Dear Mr. St. Pierre:
Attached please find a letter from the Roofing contractor responsible for
replacing the roof at 4 Paradise Road Salem, MA. The letter indicates an
existing 2"of polystyrene insulation exists on the roof with an r-value of
12, an additional 2"of polystyrene insulation was added with and r-value
of 12 giving the roof a total continuous R-value of 24 exceeding the
minimum continuous r-value required.

The roof area at Metro Credit Union in Salem,MA consisted of approximately 2 inches of
existing insulation over the entire roof area.Areas where decking was replaced were filled
with similar insulation to match the height of the existing insulation. The 2" of existing
insulation have an R-factor of approximately 12.
During the course of roofing, a tapered insulation system with an average thickness of 2"was
installed over the existing insulation.Although,due to the tapered design of the new
insulation, some areas are less than that height,the average R-factor remains the same as the
R-factor for 2" insulation, again 12.
The total average R-factor for insulation on the roof area of the Metro Credit Union is
approximately 24.

Dear Mr. Smith:
The Architectural Access Board received your letter on April 17, 1998 regarding the above referenced
premises. Your letter indicated that the parking lot would be reduced from 19 spaces to 10 spaces when
the drive-up window is installed within six weeks after the construction begins.
On July 14, 1998, we received a letter with photographs from the complainant. The photographs of the
handicapped parking space do not appear to be in compliance with our regulations. The following
violations are:
Section 23.2.2: Van-accessible space is not provided in the lot.
Section 23.3: Handicapped parking space is not the closest space in the lot to the entrance.
Section 23.4.7.e: Access aisle of eight (8) feet is not provided next to the van-accessible space.
Section 23.6.4: Sign is not permanently located between 5 feet and 8 feetabove the ground.
The Board received a call from the complainant on July 23, 1998, indicating that your variance to install
the drive-up window had been denied by the City of Salem. Therefore, you are required to bring the
existing handicapped parking space into compliance with our regulations by September 1, 1998.
You are requested to notify the Board, in writing, within five (5) days of receipt of the completion date,
indicating whether or not the work has been completed. If possible, it is extremely helpful to include
photographs indicating the work has been completed.

Dear Mr. Kelly:
Thank you for your letter of April 3 , 1998 . We appreciate the
efforts of you and your Board as we appreciate the efforts of
local boards in helping us to deliver to our customers a good
product in a healthy environment .
We have been engaged for the past year in developing a plan to
better serve our customers . The focal point of our effort is to
redesign our building and parking lot to allow the installation
of a drive up window. The addition of a drive up facility will
give physically challenged people equal access as non-challenged
people. Ordering and receiving product will be done without one
leaving his or her vehicle.
The new configuration of the parking lot will reduce the number
of parking spaces from nineteen to twelve . If possible , we would
like the van access and the five foot access aisle rule waived.
Again, access for handicapped .people would be provided by the
drive up window. Our total lot size is only 14195 square feet .
If we are required to provide a handicapped space with five foot .
aisles on both sides , the twelve spaces will have to be reduced
to ten. In any event , we would like have your input with a view
toward arriving at a mutually satisfactory solution.
In regard to the timing of the new construction, the plans have
just been finalized and send out to contractors for bids . Our
target date for awarding the contract and beginning construction
is May 1 , 1998 . This date may be too optimistic, however, we are
confident that by June 1st construction will be underway. When
construction begins , we will be closed from four to six weeks .
In view of the fact that we will have Drive Up Window Service
available around the clock are we required to have a handicapped
space .with two five foot aisles on each side? Please advise .
In regard to the specific reported violations noted in your
letter, we wish to be recorded as follows :
1 .We provide one handicapped parking space as required
for a lot that contains nineteen parking spaces .
2 . The handicapped lot is van accessible .
