SALEM HISTORICAL COMMISSION
• MINUTES
FEBRUARY 4, 1998
A regular meeting of the Salem Historical Commission was held on Wednesday,February 4, 1998 at 7:30 p.m. at
One Salem Green, Salem, MA. Present were Chairman Sides,Messrs. Carr,Kelleher and Jellison and Ms. Guy.
Mr. Kasparian joined later in the meeting.
13 Washingion &h
Wayne Murray submitted an application for a Certificate of Appropriateness for the alteration of an existing sign
and for repainting at 13 Washington Sq.,which is owned by the Peabody Essex Museum. Ms. Guy read a letter
from the applicant stating that he would like the application continued until the next meeting. The proposal is to
delete"Bob Colombo's" and to add"A Scoop Or Too, LLC"with a picture of a few ice cream cones. Also
proposed is to scrape and repaint the doors and window trim in the same colors. The letter also states that he
would like to replace the plywood side of the trash storage area with wood siding and a door duplicating the
pattern and style of the black wooden gates at the entrance to the property.
Mr. Carr made a motion to continue the application. Mr. Kelleher seconded the motion, all were in favor and the
motion so carried.
181 Federal Street
Martha Lally submitted an application for a Certificate of Appropriateness for paint colors for her home at 181
• Federal Street. The body will be Bennington; Breckenridge,the trim White/Old Virginia White and the shutters
and garage doors, Date Slate. She provided two options for the doors as well as options on the types of stain.
Ms. Lally stated that she has decided to go with paint instead of stain.
Mr. Carr made a motion to approve the paint colors with the approval of Option A on the door color.
Mr. Kelleher asked the color of the wood trim on the garage.
Mr. Carr added to his motion that the applicant be given the option of painting the wood trim on the garage either
the Dark Slate or the Virginia White.
Mr. Kelleher seconded the motion,all were in favor and the motion so carried.
0 North Pine Street
In continuation of a previous meeting, Corinne Geary submitted an application for a Certificate of
Appropriateness to install a granite post fence. The applicant was not present. Ms. Guy noted that the
application was still under the 90 day continuation.
50 Essex Street
Tim Anderson,representing the East Branch Library Trust, was present.
• Chairman Sides stated that a punch list was created at the recent site visit.
Utility Pipes
Mr.Anderson stated that the pipes were moved from the side facing 48 Essex to the South elevation.

Mr. Carr asked if it were possible to paint the pipes to blend with the brick. Mr. Anderson replied in the
• affirmative.
Mr. Carr made a motion to approve the relocation of the electrical pipes to the present location conditional that
they be painted to match the brick. Mr. Jellison seconded the motion, all were in favor and the motion so carried.
Doors
Chairman Sides stated that the doors were not approved in metal.
Mr. Anderson stated that the Brosco number can be wood or metal and that he did not specify wood to his
contractor.
Mr. Carr made a motion to approve the metal doors in hopes that it will fail. There was no second.
Mr. Kelleher made a motion to approve the same type of door in wood and not metal. Mr. Jellison seconded the
motion, all were in favor and the motion so carried.
Fence set-back
Mr. Carr stated that the fence to the left of the building when standing on Essex Street is not set back to match
the right side. Mr. Anderson stated that he will correct the fence.
Scuppers
• Mr.Anderson stated that the intent is to put a sleeve over the PVC in the same metal as the downspouts and paint
them out.
Mr. Carr asked how far out they will protrude and noted they were now out about 18". Mr.Anderson stated that
will protrude about 4",will be cut back and be on the same plain as the gutter.
Mr. Carr suggested letting the work proceed and approve it after completion.
Walkway
Ms. Guy stated that the area was a driveway and was previously paved, therefore there was no increase in paving
materials and thus not under the Commission's jurisdiction.
Mr. Anderson stated that they were satisfied with the paving material used.
Chain Link Fence
Mr. Carr stated that while the removal of the chain link fence was technically a violation,the cure would be to
put back a chain link fence which would wind up being new and shiny.
Chairman Sides noted that landscaping is proposed for that line.
Jennipher Lebzelter, 48 Essex Street, stated that she did not know if forsythia hedge would thrive under that tree
• and feared that the area will attract loitering and trash.
Mr.Anderson stated that he could put in a 3' privet.
Chairman Sides felt occupancy would help reduce the problem and preferred to wait before making any

