Dear Joan:
I write to ask for your assistance as our clients Dan
and Mike Hubbard seek to obtain approval for the above
application.
On May 16 of this year, this firm was hired by the
Hubbards to represent them for the purposes of getting sign
approval for their new West Coast Video location at the
corner of New Derby and Lafayette Streets. Together, we
established cooperation with pertinent city staff and
boards as a priority in light of the Hubbards ' critical
need for prompt approval as they faced a rapidly
approaching store opening.
On May 18, the Hubbards and i met with Beth Debski and
Ellen Dubinsky to obtain their best advice regarding the
design proposal for two signs and one awning over the rear
(entry) door which we intended to submit to the Design
Review Board the following week. Out of respect for the
wishes of the owner and the architectural integrity of the
building, the width of the signs proposed foE the Lafayette
and New Derby Street elevations as recommended by West
Coast Video' s corporate headquarters had already been
considerably reduced. The blinking feature routinely
associated with window perimeter lighting at other West
Coast Video locations had also been eliminated.

Beth and Ellen strongly advised a further reduction in
sign width as more likely to be acceptable to the Design
Review Board.
At the May 23rd Design Review Board meeting, a new
proposal showing a sign width further reduced by more than
thirty percent was ..submitted. The proposa.l, . .incl.uding
dimensions, was approved on two conditions:
1 . that we change the location of the two signs and
awning by lowering their position so that they would
fit under the row-lock arch of the pertinent window,
doorway, and arcade, respectively; and
2 . that we submit an awning material sample for
evaluation by individual Design Review Board members .
The Hubbards agreed to all , submitting revised
drawings and the material sample the same day.
Design Review Board members responded that the two
signs must be installed at the same height and that, while
the red color was approved, the awning body material must
be canvas instead of polyvinyl . Again, the Hubbards agreed.
We had responded to every request and compromised to
the fullest extent possible in order to attain our
objective of getting Design Review Board approval in time
for presentation to the Salem Redevelopment Authority' s
next meeting on May 29 . While I was strongly discouraged
from attending that meeting, I was assured that our
presentation and compromises would be fully explained to
the Board; I am told The Board took no action on our
application at that meeting.
In subsequent discussions with you, you asked me to
come to the next Salem Redevelopment Authority Board
meeting to provide background information as outlined
above . The Hubbards and I were prepared to do so on June
25 . On June 21, we were notified that the meeting had been
cancelled for lack of .a quorum and that, given the summer
season, there was no telling when that meeting might be
rescheduled.
Under the circumstances, it would be enormously
helpful to the Hubbards if you would poll the Salem
Redevelopment Authority Board members to determine whether
they can approve the final design proposal described above .
