City Ordinance and Zoning violations
Dear Owners,
This Department has received and confirmed a complaint regarding the storage of a vehicle on your front lawn.
Salem City Ordinance 24-21 prohibits the storage of an unregistered and uninspected vehicle for more than 15
days. Additionally, Salem Zoning Ordinance prohibits parking in the front yard setback of your property.
You are directed to either register and have inspected the vehicle or to remove it by December 20th. You are
also directed to cease parking on the front lawn. Failure to address these violations will result in Municipal code
tickets and further enforcement actions. If you feel you are aggrieved by my Zoning interpretation,your Appeal
is to the Salem Zoning Board of Appeals .If you have any questions,please contact me directly.

Dear Mr. Malone:
At a regular meeting of the Planning Board held on Thursday, April
17, 1986, the Board voted by a vote of five in favor, none opposed, to
approve your plan entitled, "Definitive Subdivision Plan, Parlee St.
Ext.", dated May 20,' 1985, subject to the following conditions:
1.. All Board of Health requirements set forth in a letter dated July .
29, 1985 shall be met.
2. A Certified Statement of encumbrances existing on the land shall be .
submitted to the Board prior to endorsement of the plan.
3. A performance guarantee shall be filed with the Planning Board prior
to endorsement of the plan to ensure completion of the improvements
required under the City of Salem Subdivision Regulations.
'4. ' All electrical cable shall be encased in conduit unless otherwise
Specified by the City Electrician.
5. All requirements of the Engineering Department with regard to
utility installation shall be met.
6. The name "Parlee Street Extension" shall be subject to the approval
of the Fire Department.
7. All construction shall be limited to the hours of 7:00 a.m. to 5:00
p.m. on weekdays and 8:00 a.m. to 5:00 p.m. on Saturdays. No work shall
be conducted on Sundays. Inside work of a quiet nature will be
permitted at other times.
8. Drilling and blasting shall be limited to Monday - Friday between
8:00 a.m. and 4:30 p.m. There shall be no drilling or blasting on
Saturdays, Sundays, or holidays.

9. All construction shall be carried out in accordance with the Rules
and Regulations of the Planning Board. A Clerk of the Works may be
required for utility inspection by the City at the expense of the
developer as is deemed necessary by the Director of Public Services and
the City Planner.
10. Proposed building locations shall be reviewed and approved by the
Planning Department.
11 . Sidewalks shall be constructed on both sides of proposed Parlee
Street Extension as follows:
a. Sloped granite curbing is an acceptable alternative
to vertical curbing
b. Sidewalks shall be 5' in width; planting strip shall be 5' in
width
12. Sloped granite curbing shall be installed from the end of the
existing pavement at Applicant' s property line on both sides of Parlee
St. (roughly opposite Station 1+00 on above-referenced plan) to properly
delineate the roadway. y
13. The terminus of the existing Parlee St. layout shall be reviewed and
approved by the Planning Department.
14. Adequacy of drainage shall be reviewed by the Engineering
Department.
15. As-built plans, stamped by a Registered Professional Engineer, shall
be submitted to the Engineering Department.
This approval shall not take effect until a copy of the decision bearing
certification of the City Clerk that twenty days have elapsed and no
appeal has been filed or that if such appeal has been filed and it has
been dismissed or denied, is recorded in the Essex County Registry of
Deeds and is indexed in the grantor index under the name of the owner of
record or is recorded on the owner's certificate of title. The fee for
recording or registering shall be paid by the owner or applicant.

It has come to the attention of this Department, that you are
operating an illegal junk yard at the above referenced property.
Under the City Zoning Ordinance, this is not an allowed use,
You are therefore required to cease and desist from all of your
illegal activities immediately.
Failure to comply with the Zoning Ordinance, will result in this
matter being persued through the courts for their determination. .
I am asking the Board of Health to view this situation and determine
if there are any Public Health Violations that need to be addressed.
