The owners of the Firehouse Coffee Shoppe have applied to the Salem Redevelopment Authority
(SRA) and Design Review Board(DRB) for permission to remove a planting bed, bushes and
trees from the area adjacent to the Firehouse Office Building/Two Salem Green. The owners of
the restaurant hope to expand their cafe operations.
At the request of the SRA Board, landscape architect Juli Riemenschneider of the Salem
Planning Department has examined this proposal and evaluated its impact on the environment.
Ms. Riemenschneider has identified two alternatives to the plan proposed by the restaurant
owners:
1. Place the cafe in the area outside of the restaurant's rear entrance. (Near the door
marked "Firehouse Office Building". The restaurant stores its cafe tables inside
this doorway.) This vacant area is larger than the current cafe space.
2. Expand the present cafe area outward, onto the sidewalk. The sidewalk is quite
wide and could fit several tables and a grill and still accommodate pedestrian
traffic. The area could be attractively roped off or separated with flower boxes.
Both of these options would be accomplished less expensively and more quickly than the
original proposal. Both options would require little maintenance and would not require the
removal of trees or plants. In fact, if the landscaping amenities remain, the environment is much
more pleasant and attractive to cafe-goers.
I'm sure you will find that the owners and staff of the Firehouse Coffee Shoppe are eager to hear
your advice and amenable to a compromise that serves the restaurant, its customers,the
building's tenants and other visitors to the area.

• All requirements of the State Sanitary Code regarding food be met,
• in particular,the food in the outdoor refrigerator be kept at 45 F or below,
• all food contact surfaces must be properly sanitized,
• and the temperatures of cooked food must be monitored.
Please notify us when the grill and refrigerator are in place, but before you plan to serve
the public,so that this Department may do an on site inspection.

Dear Ms. Parent:
The Board of Directors of the Salem Redevelopment Authority (SRA) has reviewed your
request for tree removal and other changes to the landscape in order to expand your restaurant's
cafe area. The Board supports your cafe expansion but does not feel comfortable approving a
change to the landscape without additional information. Before the SRA sanctions the removal
of trees, shrubs and the brick-lined planting area, we require that two steps be taken:
I. That the City's landscape architect examine the site to determine the most
attractive way to expand your cafe. The landscape architect will visit the site
during the week.
2. That the Design Review Board (DRB) examine and advise the SRA on your
proposal. The DRB will meet on Friday, June 30 at 8:30 a.m. in the second-floor
conference room at One Salem Green. Your presence, or the presence of a staff
member who knows about the project, is required at the meeting.
We apologize for the confusion and delay in addressing your request. However, until
recently,the SRA staff was only aware of your desire to add an outside grill to your cafe. It was
not until the week of June 12 that the staff learned of your plan to remove the planting area. We
must move your request through the proper channels of the Salem Redevelopment Authority and
its Design Review Board. These boards are responsible for enhancing the aesthetic appearance
of downtown Salem.
