Salem Historical Commission Minutes of Meeting January 4, 1978
The Salem Historical Commission met on Wednesday, January 4, 1978 at
7:30 p.m. , One Salem Green. Members present were Messrs. Bishop, Carr, Chalifour,
Cook, Emrson, Savickey, and Wolfson. Also attending was Stephen Arkin. The
meeting was called to order by Chairman Richard Savickey.
Local District Operation
Mr. Savickey reported that he visited and spoke to members of the
Board of the Home for Aged 'women, 180 Derby Street, relative to the violation
of the temporary winter vestibule of last winter. That vestibule has not
been reinstalled this winter.f Mr. Carr recommended that the Commission
appoint Mr. Savickey to discuss the type of vestibule that would be appropriate
with the Home for Aged Women Board members should they elect to install
another.
Commission discussion regarding the playground at Emerton Hall, 114
Derby Street, followed. Neighbors had brought their objections to the
Commission. fr. Wolfson made mention of a similar playground that was well
done. The Commission suggested a screen of evergreens and that a letter be
written to Emerton Hall as to what they might propose after consulting with
Commission members regarding the violation and before finalization and
completion of same.
The Commission next turned to a discussion of the vacant property
at 95-97 Federal Street. Mr. Carr suggested making an appeal to the
Salem Cooperative Bank, holders of the mortgage, to maintain grass cutting
.and fence repair. Clerk is to send letter.*kpossible alternative uses
for the property were discussed including demolition and replacement by
an historic house move& to the site,such as the Joshua Ward House.
Local Districts
Chestnut Street Expansion. Commission proposes to expand the Chestnut
Street.Historic District including Broad Street, Orne Square, Warren Street,
Flint Street, Botts Court, and Cambridge Street. Mr. Carr will trace
proposed area.
National Register of Historic Places
Reference was made to the demolition of the Chinese laundry on North
Street and the question was raised whether the Dutch-gambrel roof house on
the same property is threatened.
Mr. Cook inquired about the status of the Joshua Ward House.
Organizational, Policy, and Other Business
Chapter 40C Update. Mr. Carr suggested thorough examination of
most recent 40C document regarding notification of applicant, reasons ¢
for denial of application, etc. so there would be no misunderstanding. `

Salem Historical Commission Minutes of Meeting January 25, 1978
The Salem Historical Commission met for a special meeting on
dednesday, January 25, 1978 at 7:30 p.m. , One Salem Green. Present
were Messrs. Bishop, Carr, Chali£our, Cook, Emerson, and wTolfson and Mrs. j
*newton. Also attending were Stephen Arkin, Mr. and Mrs. Arthur Dacy,
and Mr. and Mrs. Paul 'Willis. The meeting was called to order by Vice-
Chairman Jacob idolfson.
Local District Operation
Ms. and MLrs. Dacy were present to make their application to the
Commission for installation of vinyl siding ontheir property at 15
River Street. Mr. Dacy provided the Commission with a sample of non-
grained vinyl siding about 5" wide in a pale greenish-yellow. 14r.
Dacy related that he felt restoration of the clapboards would be in
excess of $10,000. and that he would not do anything if the vinyl siding
application were denied. He spoke of being impressed by the recent
restoration on River Street and choosing this improvement to enhance
the appearance of his property as well as to save on fuel costs.
In answer to questions by the Commission, Mr. Dacy explained that
the trim was to be painted white and that no vinyl would cover any trim.
He explained further that the vinyl would be applied over the existing
siding with an aluminum backing and very thin sealing strip between
the window trim and siding. He said that no trim would be disturbed.
His application also calls for replacement of 5 to 7 windows with
deteriorating sash. Replacement is to be the same 6 over 6 sash.
Yr. Dacy explained that he had sent waiver forms to his abutters
and expected all to be signed. Mr. 'Wheaton specified that numbers 17,
152, 13, 16, and 16 would all be classed as abutters.
In discussion, Mr. Cook raised a euestion as to costs of restoring
the clapboard, suggesting a much lower figure. As to the condition of
the clapboard under existing siding, Mr. Dacy felt it was probably in
very bad shapel Mr. Arkin mentioned that a large number of properties
in Salem have siding covering good clapboard.
Mr. Hillis, 4 River Street, questioned whether the Dacy's had
explored any alternative colors. Mr. Dacy explained that he had originally
been interested in a red tone but that was not available. He .related that
the only other option in vinyl would be gray which he did not feel was
appropriate.
Mr. Wolfson called for a vote subject to receipt of the waiver forms.
Voting to approve the application were Messrs. Bishop, Carr, Chalifour,
Emerson, and Wolfson; Mr. Cook voted to deny the application. Clerk
was ordered to issue the application pending receipt of the waiver forms.
She explained to Mr. and Mrs. Dacy that if all the forms were rat received,
the vote would be null and that the Commission would invite any objector
to voice his opinion before the Commission and the Commission would then
vote whether to call for a public hearing.
After the vote, Mr. 'Willis strongly questioned whether the Commission
had acted properly in rot notifying P+ver Street residents. Clerk explained
the provisions of Chapter 40 C regarding notice and waiver of public hearing.

The Salem Historical Commission met on Wednesday, February 1, 1978
at 700 p.m., One Salem Green. Present were Messrs. Carr, Chalifour,
Cook, Savickey, and Wolfson and Mrs. Wheaton. Also present were Mr.
Stephen Arkin and Mr. Paul Willis. The meeting was called to order by
Chairman Richard Savickey.
Local District Operation
The Commission first turned to the question of possible. reconsideration
of the January 25 vote on the application of Arthur W. and Joan E. Dacy
for installation of vinyl siding at 15 River Street. The clerk explained
that William Tinti, City Solicitor, allowed that a vote for reconsideration
was possible since the Commission was not governed by any rules, such as
Cushing's or Robert's, which would specify otherwise or set limits on same.
Further, he suggested reconsideration was possible where no action had
yet been taken by the applicant on the basis of a Commission decision,
for which the applicant could file damages. In this case, the waiver
forms had not yet been received, so the Certificate had not yet been
issued and, therefore' no action oculd have been taken.
The discussion relative to reconsideration centered on two issuesc
the issue of neighborhood opposition raised by Mr. Savickey and the opinion
of a contractor, presented by Mr. Cook, that the aesthetic objectives of
the Commission relative to preserving the original relationship of trim
to facade would not be realized with the vinyl applied over the existing
siding, this due to the fact that corner boards, rake board trim, and window
trim currently on the structure would be recessed. Mr. Carr spoke in
favor of simply further specifying the trim requirements, reiterating that
the waiver forms represent a large portion of the street and that a commitment
had been made to the applicant which should not now be changed. Mr. Paul
Willis, as a resident, mentioned several others who were also .opposed stating
that he would request that the Commission explore other alternatives to
vinyl siding. He stated that if no other reasonable alternative presented
themselves, he would then approve of the siding. He also urged the Commission
not to dispense with public hearings lightly.
On a motion by Mr. Carr, the Commission voted to appoint Messrs. Carr
and Savickey to met with Mr. Dacy relative to the trim, reconsideration
of the previous vote to occur only in the event of unsuccessful resolution
of the recessed trim. Speaking in opposition, Mr. Cook specified that
this meant the Commission would not consider public opinion any further
or consider a public hearing. Messrs. Carr, Chalifour, and Wolfson voted
to support the motion; Messrs. Cook and Savickey voted in opposition.
Following the vote, Mr. Cook asked that the Commission definition of abutters
be place on the agenda for the next meeting for review. Mr. Wolfson mentioned
that the Commission does not necessarily disapprove of vinyl siding and
suggested perhaps the Commission should develop a policy for vinyl use.
Mr. Cook also reminded Mr. Willis that he is welcome to pursue his grievances
legally.
. Mrs, Wheaton reported that Mr. Tinti has received a copy of the
complaint by the VFW 'ditch City Post relative to the denial of their
application to demolish their building at 2 Blaney Street. -Mr. Tinti will
be filing an answer and would like to meet with the Commission to discuss
same. Mr. Carr asked that the clerk inform Mr. Tinti of the date the

Commission decision was filed with the City Clerk, a suit must be brought
within 20 days, and offer his assistance as needed.
Local Districts
Chestnut Street District Expansion. Mr. Carr presented a tentative
map outlining expanded boundaries, Mr. Wolfson will formalize the map and
present to the Commission.