approvals.
• Roof Deck Door
Mr. Anderson stated that the existing door is remaining and that it will be painted Essex Green.
Mr:Carr made a motion to approve the painting of the roof deck door in Essex Green. Mr. Kelleher seconded
the motion, all were in favor and the motion so carried.
Mr. Kasparian joined the meeting at this time.
Mr. Anderson introduced Sondra Winer the owner of the unit that has access to the roof deck.
Landscaping
Mr. Anderson stated that he did not have more specificity as yet.
Patricia Slam, 9 Forrester Street, stated that she would like to see more green.
Mr. Anderson stated that he will have the landscape contractor make up a proposal.
Roof Deck
Ms. Slam felt the deck was ugly and should be painted a dark green or something that would blend in.
• Ms. Winer stated that plants and flowers will help.
Mr. Carr felt the Commission should look at what would have been done if not already built. Mr. Carr stated that
he was okay with having a roof deck but felt the deck built seems to be the most expediate, utilitarian and
cheapest route.
Ms. Sides stated that it was a shame that something more creative wasn't done. Ms. Sides stated that it looks like
a fence has been located on the roof.
Michael Parr, 8 Forrester Street, stated the he has seen other roof decks in the neighborhood.
Mr. Carr suggested that Mr.Anderson come back with another design.
Mr. Carr made a motion to continue the unresolved items. Mr.Kelleher seconded the motion, all were in favor
and the motion so carried.
Mr. Kasparian stated that, in response to the letter to the editor in the Salem Evening News,the Commission 4 "
should request a clarification from the City Solicitor on whether the removal of the windows from the
Commission's jurisdiction was legal. Mr. Carr was in agreement.
31 Washin on Sq.N
The Washington Sq.N. Trust submitted an application for a Certificate of Appropriateness to replace columns on
• the West side porch per the fax copy of a Chadsworth fiberglass column found in Historic Preservation magazine
that was included. The applicant was not present.
Ms. Guy noted that the fiberglass columns were approved with details to be provided to her by the Commission
before a Certificate could be issued. Ms. Guy stated that Mr. Kasparian has visited the site and has information

to provide.
• Mr. Carr stated that there is a''/2 column at the site.
Gary Cole,the contractor for the owner/trustee Ralph Doering, stated that he was aware Mr. Doering wanted to
consider replacing the columns at 33 Washington Square but that he had not talked to Mr.Doering about 31
Washington Square.
Mr. Kasparian stated that columns are needed in three locations, 2 full columns to flank the stairs and one half
column against the house. There is a column which exists which should be reused. The existing capitals
attached to the soffits should be reused. The new columns should match the style of the %2 column, the top and
bottom diameter and the taper. Mr. Kasparian stated that the option to use fiberglass or wood should be given.
Mr. Cole stated that he has various work items proposed by Mr. Doering to do at this and his other properties int
he district.
Mr. Carr suggested a site visit to brain-storm.
Ms. Guy stated that she will wait on finalizing the column Certificate until after the site visit.
Mr. Kasparian made a motion to continue the application. Mr. Kelleher seconded the motion, all were in favor
and the motion so carried.
The site visit was scheduled for 9:00 a.m. on Saturday, February 7, 1998.
• Other Business
Mr. Carr made a motion to approve the minutes of January 7 and January 21, 1998. Mr. Jellison seconded the
motion, all were in favor and the motion so carried.
Ms. Guy stated that 174 Federal Street has been cited by the Health and Building Department's and has been
ordered to replace some windows. Ms. Guy was told by the Asst. Building Inspector that the windows installed
have vinyl mullions. Mr. Carr will verify that the windows are not all-wood before Ms. Guy send a violation
letter. Ms. Guy has asked the Building Department not to issue a Certificate of Fitness.
There being no further business,Mr. Carr made a motion to adjourn. Mr. Cook seconded the motion, all were in
favor and the motion so carried.

SALEM HISTORICAL COMMISSION SITE VISIT
East Branch Library, 50 Essex Street
Saturday, April 4, 1998
9:00 a.m.
Present: Commission members Sides, Carr, Cook, Kasparian, Kelleher and Jellison
also,Phil Singleton, Tim Anderson, Michael Parr, George Fallon&Patricia Slam
The Salem Historical Commission met to discuss uncompleted work items which will be the
subject of an escrow account established by Mr. Singleton prior to the sale of the remaining 3
condominium units.
Windows: The Commission determined the following windows are visible from a
public way: all windows (5) on the Essex Street facade; 6 windows on the
main side entrance facade (west?); 6 windows at the Forrester Street
entrance; 5 windows in the stairwell; 6 windows on the east(?) elevation
(the two lower level windows in the front court yard on the east elevation
are not visible).
Doors: All doors (7 total) are visible. The roof deck door is an existing door,
• which needs to be painted; 2 doors at the Forrester Street entrance are
metal and need to be replaced; Main entrance doors (paired) appear to be
wood; 2 doors on the east(?) side elevation are metal and need to be
replaced.
Roof Deck: final design to be determined, subject of further discussion between the
applicant and the Commission.
Fencing: Front left court yard fence will be set back to match front right court yard
fence. All fencing will be painted/stained as previously approved (Dove
Gray?). An additional section of fence will be added to connect with the
existing blue fence at the rear of 12(?) Forrester Street
Vents: All dryer vents and chimney vent pipes will be painted, color to be
determined.
Signage: The applicant will provide drawings for a proposed "10 Forrester Street"
sign to be mounted on fence at entrance to the parking lot (design, color,
dimensions and materials to be determined).
Other issues:_New mortar above side entrance doors needs to be tinted to match
_ existing. Metal railing at the main entrance needs to be painted. Strip of
asphalt along Parr's fence needs to be removed. Additional granite
curbing (via Mr. Parr's supplier) needs to be installed. Tree stump along
side entrance walk to be removed. Landscaping plan, as approved by the
Commission, needs to be implemented. Fence installer's labels to be
removed.
