Salem Inn - Diane Pabich was granted an extension to September 1, 1984,
for completion of work at 5-9 Summer Street.
As stated in Michael Moniz's Notes under "Facades Under Agreement",
it is noted that .a partial payment was made ($12,000) of the $25,000
agreement.
In BRA Minutes of May '7, 1984 it is noted the SRA granted an extension to
Diane and Richard Pabich pertaining to the Facade Easement Agreement with
the SRA dated May 1983 regarding land and buildings at 5-9 Summer Street,
until September 1, 1984. The Chairman stated that on September 1, 1984,
the SRA should check to see if another extension is needed.

I spoke with Diane Pabich today and she states it will be approximately
three more weeks before work is complete. I asked her to please put this
data in a letter to you, so you could grant her the extension and bring the
matter up at the next SRA meeting on September 10, 1984 to advise the Board.

On April 4, 1983, the Salem Redevelopment Authority voted to offer
a Facade Grant to you for the 5-9 Summer St. property, tentatively
known as The Salem Inn. The o-ffer is based upon approximately.
$44'000 worth of exterior restoration work to the South and East
elevation. Total exterior work is estimated at $52,215. The
Facade offer is for 50% of the cost to the South and East ele-
vations and the maximum participation by the Authority shall not
exceed $22,000.'
If you concur and accept this offer, please contact me by letter
and I will prepare the necessary documents which will .co.nsist of
a Facade Agreement and a Facade Easement. I will await your reply.

Remove all existing roofing and salvage slate shingles for re-use.
2. Examine existing wood deck and replace as needed. Extra charge of
$3.50 per square foot to replace wood deck where needed.
3. Front of building: re-install slate, with additional. slate to match
existing, over underlayment of 15 lb. felt.
4. Rear of building, including 2 dormers: install new asphalt shingles
over underlayment of 15 lb. felt.
5. lkmaish and install new 16 oz. copper ridge cap alonp, entire top of
building and along top of 2 front dormers.
6. Re-hang existing copper gutter and repair as needed-front.
7. Furnish and install new bronze aluminin putter and conductor- style
to match existing - rear.
8. Remove and re-install existing snow rail- front and rear.
9. 1 Furnish and install new 16 oz. coDner aprons at 4 dorrers.
10.' Flash all vent pipes with 16 oz. conper sleeves.
11. Furnish and install new copper step and side flashings- rear chim.. eys.
12. Repair step and side flashings as needed- front chin-neys.

Dear Michael,
, I enjoyed meeting with you and the Design Review
Board on January 12. As you know, my husband Richard and I
are in the process of purchasing the rooming house and apart-
ment building at 5-7-9 Summer Street , Salem.. We plan to make
substantial improvements to the property and establish the
Salem Inn, which will offer nightly and weekly accomodations of
a high quality.
The building has seen deferred maintenance for many,
many years, and is presently in a state where repairs are still
economically feasible if made promptly. We plan to begin major
renovations (primarily in the nature of a ' restoration rather
than a remodeling) with the interior of #5 and #7. We hope to
have-completed 3 of the 4 interior floors by the latter part of
May, so that we may begin to operate as an inn when the summer
season begins . Meanwhile, we will continue the 10 apartment
rentals at #.9 Summer St . This building is in substantially better
condition.
Preliminary estimates indicate that '.interior: repairs �._
and major improvements to #5 and #7 will bie in excess of $125, 000.
Rehabilitation to #9 will be postponed until a later date.
In order to make the inn concept, and the entire project,
viable as a business venture, we must commit bur, resources to the
interior of the building. Because I believe the restoration of the
facade is of equal importance, and because our own funds are
limited , and financing is difficult to obtain, we are requesting
the Salem Redevelopment Authority to assist us in whatever way
possible. If we do not receive financial assistance, we will
be unable to do little more than exterior cosmetics .
I have enclosed a proposal of the scope of the exterior
work we -feel should be undertaken to properly restore the facade .
Contractors initial estimates for these renovations indicate
expenses in the area of $70,000.
The historical significance and former elegance of
the Captain Nathaniel West house, and its prominence and
visibility on the primary entry to the downtown area (Rte. 114)
are all reasons I believe its restoration would contribute
significantly to Salem's urban rebirth.
