As a result of an inspection conducted this date, of the conditions
creating a cause for complaint heard in your office on May 23, 19801
and resulting in your order to remove same within thirty' daysi
I have found that the following conditions still exists
1. Buick Electra 225 (Maroon) still remains on the real estate,
is unregistered and still creates a potential fire hazard.-
2. The heavy timbers ( two piles) stored on the real estate, remain
on the premises, in violation of zoning ordinances and still
create a fire hazard in this residential area. It shall be
noted (as per attached fire reports, dated 5/23/80 and 5/28/80)
that two vandalism type incidents were reported on this property.
Rear 129 Bridge Street and
� 2 Parker Cour are the same real
property. One of the incidents was is stored boat adjacent
to the timber piles. The boat, which is properly stored and
. secured apparently is not in violation of any zoning ordinance.
However, the timber piles are in violation of both zoning and
fire ordinances.
Therefore This office respectfully requests that such furthur
action as the law permits be taken against the owner, Raymond
Cloutier, owner.
Violations of Chapter 148, Section 5 M. G. L. and Chapter 148, Section
28-0 M. G. L. for fire violations.
Violations of Section 5 of the Salem Zoning Ordinance for

Dear Thomas;
As requested, I am writing this letter in response to your letter dated November 12, 2014, and
violation #1487. To this date, I have never received the actual letter or violation in the mail,
but I am currently in the process of bringing the items in question up to code.
You have directed me to cease renting rooms. I currently have three roommates, and they chip
in to help pay the bills. One of my roommates, Tony Lopes (and his son, who he moved into the
house without permission), is in the process of being evicted. I am enclosing a copy of the
paperwork served to him by a constable. (See copy of paperwork attached.) He has until
12/31/14 to vacate the premises. Another roommate has informed me that he is also moving out
by 12/31/14. This leaves me with one roommate, which you informed me should be okay.
I have secured a building permit from you, and will begin repairs as stated. The missing railing
and guard rail along the stairs and living room are currently in the process or being sandblasted
and re-painted. As soon as I get them back, I will have my contractor re-install them. I have
purchased battery operated smoke and carbon monoxide detectors and have set them up in the
house. (See pictures I left at your office.) My contractor will be installing them in the ceilings.
Also, my contractor will be starting to build a deck or rear porch to replace the missing one,
which constitutes a second means of egress.
I hope this will serve to correct the building code items and zoning order.

On November 4`", I conducted an inspection of the upper floor.of you split level single family home . Your
tenant showed me locks on all three bedroom doors and showed me the door to the lower level where you
reside. The renting of rooms in the R-1 zone is prohibited by Salem zoning and having four or more unrelated
individuals constitutes a rooming house under Mass General Law. In addition some obvious building code items
were observed
#1 railing and guard missing along stairs and living room.#2 No smoke detectors or Carbon Monoxide detectors
were observed. #3 Rear porch,which constitutes a second means of egress, is missing.
You are directed to cease renting rooms immediately.You are further ordered to secure a building permit and
