generated ;much lively. comment. Several sugh .sections of the
report, including Archaeological/Historic,9Noise, Visual and
Bridge width, need more analysis in the Final Supplemental EIR.
In addition the extensive comments received during this review
period, including those presented at the public hearing, must be
fully addressed in the SFEIR.
Historic/Archaeologic Comments from the Massachusetts
Historic Commission, Beverly Historic District Commission, Salem
Historical Commission, James Treadwell and the Advisory Council
On Historic Preservation indicate that the full extent of
potential impacts to historic properties have not yet been fully
evaluated. The Department must confer with each of these parties
as it updates this section and must respond to all questions on
these issues. The SFEIR must complete this analysis and present
any needed mitigation.

west need review and further discussion. The daily sea-breeze
(East Wind) must be considered. . Presenting single event levels
for passing trains may be instructive. In addition, the FSEIR
must answer whether noise barriers will be utilized for
mitigation. Can vegetation soften the barriers and reduce
reflection of noise to the West? Can pavement treatment affect
noise levels?
Visual - The visual impact analysis must be reviewed
considering the entire mixed use development of the shorelines.
Will the Bridge and By-pass be lighted at night?
Bridge Lanes - Many of the comments have addressed the
size and scale of the bridge. Is the design of the bridge based
on only 2100 vpd? I would expect that this improved
transportation corridor would quickly attract more traffic as
drivers are quick to find more efficient routes. Are all five
lanes needed? Are ten-foot break-down lanes -needed? Why is a
left turn from bridge Street to the By-Pass south proposed? This
maneuver causes more red time for all south-bound traffic on the
bridge. How much stopping time is involved with the light (per
vehicle . and per. year) ? How does it compare to what a draw-bridge
would cause? How long is the queue for the left turn from the
bridge to Bridge Street? Without the left-turn to the By-Pass
south, except for emergency vehicles, the right lane south-bound
could be non-stop, as can be the right turn north-bound to the
bridge. The existing bridge is a designated bicycle route. The
FSEIR must give =a good analysis of the acceptability of bicycle
r: traffic on the.bridge. How difficult will the wind situation be
at the top? Is this still a valid route? Can the new--bridge be
expected to carry the foot traffic of, the existing bridge?
Miscellaneous - The details of the dewatering basin for
the Class III dredge` spoils must be presented. The Class III
sediments are the most polluted category: The significance of
this is lost in the DSEIR as the Solid Waste classification of
"clean fill" is used in most of the discussion. Also details of
the detour structures are needed including an analysis of Wetland
impacts from their construction.
In Phase I, who is to construct the upper sidewalk, and the
potential pedestrian bridge? Aren't they needed to complete the
mitigation?
A list of all Article 97 properties approved by the
communities and the legislature should be included. Is Curtis
Park in this category?