Salem Historical Commission Minutes of Meeting March 1, 1978
• The Salem Historical Commission met on Wednesday, March 19 1978 at
7:30 p.m., One Salem Green. Present were Messrs. Bishop, Carr, Chalifour,
Cook, Emerson, and Wolfson and Mrs. Wheaton. Also present were Messrs.
Stephen Arkin, Robert Butters,' and Stanley Jaskiel. The meeting was
called to order by Vice-Chairman Jacob Wolfson.
Local District Operation
Mr. Wolfson read the application of Robert A. Butters for removal of
aluminum sidings porch-, railing, window, clapboard repair, fence removal
and landscapings and painting at his property at 95-97 Federal Street.
Mr. Arkin complimented Mr. Butters on his plans for the building as a
potentially significant turnaround site for the Federal Street area. .
Mr. Batters added that he also plans to remove side Victorian doors to
install on the front, the front door to be moved to the side. Clerk will
add this to the application. Mrs; Butters related several color options,
with the Commission's choice for approval Touraine Scotch Grey #453 for
the body, white trim, and a black or dark charcoal door. The Commission
urged that the garage be painted similarly, and on Mr. Butters agreement,
this was made part of the application. Mr. Carr raised the question of
whether Mr. Butters might consider removing the exterior staircase on
the front of the house. Mr. Butters expressed hesitancy due to egress
provided by this staircase and due to added expense involved. Mr.: Emerson
volunteered to met with Mr. Butters at the site to see if there might be
any possible way of accomplishing this within budget and safety constraints.
The Commission felt that the removal of the current deteriorating fence to
be replaced by landscaping would be most appropriate given the very large
expense today of iron fenoing, the period choice. Par. Carr suggested
that a member meet with Mr. Butters in April at planting time. Messrs..
Cook and Chalifour will act as representatives of the Commission for
landscaping advice. The motion to accept the application as amended
was approved unanimously pending notification of abutters.
The Commission next reviewed the application of Air. Stanley J. Jaskiel, Sr.
for remodeling front door, replacing windows, enclosing.porch, replacing
chain link fence with wooden fence, and painting at his property at
109 Rer
ft Street. `Phe Commission recommended that the recessed entrance
slay be covered in .vartical pine boards, shingles removed. Mr. Jaskiel agreed
to this suggestion-, clerk will add to the application. The Commission's
recommendations for paint colors were Martin Senour Cobblestone body, white
trim, Bark Brown door. Mr. and Mrs. Jaskiel will consider these and inform
the clerk by phone of their decision, these colors to be made part of this
application if they find them satisfactory.* The Commission voted unanimously
to approve the application pending notification of abutters. The Commission
again highly commended Mr. Jaskiel on his plans and felt it would be very
nice to call Heath Aldridge to tell her about the plans. Ms. Aldridge
had worked with Mr. Jaskiel during the East of the Palisades project for
Historic Salem, Inc. The Commission would like to develop an article in
the Salem Evening News relating this sequence of events with before and
• after photographs. Mr. Arkin will call the Salem Evening News and propose

such an article. If they do not photograph the house now, Mrs. Wheaton
will arrange to obtain the HSI photo or see that a new one is taken.
Mrs. Wheaton summarized a letter from HSI president, Stanley Smith
to Lucien Morin, President of the Board of Directors, VFW Witch City Post,
raising HSI's objections to the VFW's interest in demolition of their
property at 2 Blaney Street, this relative to the impending suit by the VFW.
Mrs. Wheaton asked if the Commission could met with City Solicitor William
Tinti on Thursday, March 15, 1978, 7:30 p.m., One Salem Green to discuss
the City's answer to the VFW complaint. Clerk will notify Mr. Tinti that
the Commission will meet him on this date.
Mr. Carr bmught up the matter of installation of white downspout and
gutters on the red house owned by Deborah F. Owen at 11 Andover.Strest.
The Commission found that these alterations detract from the house and
charged Mrs. Wheaton with explaining application procedures to Ms. Owen
and asking that the downspouts and gutters be painted the red of the
building.
Mrs. Wheaton informed the members that the certificate for vinyl
siding and covering a window, new corner and rake board trim, painting, and
window replacement at 15 River Street, property of Arthur and Joan Dacy
had been issued along with a letter apologizing for delays. This certificate
allowed that the window trim remain as is.
Local Districts
Chestnut Street District Expansion. Mr. Wolfson presented a map
according to boundaries described at the last meeting. Discussion followed
as to whether to push for Essex Street at the same time. Since HSI will be
doing the remaining inventory, Mr. Wolfson reported, at this time, on HSI--
CETA inventory plans. He related that Stanley Smith and the team as now
composed met with the Massachusetts Historical Commission on inventory
procedures. They will use Salem assessor's numbering system, renumbering
all existing inventory forms, and will determine areas which have and have
not been dons. From this, they intend to develop a series of work packages
of cohesive neighborhoods in need of inventory. The Chestnut Street side
streets will be among these, and at this point, the Commissbn will be able
to get some idea of the time required before a preliminary report could be
prepared. In anticipation of this, Mr. Chalifour.will take the current
map to the MHC for their response and members will begin to elicit neighborhood
interest, asking individuals to be leaders to set up petitioning, etc. ..
later in the spring. Mr. Carr will call Mrs. Camenga, Broad Streets Mr.
Cook will call Robert Murray, Flint Street, and see that Mrs. John Ballou,
Essex Street, is asked. Mrs. Wheaton has already determined the willingness
of Mr. and Mrs. James Kearney,- Cambridge Street, to join the effort and will
also ask Mrs. Paul Haskell, Essex Street, to help. Mr. Alfred Putnam was
• also mentioned as a representative of the Phillips Estate.
Salem Common Fence. Mr. Arkin reported that there has been discussion
by the City (in City Council, Building Inspector's Office, Planning Department).,
of removing the fence and replacing same with some sort of concrete structure. ':c
Mr. Arkin proposed a public hearing or forum on the matter of the fence. The '4

seriously deteriorating condition of the fence was substantially worsened
during the snow storm when plows pushed through sections of it. The
possibility of disaster relief funds was raised. Mr. Chalifour suggested
that Mr. Arkin chair a committee to study plans for a May Y Da on the Common

i , and Mrs. Wheaton related the interest of the
Salem Youth Commission in response to the Historical Commission's letter
on the fence. They would probably be willing to join in this effort for
a public event to raise concern. Mrs. Wheaton will arrange a joint meeting
between Ellen RoUner of the Youth Commission, Messrs. Carr and Arkin, and
herself. Mr. Arkin also spoke of the question of the playground facility
on the Comm but members felt this issue separate from the fence and
better left alono,
National Register of Historic Places
Willows Carousel. Mr. Wolfson reported that HST-CETA is currently
completing nomination forms for the Willows carousel. Mrs. Wheaton will
contact the owner.
Communications. Meetinxs, and Other Business
Misery Island Ship, Mrs. Wheaton related the interest of a Beverly
Farms resident, Mrs. Thomas O'Brien, in seeing a marker on Misery Island
identifying the ship downed there. The Commission felt other pressing
matters preventing their attention to this new project at this time.
Organizational and Policy'
Members. , Mr. Chalifour pointed out that the April meeting will be
the Commission's annual meeting, with election of officers. The Commission .
will loose the valuable assistance of John Emerson as of the- end of March.
The members applauded Mr. Emerson's service to the Commission and asked
the clerk to suggest the name of Associate Stephen Arkin to the Mayor as
a replacement. Possible new associates mentioned were architects Mr. A.
Lipman and Ms. A. Harris, new to the Federal Street district, and Elizabeth
Hunt. Mr. Cook will contact the first two, Mrs. Wheaton the latter. The
consideration of alternatives again at this time was waived until thenext
meeting.
Also waived was the matter of the definition of abutters. Mr. Cook
would like to see this item on the agenda again for the next meeting.

