If you have plans for parking facilities in Salem, then you should give our idea some serious consideration. After three years of research, we have developed an eco- nomic layout and a highly refined structural system to, get the cost per car down to about $1100 .00 . This is about half the cost of the best unattended parking facility that has been built in this country. If land is worth more than $1.00 a sq. ft . , then it could be that the Spira-Park is cheaper per car than ordinary paved parking lots and obviously saves space in downtown areas . If the Spira-Park seems to have merit for problem areas in Salem, I would appreciate an opportunity to discuss it in more detail with you. I think that issuing a news release of this sort is very definitely a good idea at this time. As you will note, some of the suggestions I have made for modifying the original version of the news release are stylistic, and I offer them strictly as suggestions. Some of the insertions and modifications I have made will fill certain gaps in the statement of urban renewal as advertised by HHFA and by State and local law, however, and I think that these definitely should be included in some form in a news release of this sort. The insertions and modifications that I would recommend in this sense have been underlined in red. Yesterday while walking around downtown Salem, notebook in hand, I encountered Councillor O'Keefe on Washington Street. We talked for some time, and it is apparent that he is still very much concerned about the adverse effects on the attitudes of many people in the city, and parti- cularly his constituents, regarding urban renewal. He attributes the local confusion on the matter of urban renewal to the manner in which the Salem Evening News is publishing excerpts from the NEIGHBORHOOD ANALYSIS by Blair and Stein. Understandably, his own constituents from the Bridge Street area are concerned about their properties and are besieging him by telephone. Mr. Franklin A. Hebard, Chairman Page 2 May 8, 1963 Without wishing to compromise the Redevelopment Authority in any way or to make any commitments in behalf of the Authority, I sug- gested to Councillor O'Keefe that he take advantage of the newly-formed Citizens' Advisory Committee as a neutral vehicle for answering the questions of his constituents and anyone else in the City at some sort of forum that might be held as soon as a first project has been selected. At that time, which is presumably less than two months away, the fears of those who do not live in the selected area can be quieted and the questions of those who do live within the selected area can be correctly answered. This presumes that the Redevelopment Authority will have accepted our recommendations on the first project to be undertaken within the next month to six weeks. He seemed to think that this would be a good idea, and I suggested also that he reassure his constituents that they would have a definite answer within the next two months and that they can rely on his earlier statements that no property could be taken under any urban re- newal project within two years. I am now preparing a memorandum to the Redevelopment Authority summarizing the points covered in our conference of last Tuesday and detailing our recommendations for defining the City's first urban renewal project. I have not mentioned this fact to Councillor O'Keefe. I will plan to complete this memorandum within the next week or ten days and will send it to you for review well in advance of your next regular meeting. I hope you will call me if you would like to discuss any other questions in connection with the news release or with procedures with dealing in- formally with any other councillors that I may happen to meet in Salem. Hebard 33 Chestnut Street Salem, Massachusetts Dear Franks As President of the Essex County Community Concert Association, I would like to be the first to announce to you the happy news that as a result of our recent campaign, our workers have acquired a membership of over 1100, with a budget of $8000.00, all of which has already been used to provide four concerts of the highest musical standard in the next season, 1963-1964. Our one great concern is, that a number of members to be had is sadly limited by the physical facilities for such presentations that Salem could provide. We know already that our local High School is compelled to hold it's graduation exercises outdoors because it's hall is not large enough to accomo- da�e all that could attend. r Although the following is largly a concern of our State Administration. STiveral weeks ago in the "Globe" supplement, it was announced that�the under- graduate student body numbers as of now 1400 and next year is expected--to-reach 1600. The State College auditorium which is excellent accoustically and has a' stage that is most adaquate for opera, ballet and dance group and it's seats are most comfortable, unfortunatly it has a capacity for only ,800 people, it is therefore, not even adaquate for an assembly for the entire student body of the College itself. Our Mayor has had the foresight of initiating an Urban Re-development program which is badly needed in many areas. I realize that this program is of tremendous magnitude and of great improtance to the city of Salem, however, along with this program, .I wish to make a plea that you consider the building of a new auditorium, whether it be a single building or part of a school, that would hold three or four thousand people. I am reminded of two large auditor- sums in neighboring cities, one, the Worcester Memorial Auditorium, which has a capacity of 4500 people and the other, the Lowell Memorial Auditorium, which has a capacity of 4000 people. I'm chiefly acquainted with the Lowell Auditor- tum for I grew up in that city. It is true that Lowell and Worcester are much larger cities than Salem, however, it the reasoning were to be that we do not need a large auditorium because of a smaller population, then the Salem Hosp- ital would also cease to enlarge it's accomodations, but as a staff romber of the Salem Hospital, I know that this Hospital draws on a population surround- ing the city of Salem of about one-hundred to two- hundred thousand people, hence Salem Hospital continues to grow and enlarge and the traffic of sick people increases day by day to this institution, so also, the traffic which has been proposed to be increased into the city of Salem will have 'some place to go if a Public Relations officer of the city of Salem created enough activity in- volving such a building. Our membership is $7,50 for the season and with 3000 mem- bers it would be possible to bring to Salem such concerts as the Boston Symphony, Metropolitan Opera, and other famous celebrities that would add greatly to the prestige of our city. Several thousand Rotarians recently held a conference at the New Ocean Rouse, this is not only a fire-trap but the visitors have no place to go after the business of the conference has been transacted. A building such as I propose could be used for such conferences, for after the seats in the center of the floor are removed, there is a beautiful ball-room floor which could also be used for catered dinners, etc,. You can imagine the business that such a building would attract to Salem, not only would the Hotel have to be enlarged but every eating place would be bursting with business. Such a building could be used for multiple functions. As a .youngster, I remember seeing Jim Loundis, once champion wrestler of the world, wrestle in the Lowell Auditorium, there I've also heard community concerts and Parker lectures, there also my graduating class of the Lowell High School held it's graduation. My father, recently deceased, explained 1b me that the city of Lowell was greatly hampered by the expence incurred in building the Memorial Auditorium, therefore, the auditorium was dedicated to the "unknown soldier" and thereby Federal funds were available to build this beautifut building wkich very much resembles the "Parthenon". I daresay that the Worcester Memorial Auditorium was built with funds obtained in similar fashion. Over 2000 years ago, the administration of the city of Athens, appropriated funds for the building of the "Acropolis", this was not only an undertaking for art's sake but was also a shrewd business venture, for the Greeks in Greece are known to be very shrewd business men. The administrators in Athens knew that the entire world would come to see these beautiful buildings and thereby bring revenue to the city of Athens. Two thousand years later, though the Acropolis has been partially dismantled and in ruins is still paying off by tremendous tourist trade to Athens. I do not propose that we build another Acropolis but since our city cannot grow anywhere but upwards toward the sky, we must create things that will attract people to this traditional center of learning. For my organisation it means that Salem is the central point in the area covered by this association, from Boxford to Rockport.
