I left the last DRB meeting where the Newburyport developers were present with the understanding that we had conceptually approved all that was presented so far—but that we would still need to see and review additional submission drawings for several items,including budding name plaque,some details around the front entry,and shopfronts detailing. However,it was subsequently reported in the Salem Evening News that the DRB approved everything—so we were never shown the final materials. To prevent a recurrence of this situation, I propose that the DRB Clerk take minutes of each meeting,and then distribute these minutes within one week of the meeting. The first order of business at each subsequent meeting would then be to approve the minutes from the previous meeting. Included are a few suggestions to help you respond to the concerns presented by the DRB Board. 1. Emphasize the corner. The addition of brick is a great idea, but try raising the corner element to create a distinguished tower. We had discussed a lantern/ widow's nest theme at our DRB meeting, and something like this would help create an identity for the building and Downtown Salem. 2. De-emphasize the top level. Stepping the level back helps minimize the visual impact from the street, but the white stucco material and pediment details draw too much attention further out. One way to minimize the impact of this level is to make it appear to be a clerestory window. This can be done by eliminating the pediment details, increasing the amount of glazing and using a darker tone for the stucco. 3. Strengthen the cornice line. Emphasizing the cornice with the use of stone will help break up the massing of the building. 4. Building Massing. Breaking up the massing by creating a series of vertical elements is a great idea. However, the design of the balconies creates an awkward void in the building massing. One solution is to eliminate the balconies and replace them with a projecting vertical bay window. This will eliminate the awkward void and will create more visual interest along the street. I have included a rough sketch to illustrate some of these suggestions. I would like to take this opportunity to address some of your suggestions which were sent to us on February 15,2000. • Suggestion#1 was to emphasize the coiner. Like yourself,we would like to create an icon element at the prominent comer of the proposed building. We are currently in the process of designing this element and we will have something to show you at our next meeting. • Suggestion#2 was to de-emphasize the top level. We concha with your thoughts that perhaps the pediment design does draw too much attention to the top level and so we are currently looking at other design solutions. We believe that the loggia design for the majority of the top level works very effectively as light colored columnzand lintels with at deeply recessed wall with glazing. We believe that the top level should be a light color to appear less obtrusive. • Suggestion 03 was to strengthen the cornice line. We agree with this suggestion and you might have noticed that the cornice was strengthened considerably in the sketch we sent you on February S. • Suggestion#4 commented on the building massing. Unfortunately,we disagree on this topic. We feel strongly that the vertical voids with balconies help break Tip the building's mass more effectively than a protruding element. We also feel that the balconies add life and interest to the streetscape by having a place for plantings and personal interaction which we would not have with enclosed bay mitts. As I have mentioned,we are currently working on the design of this building and we hope to have revised sketches to show you at our next meeting. We are looking forward to meeting with you again soon. I would like to take this opportunity to address some of your suggestions which were sent to us on February I5,2000. • Suggestion#1 was to emphasize the comer. Like yourself,we would like to create an icon element at the prominent comer of the proposed building We are currently in the process of designing this element and we will have something to show you at our next meeting, • Suggestion#2 was to de-emphasize the top level. We concur with your thoughts that perbaps the pediment design does draw too much attention to the top level and so we are currently looking at other design solutions. We believe that the loggia design for the majority of the top level works very effectively as light colored colttrrtns and lintels with at deeply recessed wall with glazing. We believe that the top level should be a light color to appear less obtrusive. • Suggestion 03 was to strengthen the cornice line. We agree with tins suggestion and you might have noticed that the cornice was strengthened considerably in the sketch we sent you on February B. • Suggestion#4 commented on the building massing. Unfortunately,we disagree on this topic. We feel strongly that the vertical voids with balconies help break up the building's mass more effectively than a protruding element. We also feel that the balconies add life and interest to the streetscape by having a place for plantings and personal interaction which we Would not have with enclosed bay twits. As I have mentioned,we are currently working on the design of this building and we hope to have revised sketches to show you at our next meeting. The neighborhood that exists as the core of the city has a strong,distinguishable character.This character is dependent upon the building massing,proportion,materials and detailing. It is our goal for the proposed building to relate to the existing neighborhood by each of these characteristics. ' The buildings of the neighborhood typically are between three to six stories tall and many appear to have a cube-shape massing.The proposed building will be six stories tall and will be broken up horizontally to appear as three separate buildings which are tied together at the sixth floor.This project proposes to retain a portion of the existing buildings located on the western corner,which runs along Washington Street from the comer of Front Street and are two and three stories tall respectively.These buildings step up from the corner towards the middle of the site. The proposed building will be five stories tall where it abuts this three story existing building and the sixth level is stepped back again so as to create a softer,more gradual change in building height.The proposed building also steps down from six stories on both the eastern and northern comers as well so as to not create a drastic change in overall height.On the eastern comer,the building drops to a five story ' building along New Derby Street where the fifth floor is located under a pitched roof with dormers that are similar to many found in the neighborhood.This creates the appearance of only being a four story building.The northern corner of the proposed building is where the main entrance of the assisted living facility is located, which is off of Front Street.This corner of the proposed building starts at only three stories tall and steps up gradually to four stories than five stories and finally to six stories, with the sixth floor set back from the main fagade of the building so as to reduce the impact of the building height. The exterior of the proposed building will be clad with many of the most common materials found in its neighborhood.The first floor of the building on the ' sides toward Washington Street and New Derby Street will be a granite or a stone-like post and lintel storefront with large areas of glazing,which is similar to many of the buildings on Front Street.Another similarity to the buildings on Front Street is the use of brick above the granite post and lintel and the masonry details.The majority of the proposed building will be covered in this brick to match the immediate neighborhood.To break up the building scale there will be vertical sections of an exterior finish system (stucco)that will help delineate the brick cube- shape massing. This stucco will match the stucco finish of one of the historic existing building to remain on this site.The majority of the building will have a flat roof and there will be a stone- like cornice at this edge to add a higher level of detail and to relate back to many of the taller buildings on Washington Street. Pitched roofs with architectural grade roof shingles will cover the areas that are not covered by a flat roof. The function of the proposed building will be as follows,the parking will be located below grade in the cellar and the entrance to the garage will be located adjacent to the first floor entrance of the assisted living facility,which will be located off of Front Street.Also, this area will contain the lobby,administration and some common spaces.There will be a retail area,which will occupy the majority ofthe first floor and will be located along Washington and New Derby Streets.There will be an off street loading area located inside the building at the eastern edge of the site off ofNew Derby Street,and there will be receiving and trash rooms located directly off of that loading area.Also on the first floor there will be a commercial laundry room as well as mechanical and electrical service rooms that will be located towards the center of the eastern edge of the building.The second floor through the fifth floors will be primarily assisted living apartment units with some service and commons spaces mixed in.The sixth floor of the proposed building will be where the majority of the common gathering spaces will be located due to the views from this level.This floor will contain the commercial kitchen,dining rooms and activity spaces as well as two small outside decks. ' The proposed building will be constructed primarily with steel columns and beams with metal barjoists supporting metal decking and poured concrete floors.This building will appear prominently at the corner of Washington Street and New Derby Street but will step down in every direction from that comer and will blend in without causing much of an impact. Since the building will be located in a dense urban neighborhood the loss of natural views created by this project will be minimal. By paying attention to the characteristics of the existing neighborhood and emulating these characteristics in the proposed building this project will become a cohesive part of the neighborhood.