Salem Historical Commission Minutes of Meeting April 5e 1978
The Salem Historical Commission met on Wednesday, April 5, 1978, 7:30 p.m. ,
One Salem Green. Present were Messrs. Carr, Chalifour, Cook, Savickey, and
Wolfson and Mrs. Wheaton. Also present were Dolores Jordan, City Solicitor
William Tinti, Maura Bostdorf and Ann Vaningen of Historic Salem, Inc., and
Stanley Jaskiel. The meeting was called to order by Chairman Richard Savickey.
Local District Operation
The Commission first reviewed the revised plans for the entrance at 109
Derby Street as designed by James Ballou. Mr. Stanley Jaskiel, the owner of the
property, was present to describe the new plans. He also requested Commission
approval of Salem Paint Company paint blended to match the Martin Senour colors
approved previously. Both changes in the original application and certificate
were approved unanimously. Mrs. Wheaton reported that in response to interest
by Betty Munroe of the Salem Evening News in an article on restoration of Salem
houses, she had suggested the Jaskiel house as an excellent example.
The Commission's attention was redirected to the matter of the downspouts and
gutters at 11 Andover Street, property of Deborah F. Owen. It was suggested
by Mrs. 14heaton that members view the building before she inform the owner of
their previous decision to require these alterations to be painted the red of
the house. Mrs. Wheaton mentioned the cost of painting now rather than waiting
until the next house painting given the fact that some white trim does now exist
on the house. The Commission will consider the matter at the next meeting after
visiting the site.
Mr. Savickey alterted the Commission to the hanging of a sign on Derby
Street without certificate. Mr. Savickey has spoken to the owner and informed
him of the violation and that the matter would be brought before the Commission.
Members will view the site and consider the violation at the next meeting. Mr.
Savickey will so inform owner.

City Solicitor William Tinti was present to discuss the suit against the
City of Salem brought by the Veterans of Foreign 'Afars Witch City Post 15244 Inc.
in response to denial of application for a Certificate of Appropriateness for
demolition of their property at 2 Blaney Street. This discussion took place
in closed session. Following this session, .Mr. Tinti suggested that the Fire
Department, Building Inspector, and Health Department be contacted by the
Commission with regard to the protection of this property and the Mackey
property directly behind this (10 Blaney).
Local Districts
Historic Salem, Inc. Inventory Update. Ann VanIngen, Survey Team Coordinator F
under HSI's CETA Grant, was present to give an update on HSI inventory work.
She described their work filing, recoding, and copying previous work, the Commission
to receive one copy, HSI one copy, and the Massachusetts Historical Commission
one copy. She informed the Commission that work has begun-in the Chestnut Street
area and that this will be followed by the Boston Street area next, that to be

followed in turn by the downtown area, Bridge Street, North Salem, South Salem,
and also Derby Street area expansion. Miss Jordan spoke in favor of expansion
of the Derby Street district.
Chestnut Street District Expansion. Mr. Chalifour reported he had taken
the map of the proposed expansion to the Massachusetts Historical Commission.
MHC is very much in favor of seeing the expansion include both sides of Essex
street but failing that to concentrate on the Chestnut Street side streets
squaring off the Essex, Cambridge, Hamilton corner. With regard to neighborhood
participation, members reported interest among the following residents: Mrs.
John Pickering, Mrs. John Ballou, Mrs. Paul Haskell, Mr. and Mrs. Alfred Putnam,
Mr. Frederick D. Masson, III, Mr. and Mrs. :James Kearney, and Mr, and Mrs. Peter.
Copelas. It was suggested that Mr. Kearney might serve as organizer of these
"street captains," calling a meeting to which Mr. Chalifour would be invited
to explain districts and the Commission's proposal.
Salem Common Fence. Mr. Carr reported that he and Mr. Arkin were considering
plans to perhaps meet first with officials from the various city departments
concerned with the fence before pursuing a public forum. Mrs. 1,1heaton reported
that disaster relief won't cover the fence damage because the destruction was
not caused by the storm but by plows.
National Register of Historic Places
Mrs. Wheaton informed the Commission that the applications for the 1979
Grants for Acquisition and Development were now available and that she had sent
a press release to the Salem Evening News with pertinent information. She also '
informed the Commission that Salem's recipient for the 1978 funds was the Cook-
Oliver Houser
Mr. Wolfson reported that the Joshua Ward House has been sold with the
intention of restoration for office use. The Salem Planning Department is
making an application for 1979 funds to the National Park Service on behalf of
the new owners. Mr. MCDermet will be requested to bring the completed application
to the May meeting so that the Commission can consider a letter to MHC endorsing
the application.
Organization and Police
Members. Mrs. Wheaton reported that a letter proposing Stephen Arkin
has been sent to Mayor Levesque. Mr. Wolfson mentioned that he had spoken to
Pamela Burns about Commission associate membership; Elizabeth Hunt cannot now
join the Commission in this capacity due to time conflicts; Mr. Cook will speak
to A. Lipman and A. Hall. The question of alternates was waived until the next
meeting. Mr. Savickey informed the Commission that pressing business concerns
make it impossible for him to serve another term as Chairman; Mr. Savickey
nominated Jacob Wolfson for the post of Chairman. Mr. Wolfson was elected
unanimously and the Commission formally thanked the_ past Chairman for his service.'',•
Mr. Carr was unanimously elected to the position of Vice-chairman.
The question of abutters was postponed until the next meeting.
. This means that the property is a finalist for allocation of $5.000. pending
National Park Service approval and approval of plans, etc."

National Preservation Week. Maura Bostdorf, Publicity Chairman for the
HSI CETA project, spoke to the Commission regarding National Preservation Week,
MaY 7-13- She is proposing a cooperative effort among Salem groups for the
week to include an Old Town Hall exhibition of district maps. Clerk will
work with her on this project.
Elderly Housing. In its final matter of business, the Commission agreed
to send a letter supporting Salem Housing Authority's funding request to the
Department of Housing and Urban Development for additional housing for the
elderly in Salem.

The Salem Historical Commission met on Wednesday, May 3, 1978, 7:30 p.m.. .
One Salem Green. Present. were Messrs. Bishop, Carr, Chalifour,. Cook, and
Wolfson and Mrs. Wheaton. Also present were new associate member Annie
Harris and associate Stephen Arkin, Staley McDermet and James Scanlon of
the Salem Planning' Department, Mr. Stanley Jaskielp Ms. Deborah Owen, and
Mrs. Chester Kobuszewski and Mr. Kobuszewski. The meeting was called to
order by Chairman 'Jacob Wolfson.
Local District Operation
In matters of local district operation, the Commission redirected its
attention-to the sign at 142-148 Derby Street erected without certificate,
Mrs. Kobuszewski, owner of the property, and her son, Mr. Kobuszewski, spoke
for the owner of the business informing the Commission that he was amenable
to suggestions and had erected the sign without realizing the necessity for
a certificate. Mr. BishopandMr. Savickey were appointed as Commission
representatives to work with the business owner with the possible result of
a more appropriate sign.
In a second matter of old business under local district operation, the i
Commission again considered the question of the paint color of the downspouts
• and gutters installed without certificate at 11 Andover Street, property of 1 ,
Ms. Deborah Owen. Ms. Owen was present to explain to the Commission that the

choice of white was made because of plans to use white for the cornice and �.
corner boards at the next painting of the house. She also spoke of the 1
need for better information for property owners on application requirements i .
and of the no-maintenance quality of the gutters and downspouts chosen which
would be negated by painting. The question of what type of paint would adhere
to the baked finish was addressed with the suggestion that Mr. Savickey might
provide information to Ms. Owen on this matter. The Commission felt the cost
of painting would be small. Mr. Carr moved that the Commission request the ;
downspouts and gutter be painted the color of the house with the alternative
that they be removed. The motion was seconded by Mr. Bishop and approved
unanimously. Mr. Carr added the request that Ms. Owen notify the Commission
in 30 days of her decision; Ms. Owen agreed to this stipulation and accepted
the offer of advice from Mr. Savickey.
In a separate case at 11. Andover Street, the Commission reviewed Ms.
Owen's application for painting one section of fence white and removing t
another section of fencing to be replaced with stockade fencing. Members
expressed their interest in inspecting the site before making a decision
on the application, and Ms. Owen agreed to a delay on action until the next 1
regular meeting.
Mr. Stanley Jaskiel was present to acquaint the Commission with his
plans to remove the triple front window at his property at 109 Derby Street, # `-
the window to be replaced with a single window as per Historic Salem, Inc.
drawings. The Commission approved the plans unanimously pending notification

