I would very much appreciate it if you could put forth a request to the city council seeking the granting of this easement. I have attached a plan of land and a draft easement grant for the property. I began to re-construct the front steps on my house in mid-March . I then received a letter from the city asking me to "cease and desist" construction , because the city had reason to i believe our house rests on city property. This is absolutely true , ( please see print enclosed) but note that our house is almost a 175 years old , much older than current building codes . I contacted the city building inspector who told me this is a fairly common problem in Salem. He mentioned the fact that we may be able to lease this property for 99 years for $1 .00 , and suggested we contact you for further assistance.
