I. Multiple Occupancy Above Ground Floor
1. No advertising sign or. symbol shall be painted or affixed
to any window area above the .ground floor of any building.
2. : When one or two occupants have premises on the second,
floor, each .establishment may have one sign oriented to
each street or public right-of-way oil which the premises
'has frontage, identifying its predominant use. Each
second floor user shall be limited .to either a wall
`sign or projecting sign at ,the second floor level, the
size of which shall be limited to .a pro-rata square '
footage based on individual premise exposure on street
frontage. If a second floor -occupant wishes ;to identify
himself at the first floor level he shall be limited to a
a wall sign, placed adjacent to the common entrance, not
to exceed one square foot per occupant.
3. When more than two occupants have offices above the first
floor in any building, their identification may appear
on one directory in the form of a wall sign of no more
than five square feet in size affixed to the outside of
the building adjacent to the common entryway used by the
occupants.

I have reviewed the existing signage at 282 Derby Street and have determined the
following:
1. The business currently exceeds the maximum square footage allowed by zoning.
A total of 216 square feet of signage has been installed while the total signage
allowed is for this business in only 114 square feet (based on 1 square foot per
linear feet of frontage)
2. The business has exceeding the total quantity of signs allowed by zoning in this
district. SRA guidelines permit each business to have only one sign and one
awning. The business currently has 6 signs and two awnings.
3. The color and material of the existing signage and awnings do not comply with
the approved SRA drawings and application.

Dear Mr. Jackson:
Thank you for meeting with me the other day with your architect, James Fitzgerald. It
was beneficial to discuss the proposed upgrade of your Dunkin Donuts shop at Riley Plaza. As
you are well aware,your business is located in an Urban Renewal Area, and it is important that
the exterior improvements are consistent with the goals of the Salem Redevelopment Authority.
Further, as we discussed,it is important that projects such as this architecturally respond to the
historic architectural character of urban Salem. I believe that the plans and photographs we
reviewed of atypical franchises in other historic and design sensitive locations will be a good
starting point for the remolding of your Riley Plaza location.
Regarding another matter that was discussed at our meeting, specifically the signage at
your new Derby Street location, some outstanding issues need to be rectified. Specifically,the
plans presented and approved by the Design Review Board and the Salem Redevelopment
Authority called for a fabric awning/sign band with a pink/magenta color sample that was
submitted. The signs as erected do not match the color sample submitted and do not give the
appearance of a canvas/fabric material.The vinyl-textured material that was applied to the
building is not typically allowed within the Urban Renewal Area. At this time,I respectfully
request that these violations be rectified and this signage be replaced to be consistent with the
approval that was granted or you apply for an amendment to your original approval.

DRB RECOMMENDATIONS
August 31, 2000 & September 11, 2000
Wesley United Methodist Church—North Street—Sign Application
A site visit was held at the Church to finalize the design of the sign. The sign is a 4' x 4', free
standing with a reader board area. The sign will be placed perpendicular to the building.
DRB RECOMMENDATION: Approve as presented with the conditions that the sides
extending from the frame be reduced and the thickness of
the base be reduced and be colored to match the existing
granite on the building, and the sign be set back to align
with the drain area on the front lawn.
(As a result of conversations with the sign manufacturer,
some of these conditions can not be accomplished. Staff is
now working with the manufacturer to reach a solution.)
Dunkin Donuts/Baskin Robbins—282 Derby Street—Awning Application
Mr. Robert Jackson, storeowner, appeared before the Board with an application for awnings over
the windows at 282 Derby Street. The valances will have 10" letters of the store name,
alternating between Dunkin Donuts and Baskin Robbins. The awnings will be maroon and the
lettering beige/white. Lighting will be installed underneath to light the walkway and sign.
DRB RECOMMENDATION: Approve the location and colors, but instead of awning,just
use a fabric band that extends out from the building with
fluorescent lighting underneath. Awnings can remain over
the doorways, and the Board suggested that awning be
made a deep as possible.
Tabernacle Church—50 Washington Street—Elevator Tower Addition
Mr. Ray Portafila, architect, and Mr. Doug Karam, Church member, appeared before the Board
with plans to construct an elevator tower on the Federal Street fagade of the building and to
demolish a garage which sets on top of cinder blocks to create parking. The existing stones
taken from the building will be reused to create the bottom foundation of the elevator entry. The
material being used on the upper portion will be lead coated copper designed, as shown on the
plans. The awning shown is not part of this proposal, but it will be constructed at a later phase.
DRB RECOMMENDATION: Approve elevator building as presented with the condition
that the stone base on the front use more stone and the side
view be continued with the lead coated copper with smaller
stone base. The Board approved the demolition of the
garage.
Grenquist's Ice Cream Emporium—2 Lynde Street—Sign Application& Window Replacement
Mr. Scott Grenquist appeared before the Board with an application to erect a sign above the
window front at 2 Lynde Street and to replace the multi pane window with a single pane of glass.
The sign will have a dark green border with a light green background and black lettering.
DRB RECOMMENDATION: No action was taken on this proposal. Several suggestions
were made by the Board regarding the sign and window.
The applicant was asked to resubmit his application.
Peabody Block—Site Visit
The DRB met at the Peabody Block on Monday 9/11 and approved the following:
Stucco color—Glidden Pure White HD-1601.
Light fixtures for the Phoenix School entrance—Noral City
Light fixtures for the Phoenix Balcony area—Noral Roulette I1
Pediments for the two windows in the connector core building (Washington Street fagade)
Blue awning color sample for Phoenix School
Pilaster design for the entry on the Peabody Building
Glass design for Gas & Light Building to use a clear joint connection of the front middle pane of
glass with an 1 '/4"metal connection on the inside to be painted a color that will blend into the
interior of the building.
Discussion ensued regarding the painting of the brick on the rear of the Peabody building, Barton
Square fagade. The DRB did not approve the painting of the brick and requested the architect
provide other alternatives for treating the brick patched wall area.