of abutters, including the provision for possible 8 over 8 insertg in the
2 over 2 window at some future date. Mr. Jaskiel also mentioned to the
Commission that he would only prim the house at this point.
Mr. Staley McDermet and Mr. James Scanlon of the Salem Planning Department
as well as Mrs. Chester Kobuszewski,! owner of 142-148 Derby Street, and her
son,;Mr. Kobuszswski, were present to discuss plans for renovation at that
site. The application for a Certificate of Appropriateness, accompanied by
a drawing available at the Salem Planning Department, calls for removal of
existing siding on restaurant, restoration/reconstruction of brick on
restaurant, wood panels beneath windows on restaurant, reconstruction of
storefront at 144 to match 148, addition of wood panels at each side of
doorway at 146, and addition of shutters to second floor windows, Derby
Street side. The application does not cover doors, sizes of individual
panes of glass in window openings, and style of panel under windows on
restaurant. The application was unanimously approved pending notification
of abutters.
Mr. McDermet also discussed in general plans for renovation of the
building at 110-112 Derby Street. He will return to the Commission with
an actual application when plans are further specified.
• The Commission next considered the application for a Certificate of t
of Appropriateness from 149 Derby Street Trust for reconstruction of the
facade at 149 Derby Street includingrsplacement of first floor window
—areas with large small paned windows and panels and trim and renovation
of the door. The application was approved unanimously pending notification
of abutters.
Mr. Wolfson distributed copies of the extensive research done by the
HSI CETA team on the 2 Blaney Street address for City Solicitor William
Tinti with regard to the VF,I suit for redress of the demolition denial.
Mr. Carr questioned the treatment of the front door windows and the
window trim on the porch at 95-97 Federal Street, property of Robert A.
Butters. The Victorian door to be moved to the front according to the
original application could not be accomodated there; the remaining door's
windows were picked out in contrasting paint, emphasizing a relatively
negative feature. The same treatment occurred on the panels below the
side windows of the porch. It was agreed that Mr. Wolfson would discuss
the matter with Mr. Butters and also, at that time, inquire of him regarding
landscaping plans along the sidewalk as previously discussed with the
Commission.
The Commission also reviewed the application of John H., Jr. and
'I Pamela P. Brown for painting their property at 14 Chestnut Street. The
muted yellow (Oxline Sunset gold) body with soft white trim was approved
• unanimously by the Commission pending receipt of waiver forms. In this
case, since the- question of a_ Commission policy decision on a broader

definition of abutters was unresloved, Mr. Carr suggested extending the
usual definition to include 10, 13, and 21 Chestnut Street as well as
12, 18, 15-1512, 17-17219 and 19 Chestnut Street. Further, since the Browns
are anidous to begin work and the property owner of 18 Chestnut Street
lives out of state, it was agreed that Mr. Brown should ascertain his
approval verbally by phone.
Local Districts
Chestnut Street District Dcoansion. Mr. Carr will contact interested
residents, Pickerings or Putnams, about setting up the first neighborhood
meeting shortly. The Kearneys, involved currently with the HSI house tour,
will remain as "street captains" rather than general organizers. Francoise
Fetchko was suggested for involvement.
National Register of Historic Places
Salem Common Fence. Mr. Arkin reported on the April 19 meeting in
Council Chambers regarding the Common fence attended by Mrs. Wheaton and
himself. Mrs. Wheaton reported that an application for National Park Service
matching grant-in-aid funds for protection and restoration of the fence
• was in process, and the Commission agreed that a letter from Mr. Wolfson
endorsing this application was in order. The Commission suggested that
erection of storm fencing around the Corson as a temporary safety measure
as proposed by Mayor Levesque would need a certificate and that the city #
should be so informed.

Joshua 'Gard House. Mr. Mc➢ermet reported on the current status of the
Joshua Ward House. The Planning Department is working with prospective buyers
who are currently looking for financing. HSI will still file an application
for an acquisition grant from the National Park Service grant-in-aid program
with the possibility of shifting the grant later to a development grant for
the new owners if the sale is completed. Mr. McDermet also mentioned a
Small Cities grant in process. The Commission resolved to send a letter
indicating its support for development and restoration of the Joshua Ward
House to accompany the grant-in- aid application.
Boston Street Area. Mr. Wolfson informad the Commission that the
HSI inventory team has completed inventory work in the Boston Street area
and that they are currently contemplating a National Register district proposal
for Boston Street as wall as the side streets. The Commission expressed
reservation about endorsing such a district and will invite the HSI team to
make a presentation to them arguing this case at the Commission's next regular
meeting. Cleric will include a copy of National Register nomination criteria <;'
in minutes for members to study.
. Communications, Meetinms, and Other Business Xjt ';,
Collins Cove Park. The Park Commission proposal to create a park and
walkway in Collins Cove was raised by Mr. Arkin. Mr. Arkin mentioned the

possibility of moving the basketball court from the Common to that area.
He also alerted the Commission to the meeting on May 8, 19789 7:30 p.m.,
Saint Nicholas Russian Orthodox Church, 64 Forrester Street to involve
immediate area residents in the process of planning the park.
?linter Island Vandalism. Mr. Cook mentioned the problem of vandalism
at the commandants's house, :linter Isand, and the Commission agreed that
a letter should be sent to Mayor Levesque and City Engineer Anthony Fletcher
requesting replacement of the gates at that site to protect it.

The Salem Historical Commission met for a special organizational
and policy meeting on Wednesday, May 179 1975, &:30 p.m., One Salem
Green. Present were Messrs. Carr, Chalifour, and Wolfson and Mrs.
Wheaton. Also attending were associate member Stephen Arkin and new
associate Andrew Lippman. The meeting was called to order by Chairman
Jacob Wolfson.
Lacking a quorum, the Commission determined to allow full discussion
`of the items on the agenda with the following recommendations to be made
to the full Commission for voting at its next meeting:
With regard to members:
Alternates. Recommendation that the Commission apply for an
amendment to the Salem Historical Commission Ordinance to allow
for two alternates with voting privledges in the absence of
regular Commission members, seniority of the alternate. to
determine who-votes in the absence of only one member, both
' voting in the absence of two members. Initial appointments
would be for one year for the first alternate appointed and
two years for the second alternate appointed. Following the
first two appointments,- alternates would be appointed for two
year terms.
• With regard to public relations, publicity:
Slide Program. Recommendation that the Commission begin a
collection of slides to shoWproperties which hve undergone
successful restoration after becoming part of a local district.
Messrs. Carr,. Lippman, and Wolfson and Ms. Harris would be
named as a committee to develop this project.
Outstanding Restoration Achievement Certificate. Recommendation
that at its annual meeting, the Commission vote one or more
properties as outstanding restoration achievements, with
presentation of a certificate so stating and press coverage
of the award by the Salem Evening News. Further recommendation
that Messrs. Carr and Chalifour serve as a committee to work
on the choice of an individual to design and draw such certificate.
With regard to local district operation:
Public Hearings, Abutters. Recommendation that the definition
of abutter and those materially affected not be broadened from
its present interpretation but that the Commission should establish
a policy of formally voting on the question of waiving public
hearing for each application received.
Meeting preparation, inspection of site. Recommendation that
clerk note on notice of meeting any projects to be attended to
by each member before that next meeting. Further recommendation

received before the mailing of meeting notice should be
xeroxed for inclusion in that notice in order that members
can inspect the site before the meeting, members to be

a local district and information packet explaining application
procedures be sent to new property owners, members to keep
clerk informed of new owners in their areas.

The Salem Historical Commission met on Wednesday, June 7, 1978, 7:30 p.m. ,
One Salem Green. Present were Messrs. Arkin, Bishop, Carr, Chali£our, Cook,
and Wolfson and Mrs. Wheaton. Also present were Associate members Andrew
Lippman and Annie Harris and Staley McDermet, Salem Planning Department. The
meeting was called to order by Chairman. Jacob Wolfson.
Local District Operation
Staley McDermet was present to acquaint the Commission with continuing
plans for work at 142-148 Derby Street, property of Mrs. Chester Kobuszewski.
He showed plans for the design of doors, design of individual panes of glass
in window openings, and design of wood panels under windows of the resturant.
The motions to waive public hearing and approve the application pending noti-
fication of abutters were approved unanimously. Plans will again be displayed
at the site. Mr. McDermet will return to the Commission when ready for paint
color and finish of the door.
Organizational and Policy Insert
Before considering further applications, the Commission addressed the
policy recommendation regarding waiver of public hearing votes for each
application. It was moved, seconded, and voted unanimously that for each
application, the Commission formally vote tae question of waiving public
hearing as well as the question of whether the standard definition of abutters
-should be applied as opposed to a broader definition. It was determined that
this vote might take the form of a three part motion to waive public hearing,
accept the standard definition of abutters, and approve the application pending
notification of abutters.
Local District Operation Continued
The Commission next considered the application of Mrs. Francis Welch
for replacing an old wooden picket fence with a 6' stockade split wooden
fence along rear portion of the left property line between her property at
41 Chestnut Street and the property at 39 Chestnut. Recognizing that this
fence was only very slightly visible due to foliage, the Commission voted
unanimously to waive public hearing, accept the standard definition of
abutters, and approve the application pending notification of abutters.
The applicationfrom149 Derby Street Realty Trust to paint the wood
trim at 149 Derby Street in an olive green (Turco Pewter) received unanimous
votes for waivor of hearing, acceptance of the standard definition, and approval
pending notification of abutters.
The Commission also considered the application for painting at the
properties of James Schooley, 20 Chestnut Street, and John Neeley, 22 Chestnut
• Street, a double house. The Benjamin Moore Avon Green with white trim and
black shutters net with Com.v.ssion approval with the stipulation, as confirmed

by Mr. Cook by phone with Mr. Neeley, that the fence would also be painted
green. The votes to waive hearing, accept the standard definition of abutters,'
and approve the application were unanimous. Waiver forms were included with
the application.
In the matter of the downspouts and gutters at 11 Andover, Mr. Wolfson
read an application from the owner, Deborah Gwen, to�F�nt the trim of the
house white. Ms. Owen explained in a memo to the Commission that her original
choice of baked white gutters and downspouts was to blend with the white trim
she planned for repainting and for zero-maintenance. She included photographic
examples of successful white trim on red houses of the period and a list of
neighbors who had stated they found the white trim acceptable and because
they were not offended by the gutters and downspouts as currently situated,
that they would be willing to wait until Fall '79 for the trim painting. Ms.
Owen explained that though she preferred waiting to paint until Fall 179, if
absolutely necessary she would consider painting the trim earlier. She al
stated that if her application were denied, she would appeal
decision to require the gutters and downs painted red or removedownspouts pee 1 the removed. The

Commission found the white trim, as supported by the photographs, to beappropriate.
Some discussion followed regarding the advisibility of issuing a Certificate
for a date so far in the future. It was noted that other colors in the
neighborhood, as well as abutters, could change in the meantime. Given the
special circumstances of .this case, however, it was determined that approval
. of Fall '79 painting would be acceptable. The motion to waive hearing, accept
the standard definition, and approve the application pending notification was
passed unanimously.
In a second application from Ms. Owen for work at 11 Andover, the Commission
considered the painting of one section of fence white and-`the of another
section to be replaced by a stockade fence. In the first instance, the
prevalence of an adjoining green fence and the very small section of fence
actually belonging to 11 Andover to be painted white led the Commission to
strongly recommend to Ms. Owen that she choose green for this section as well.
Approval was however given for white if the propw•ty owner still felt this was
her choice. In the case of the stockade fencing, the Commission felt
be appropriate since there is already stockade fencing, again belonging to it would
an abutter, along the property and adjoining this area. The. Commission
expressed the opinion that while in other instances stockade might not be
acceptable, in this case, for consistency, it would be. The motions to waive
public hearing, accept standard definition, and approve the application pending
notification of abutters.were approved unanimously with the strong recommendation
that green be considered for the painted section.
Ms. Carr verbally submitted the application ofMa. Timothy Doggett for
painting his garage and front door at 9 Lunn Street, the garage to be the same
grey as the house and the front door either black or charcoal grey. The motion'
to waive, accept standard definition, and approve pending receipt of application
and notification of abutters was accepted unanimously.
Mr. 7Jolfson reported on his conversation with Robert Butters regarding

trim painting on front door and porch windows at 95-97 Federal Street. Mr.
Butters agreed to correct the trim paint on the door but-wasunwilling to
change the trim paint on the panels under the windows. Mr. Carr mentioned a
section of missing corner trim leaving corner joining of clapboard exposed.
The Commission felt that in- their approval of removal of the siding and ?'
restoration of the clapboard, it was understood that details such as this,
would be handled satisfactorily. Mr. Wolfson will speak to Mr. Butters
recommending he apply the appropriate trim; if not resolved, the Commission
will consider further steps at its next meeting.
Mrs. Wheaton relayed Mr. Stanley Jaskiel's invitation to members to
inspect the near completed work at 109 Derby Street.
On the matter of the sign at 142-148 Derby Street, Mr. Bishop reported
that he had made two recommendations to the owner of the business which he
felt would result in a more acceptable appearance. These were: first, to
paint the chrome or galvanized hinges the same as the sign and, second, to t,
straighten out the crooked lettering on one side of the sign.
Local Districts
Chestnut Street Expansion. Mr. Carr reported that John Pickering will
call the street captains` meeting for the Chestnut ,.Street District expansion
at. Hamilton Hall, possibly. June 15. Clerk will provide maps and information
• sheets. The proposal, at this point, will be to include Essex Street as well.
Mr. Carr also reported interest in inclusion among :Marren Street residents.
National Register of Historic Places
Joshua '4ard House. Mr. McDermet reported on the sale of the Joshua ?lard
House. The owners have submitted an application for Grant-In-Aid for development
to supercede the Historic Salem, Inc. acquisition grant proposal.
Poston Street. Mr. Wolfson reported that the slide presentation on the
Boston Street area, by the HSI inventory team planned for this meeting had been
cancelled due to its length. Instead, members will be notified when the
presentation is made locally for interested Boston Street area residents.
Traffic light—Hawthorne-Essex-'elashinaton Square. Mr. Wolfson read a
letter to the Commission from the state Department of Public Works proposing
signal light up-dating at the intersection of Essex, Washington Sq. and
Hawthorne YLvd. The plans called for pedestrian "WALK-DON'T WALK" indicators
and a mast-arm to support an overhanging signal. Mr. Carr presented photos
of the- site, and members consulted their copies of the plans for the proposed
signal layout. Mrs. 'Wheaton reported her conversation with City Electrician
John Condon who expressed his department's desire to see Salem benefit from
the $17,300. funded project and who mentioned that the aluminum mast arm could
be painted brown to help reduce its visual intrusion on the site The Commission
questioned the extent to which such updating was necessary and resolved to
send a letter strongly opposing the plan as visually obtrusive at this important.

Massachusetts Historical Commission Reception. Mr. Wolfson invited

Recommendations. from the May 17, 1978 organizational and policy meeting
were presented for votes.
The recommendation regarding alternates was amended as per Chapter 40 C
to the recommendation that the Commission apply for an amendment to the
Salem Historical Commission Ordinance to allow for two alternates. In case
of the absence, inability to act or unwillingness to act because of self—
interest on the part of afrtember of the commission, his place to be taken
by an alternate member designated by the chairman. Initial appointments
would be for one year for the first alternate appointed and two years for
the second 'alternate appointed. Following the first two appointments,
alternates would be appointed for two year terms. The recommendation was
approved unanimously; clerk will speak with City Solicitor William Tinti
regarding presentation to City Council.

office; Fred Harney, Massachusetts Department of Public Works; John Condon,
City Electrician; Lt. George Jeffery, Salem Police Department; and Leona Leon
and another interested party regarding 3 Beckford Street. The meeting was
called to order by Chairman Jacob Wolfson.
National Register of Historic Places
Traffic lights Hawthorne Blvd.-Essex Street-`dashington Square. As its
first: order of business, the Commission heard reports from interested parties
regarding the proposed signal light updating at Hawthorne Blvd.-Essex Street-
Washington Square. Lt. George Jeffery of the Salem Police Department reported
this to be one of the most congested intersections in Salem with a serious
problem of traffic flow—both vehicular and pedestrian. John Condon, City
Electrician, and Fred Harney, Massachusetts Department of FVolic Works,
explained that the proposed system would be completely automatic to control
traffic flow and would provide "1r1ALK-DON'T WALK" indicators. When questioned
about the necessity for the mast arm, Mr. Harney explained visibility suggested
the need for a mast arm and federal standards require two indicators from
each direction, with mast arm being the only option here given the maintenance .
problem of putting a short arm on the north island. The Commission also
took under advisement the fact that this updating had been requested by both
Mayor evesque and Mr. Condon. The Commission thanked Mr. Harney, Mr. Condon,
Lt. Jeffery, and Mr. Steve Sklovar of Mayor Levesque°s office for their
assistance and agreed to walk to the site at the end of the meeting and make
their final decision, after this additional inspection. At that time, the
Commission voted unanimously to inform the DPW of their view that any mast-arm
or span-wire type of indicator would be visually obtrusive at this important
Salem site and that the Commission must, therefore, disapprove any plan
calling for this type of light. The Commission expressed interest in working
with the DPW to consider alternate plans,
Local District Operation
The Commission next considered the application of Leona Leon for roof
replacement at 3 Beckford Street. Ms. Leon explained to the Compassion that
she had hoped to be able to repair her slate roof but the deteriorating
condition of the right side necessitated replacement with new charcoal grey
asphalt shingles to match the slate remaining on the left side of the gable.
The motion to waive public hearing, accept the standard definition of abutter,
and approve the application passed unanimously. Waivor forms from abutters
accompanied the application.
Reviewed followed of the application of Mary F. Bolger to remove lath
form pickets from her fence at 4 Carpenter Street to replace them with spaced

capped furring pickets, restore corner boxes, and repaint all in existing color.
Discussion as to the nature of "furring" pickets left unresolved whether these
would be substantially different than the existing pickets. Since Clerk was
unable to contact Mrs. Bolger by phone from the meeting, it was resolved that
Mr. Wolfson would determine the nature of said pickets, instructing Clerk to
issue a Certificate of Non—applicability if similar to the lath formed pickets
and to call a special meeting if substantially different.
Mr. Wolfson reported on his conversation with Mr. Robert Butters regarding
reinstalling of corner trim at 95-97 Federal Street. Mr. Butters assured Mr.
Wolfson that he had retained this and other sections of trim and plans to
reapply same shortly.
Mr. Wolfson also reported to the Commission that during the intermeeting
period, the Gables Settlement had begun certain landscaping work to enclose
their playground at 114 Derby Street which ad been agreed was to be reviewed
by the Commission. :fork was halted on the project until Commission approval
was given.
Local Districts
Chestnut Street ]District Expansion. Mr. Carr reported the initial meeting
of approximately fourteen "street captains" on June 14 at Hamilton Hall. He
showed members changes in the proposed boundaries to include Warren Street
as per the request of Warren Street residents present at that meeting. Street
captains will now canvass their areas.

The Salem Historical Commission met on Wednesdays August 2, 1978 at
7:30 p.m., One Salem Green. Present were Messrs. Arkino Bishop, Carr,
Chalifour, Cook, Savickey, and Wolfson and Mrs. :heaton. Also present
were Associate member Andrew Lippman; Sara Clay Winter, Historic Salem,
Inc.; and Mr. and Mrs. Francis Fournier owners of 82 Federal Street,and
their contractor representative Conrad McKinney. The meeting was called to
order by Chairman Jacob Wl lfson.
Local District Operation
The Commission first considered the application of Mr. and Mrs. Francis
Fournier for installation of vinyl siding at 82 Federal Street. This application
came to the Commission after work on the job had already begun and was halted .by
the Commission. The application as submitted called for vinyl siding over
existing clapboards and shingles with no retention of window trim. Mrs.
Fournier was present to explain to the Commission that the job had been
started without Certificate because they did not realize one was needed.
She also told the Commission that siding had been chosen because of deteriorating
paint and the expense of future painting. The Fourniers would like to reduce
future maintenance problems. In discussion regarding the application, Mr.
Arkin expressed the view that vinyl siding is a material meant to imitate
clapboard and, as such, would be appropriate on areas where the house is
' clapboard but to retain the original architectural integrity of the house,
the shingled area of the house should not be covered. ::embers also expressed
interest in seeing the original woodwork retained or reinstalled where already
removed. The Commission further felt that the facade as visible from the
street was of major value whereas the sides and rear could be allowed full
vinyl siding covering. Mr. Savickey added that the bay actually on the west
i side should receive the same treatment as the front as it is viewed as part of
the facade from-the street. The plan agreed to by the Fournierss the Commission,
and Mr. Conrad McKinney representing Perma—Home and to be completed by Perna—
Home for no additional expense included: on the first floor, white vinyl siding,

- The Commission next reviewed the application of John H., Jr. and Carol P.
Carr for installation of a wooden fence to cross the 3' opening between their
property at 7 River Street and 11 River. The fence to be recessed 3' into the <
opening and painted the beige of the house is to consist of five 4" wide, 6'
tall pickets, spaced approximately 4" apart, left squared off at the top. The (,
. motion to accept, waive, and approve was passed with yes votes from Messrs. v i
Arkin, Bishop, Chalifoury Cook, Savickey, and Wolfson with Mr. Carr abstaining.

(. The application of Andrew Lippman and Annie Clay Harris of 131 Federal
Street called for painting of house body in existing yellow color, trim on
windows, corner boards, and baseboards to be white and replacement of roof with
slate grey or black asphalt shingles with similarly colored aluminum attic
vents installed in roof. The 3-part motion to accept, waive, and approve
was passed unanimously., Waivor forms were included with the application.
The application of Emile Dubrule for painting at 5 Washington Square
South in Benjamin Moore Glouchester Sage with Yorkshire Tan trim and Georgian
Brick shutters was also approved unanimously by the three-part motion. Waivor
forms were included with the application.
Mr. Wolfson reported that the trim at 95-97 Federal Street which the
Commission had sought be reinstalled is in fact .now on the building.
Mr. Carr proposed a letter be sent by the Commission to the owner*of the
property at 102 Federal Street. This property is a blue clapboard which over
several years has been primed with white paint in small sections resulting in
a polka dot appearance. The Commission directed clerk to draft such a letter
stating the Commission's interest and requesting information as to the owner's
intentions.
Local Districts
Chestnut Street District Expansion. Mr. Carr reported that street
' captains have met universal support from residential owners .for the expanded
district. Further, there is some interest in expanding the boundaries to
include two properties on Crombie Street and North Street from Essex to
Federal. The Commission gave approval for the enlarged district, and'members
will work on aspects of the preliminary report, Mr. Carr to do the verbal
boundaries, Mr. Arkin the "Description of the District as a `.Mole," Mr.
Wolfson the map. The report will cover the entire new district encompassing
the existing Chestnut Street District and the Federal Street Area- District, and
the Commission must settle on a name for the combined and expanded district.
National Register of Historic Places
Traffic Light Updating--Essex-Hawthorne Blvd.-Washington Sq. Mr. Wolfson
read a copy of an interdepartmental Department of Public ;corks letter sent to
the Commission suggesting the DYW would go ahead with the proposed signal light
updating at Essex- Hawthorne Blvd.-Washington Sq. despite Commission disapproval.
The DPW letter argued that the Mayor's office approval overrides Commission
disapproval. The Commission voted to write the DPW informing them that the
Mayor's office cannot override Commission decisions and also bringing to their
attention that the DPW must contact the Massachusetts Historical Commission in
cases involving Federal funds in National Register locations. Mr. Wolfson
'reported that he had already spoken to Mr. Orfant at KHC who in turn had
contacted the DPW. A copy of the Commission letter will go to City Solicitor
William Tinti.
• Winter Island Vandalism. Mr. Wolfson also read a letter from City s
Engineer Anthony Fletcher responding to the Commission's request for protection . 1
of 'tinter Island sites. It stated that the Department of Public Works of the "
City has given priority to this project and will replace the gate, block most,'
roads, and possibly add severe road "bumps." It also related that police

patrols in the area have been increased.
County Courthouse Complex. Mr. Wolfson updated the Commission regarding
the proposed addition to the County Courthouse Complex on Federal Street. Due
to high costs for the planned addition, new construction has been cancelled i

Local District Operation
The Commission first considered the application of Allyn Realty
Trust for work at 124 and 126 Derby Street. David Lash and James Scanlon
were present to explain the Planning Department's interest in these
properties. They have: identified them as properties whose improvement
would have a particularly strong impact on the neighborhood and have
committed $25,000. of a HUD grant for these properties, subject to approval
by the Historical Commission, Planning Board, and Appeals Board. The
application calls for, at 126 which is to house a first floor shop and
two 2-bedroom apartments above: restoring storefront, cornices, porches;
reclapboarding; window repair and replacement as necessary; staining body
Olympic Green Gold with trim paint Sturbridge Old Tavern Yellow and, at
124 which is to house a shop or workshop and apartment above: enlarging
to include a second story plus loft with peaked roof and staining body
Cabots S. Fawn and trim paint Turco English fled, architectural elevations
for both accompanying the application. The Commission approved unanimously
the 3-part motion to accept-waive-approve pending notification of abutters.
Clerk will send endorsing letters to the Planning Department and Board of
Appeals.
The application of Christopher L.D. Hagger for painting yellow body
(a little lighter than Touraine N 684 Colonial Yellow) with white trim and
fence and black shutters at 6 Carpenter Street (closing date for purchase
9/22/78) was approved unanimously with the 3-part motion. The Commission
asked Mr. Wolfson to suggest an oil-gloss finish paint for added wear and
primer plus one coat to cover the existing grey.
Mr. Wolfson reported to the Commission that work at 82 Federal Street
has been delayed by Perma-Home's lengthy process of obtaining carpenters'
estimates and also by a problem of bees. Mr. Wolfson will speak with
Perma-Home in an effort to expedite the job. He reminded members of the
inter-meeting vote changing the Certificate to call for installation of
new shingles, stained white, in all areas were previously brown shingles
were to remain, this as requested by the Fourniers and agreed to, at no
extra cost, by Perma=iome. Shutters will be black.
Since no response has been received from Edmund A. , Jr, and Patricea
Marukelli of 102 Federal Street regarding their intentions as far as
covering primer spots, another letter and possible follow-up call were
suggested.
It was brought to the attention of the Commission that work for
painting appears to be in progress at 105 Federal Street without Certificate.
Mr. Cook informed the Commission that neighbor 'William Burns will acquaint.
the now owners there of application requirements.

.Salem Historical Commission Minutes of Meeting September 20, 1978
The Salem Historical Commission met for a special meeting on Wednesday,
September 20, 1978, 7:30 p.m., One Salem Green. Members present were Messrs.
Arkin, Bishop, Carr, Chalifour, and Wolfson and Mrs. Wheaton. Also present
were Arthur McCue, 1 Harrington Court, and Michael Lowe, 136 Federal Street.
Local District Operation
The Commission first considered the application of Arthur McCue for
installation of a 6' stockade fence replacing the existing picket fence at
1 Harrington Court. Mr. McCue explained that the property had been on the
market for a number of months and that, finally, a potential buyer had made
an offer but only contingent on approval by the Commission for this fence to
provide privacy at this busy Bridge Street location. The Commission voted
unanimously to accept the standard definition of abutters and approve the [
application for the fence, not to include stain or paint color at this time.
Waivor forms were included with the application. The Commission added that {
a suggestion might be made to the new owner that he consult with the Commission
to consider alternative fencing which might be more appropriate. Clerk ,will
direct a letter so indicating to Mr. McCue for forwarding to the buyer:*
The Commission next turned to the application of PACE, Inc. for ramping
at 136 Federal Street. Mr. Michael Lowe, representing PACE, explained that
funds are available,with a September 30 deadline, for providing means of making
this home for retarded adults accessible to good candidates for deinstitutionalization
who are confined to wheelchairs. The Commission questioned whether the home
could remain in operation without these clients, and Mr. Lowe explained that
he felt it could for the foreseeable future but reiterated his statement
regarding the good candidates who would be bypassed without such a facility.
The Commission discussed the advisibility of expanding the standard definition
of abutters and voted unanimously to expand same to include: 134, 1380 140, 1420
131, 135, 139, 141, 143 Federal Street; 10 Monroe Street; 3,' 5, 4, 60 8
Carpenter Street. Members will inspect the site and meet again in one week,
Thursday, September 28, 1978,inviting abutters to that meeting to hear their
views. Mr. Lowe will, in the meantime, seek wraivor forms from these abutters.
Clerk will draft a letter explaining Commission review and expressing hope that
the state will take this into consideration by granting a time extension.
The application of John M. Verre and Susan C. Brown for staining and
painting at 105 Federal Street was approved unanimously by the 3-part motion
to accept, waive, and approve pending notification of abutters. The Certificate
will approve stripping of existing paint and staining with Cuprinol X32 Autumn
Gold stain with trim same as base color, window sashes Benjamin score Waterbury
:Cream and door Benjamin Moore Morristown Red.
Mr. Carr brought to the Commission's attention the painting without

Agreed to present this to his painter and take the Commission's advice into
consideration in making the choice between laytex and oil-based paint. Mr.
Wolfson also advised that he consider carefully the need for two coats.
Local Districts
Chestnut Street District Expansion. Preliminary report is in process.
Mr. Carr will do memo to street captains when preliminary report is submitted.
National Register of Historic Places
Washington Square Updating. Mr. Carr suggested that the Commission direct
a letter to Anthony Fletcher, City Engineer, requesting an update on progress
to protect the fence around the Common. The fence repair project was not
selected as a candidate for National Register grants but previous meetings had
indicated city funds were available for the protective curbing. Clerk will
draft such a letter.
Signal Light Updating--Essex St.-Hatirthorne Blvd.-ilashington Sq. Mr.
Wolfson presented the alternate design eliminating the mast-arm. The Commission
felt that design plans were somewhat unclear and directed Mr. Wolfson to
speak with the DPW to clarify and offer Commission approval if plans were
satisfactory to him. :
Communications. Meetings, and Other Business
'Traffic Light- New Derby and Lafayette Streets.. In a second question of
a signal light installation, Mr. Wolfson related the requested by the Planning
Department for a letter indicating that the Commission has no objection to
a traffic light system at New Derby and Lafayette Streets since that location
is not within a local or National Register district and the installation would
have no impact on historic sites. The Commission agreed to such a letter.

Salem Historical Commission Minutes of Meeting September 28,1978
The Salem Historical Commission met for a special meeting on Thursday,
September 28, 1978, 7:30 p.m., One Salem Green. Present were Messrs. Carr,
Chalifour, and 'Molfson and Mrs. Wheaton. Also present were Robinson ,Murray,III,
representing the Essex Institute, and Michael Lowe from PACE, Inc The
meeting was called to order by Chairman Jacob Wolfson.
Mr. Lowe was present to represent PACE, Inc. in their application for
wheelchair ramps at 136 Federal Street. He presented four waivor forms signed
by abutters but not not been able to retrieve Proms from the remaining 11
abutters, as defined by the expanded definition made at the September 20 meeting,
of the Commission. Mr. Chalifour questioned whether this indicated disapproval
by the remaining abutters. Mrs. Wheaton reported for Andrew Lippman and Annie
Harris, 131 Federal$ that they felt they could not sign waivors without more
precise information on the particulars of construction. Both they and Mr.
Cooks Mrs. Wheaton reported, questioned whether wood could be used rather than
concrete. Mr. Murray also expressed reservation due to the vagueness of the
application and questioned whether the ramp running perpendicular to Federal
Street along the boundary with the Essex Instutus property at 138 Federal
would extend beyond the houseline into the front yard. Mr. Lowe replied that
as presently conceived that ramp would in fact come to about 5' from the
Federal Street side-,.Talk. Tns. Murray also asked Mr. Lowe to discuss the
necessity for ramps. Mr. Lowe explained that the Federal Street facility *.rill
be the only facility for clients in this area to house mentally retarded adults
and that without provisions for wheelchairs,the good candidates for deinstitution–
alization who are not ambulatory would not be accomodated. He did not feel that
this change would lead to a facility exclusively or predominately for wheelchair
clients. In answer to Mr. Carr's question regarding a variance for this
building, Mr. Lore explained that as an educational institution--teaching
retarded citizens to live in the community--this house is exempt from seeking
a zoning variance.
In response to concern for the Federal Street view expressed by Mr. Murray
and very strongly by Mr. Carr, Mr. Lowe mentioned the possibility of a lift on
that side with ramping only on the rear, Carpenter Street side. Mir. Chalifour
suggested a porch with railing along the Federal Street side with the lift
descending toward the rear. Mr. Lowe also suggested that wood might well be
possible for the rear ramp—allowing it to both blend in with the building and
allow for removal at some future date, a concern of Messrs. Cook and Lippman
and Ms. Harris.
In developing a plan of action with regard to the application, the Commission
called for Mr. Lowe to ascertain the legality of a wood ramp with respect to
`Architectural Barrier and fire codes and obtain' specifications for a lift, this
j to be delivered to Mrs. Mheaton. Then, the Commission would attempt to provide
architectural advice in the person of Staley McDermet, Salem Planning Department,
to develop architectural plans which would be presented to a contractor. ?hien
full specifications complete with elevations are prepared, Mr. Lowe will then
amend the application for consideration by the Commission at the November meeting.
Following this meeting, waivor forms will be sent to abutters. Since the state
has allowed a two week extension, this would require another letter indicatiifg"
that review is progressing with every effort being made to develop a suitable

set a date of 6o days for completion of the review process and commencing

The Salem Historical Commission net on `dednesday, October 4, 1978, 7:30 p.m.,

Local District Operation
The first item on the agenda concerned the painting without Certificate
at 2 Chestnut Street. An objection was raised by a resident of the district
to the yellow color. Members questioned whether the paint was in fact the
same as the previous color. Mrs. ':Iheaton reported that Mr. Ralph Doering,
the previous owner, was himself unsure as to the previous original color
but suspected it may have been yellow. In any case, the Commission felt
that the yellow color was chosen to blend with the color of the trim on
the connecting house and that it only appears bright now but will fade to
a softer tone very quickly. It was determined, therefore, that no action
would be taken.
Local Districts
Derby Street Facade Agreements. Mr. '.,Jolfson read a letter from David
Lash, Salem Planning Department, requesting the Commission's reaction to a
proposal that the Commission take on the responsibility as the City's
agent in Facade Agreements made between commercial property owners on Derby
Street and the City. These agreement's.would provide some protection against
inappropriate facade changes on buildings which are currently undergoing
facade improvement through the Planning Department's federally funded program
for improvement of commercial property on, Derby Street. The Commission
asked Mr. •Tolfson to relay the Commission's strong interest and to request
additional information.
Communications I Meetings and Other Business

South River Park. Mr. ilolfson also read a letter from Christopher G.
Olney, Project Administrator, Salem Redevelopment Authority, requesting
Commission endorsement of the City's proposal for the development of a six
acre park around the bouth River in doamtown Salem. The proposed park would
serve to link the downtown and the waterfront and include a marina and
recreational facilities. The park would be named in honor of Nathaniel
Bowditch, The Commission directed the clerk to draft a letter of endorsement.

The Salem Historical Commission met on Wednesday, November 1, 1978,
7:30 pm, One Salem Green. Present were Messrs. Carr, Chalifour, Cook, and

Gorini, PACE, Inc.; James Scanlon, Salem Planning Department; Robert Bramble,

Local District Operation
The first order of business concerned the application of PACE, Inc.
for installation of a porch-lift and porch reconstruction at 135 Federal
Street. Robert Scagliotti, architect for PACE, was present to discuss his
plans as was Robin Gorini of PACE. Dr. Scagliotti felt ramps would be
inappropriate as they would take up too much space as well as being very
costly. He recommended one lift located at the rear of the building_
because of its interior and exterior accessibility and also because this
location would make it less visible from Federal Street. His plans call
for demolition of the existing stairway to be replaced with a wooden
stairway and large platform for the lift. The Commission recommended
planting to help soften the effect. The three part motion to amend the
original application to call for installation of lift and porch reconstruction
• with a strong recommendation to include planting was approved uanimously
pending notification of abutters.
The Commission next considered the amended application of Allyn
Realty for construction at 124 Derby Street. Mr. Robert Bramble, trustee,
explained that he was returning with an amended application to exclude the
second floor apartment because the variance for parking had been denied by
the Appeals Board and then withdrawn by Allyn before reconsideration. The
application for a peaked roof only with no second story was approved unanimously
by the three part motion pending notification of abutters.
Local Districts
Derby Street Facade Agreement. Mr. James Scanlon was present to discuss
the Derby Street Facade Agreement being developed by the Planning Department
to protect facade improvements made through the Planning Department's
federally funded program on Derby Street. The Facade Agreement would act
as an easement on the deed for a property, an attachment on the property,
and serve to protect the City's investment. The Planning Department proposes
that the Commission take on the responsibility for review. After some discussion,
the Commission voted approval in concept of the proposal that the Historical
Commission undertake to Pxecute preservation restriction agreements as per the
type presnntPd by the Planning Department. In response to Mr. Scanlon's
draft of such an agrPement, members raised the question of redress with the
recommendation that if appeal relates to work in the purview of the local
ordinance, then appeal would follow the procedure outlined in Chapter 40C,

Derby Street Vehicles. Mr. Nolfson related a complaint by Dolores
Jordan, Derby Street District resident, regarding heavy trucks on curbs
and sidewalks., possibly damaging foundations. The Commission recommended
that concerned individuals s-nd police and other appropriate agencies
letters of complaint with copies to the Commission in order that the
Commission can monitor the problem.

The Salem Historical Commission met for aspecial meeting on Wednesday,
November 22,1978, 7:30 p.m., One Salem Green. Attending were Messrs. Bishop,
Chalifour, Cook, and Wolfson and Mrs. Wheaton. Also attending were Mr. and
Mrs. Franklin O'Brien. The meeting was called to order by Chairman Jacob
Wolfson.
Local District Operation
The special meeting was called to consider the application of Mr. and
Mrs. Franklin O'Brien for installation of white asphalt roofing at 84 Federal
Street. Mrs. and Mrs. O'Brien were present to explain to the Commission that
they chose white to match the house trim particularly because an overhang on
the front cannot be sided and they would like it to blend with the house trim.
Members looked at the GAF samples and conveyed: their feeling that charcoal grey
would be the preferred color for a traditional appearance in the Federal Street
District. YAmbers explained that while white would not be offensive, the GAF
"charcoal blend" would be the Commission's strong recommendation. Understanding
the Commission's point of view, Mr. OBrien suggested the possibility of using
white roofing on the overhang but doing the roof itself in the grey. This
suggestion was approved unanimously with a vote to accept the standard definition
of abutters also unanimous. Waivor forms were presented with the application.
The Commission thanked the O'Briens for their cooperation, and the meeting was.

Thor Lauritsen and Joe Grazado, Alice Jordan, Robert Guethlen, and Sophie
Sawicki. The meeting was called to order by Chairman Jacob Wolfson.
Local Districts .
White 'Street Warehouse Conversion. The Commission first heard from
Messrs. Thor Lauritsen and Joe Grazado regarding the plans of Robertsen
Associates for purchase of the White Street warehouse for conversion into five
condominium units. They brought their plans to the Commission for Commission
imput and also seeking the Commission's endorsement of the project in a letter
to the Board of Appeals. A variance will be necessary because only one parking
place per unit is to be provided rather than the required one and one-half per
unit. The structure. is adjacent but not included in the Derby Street Historic
District.
Plans for the rehabilitation call for demolition of the first 30' of the
structure to provide for a parking courtyard. The structure is to retain a
"traditional image' in terms of scale, color, and proportion. On the rear,
a shed dormer will be added rising no higher than the original roof; on the
. water side, a portion of the roof will be cut through for decks. Neighbors
present to comment included Robert Guethlen who stressed the value of a set
back for the shed dorners and commented on the window alignment and need for
privacy on the Turner Street wall where no windows would be his preference.
He also expressed approval of the five unit limit. Mrs. Sophie Sawicki also
stressed the importance of the Turner Street end of the property though her
preference was for some windows there. Miss Alice Jordan spoke of the question
of height and privacy. In answer to Commission questions regarding parking,
Messrs. Lauritsen and Grazado related that they had contacted the White Street
Marina without success regarding leasing spaces.
Mr. Wolfson congradulated Messrs. Lauritsen and Grazado on their plans,
and the Commission agreed to send a letter enthusiastically endorsing the

Commission for review of final plans. Messrs. Lauritsen and Grazado agreed
to return at the January meeting with more detailed plans.
335 Bridge Street. The Commission next met with Mr. Robert Maguire
regarding his plans for construction of a building at 335 Bridge Street. Mr.
Maguire was before the Commission as per the specifications of the Appeals
. Board variance granted to him which was made subject to Commission approval of
construction plans. The site is adjacent to the Federal Street Area district
and also in a key location relative to the entrance to Salem and the connector
road. Mr. Maguire presented his current plan for an imitation clapboard
warehouse-type structure. The Commission felt that their approval could only'be'*,;�
made contingent upon approval of "property line" abutters and also recommended
paint colors and landscaping. The motion to accept the plans with Touraine
Beige (486) body paint and a darker beige trim, adark brown or grey asphalt
roof, and an evergreen shrub border along the face of the building was approved
subject to abutter approval." Messrs. Chalifour, Cook, Savickey, and Wolfson
voted in favor of the motion; Mr. Carr was opposed.

Derby Street Facade Agreement. The Commission next reviewed the corrected
facade agreement for Darby Street buildings and approved it unanimously as
corrected.
Chestnut Street District Expansion. Air. Wolfson has been filling in
gaps in the inventory; Historic Salem has some volunteers for xeroxing;
the Commission agreed to call the expanded district the Chestnut Street Area
Historic District.
