I. FACTUAL BACKGROUND AT&T Wireless Services proposes to install and operate three crosspolar wireless communication antennas on the roof of the Hawthorne Hotel, along with cables, cable trays, and a coax entry port along with additional communications equipment to be located in a new equipment room located in the basement. An existing masonry chimney will be removed and replaced with an RF transparent chimney. Two cross polar antennas will be mounted inside the replacement chimney. A third cross polar antenna will be mounted on the southeast comer of the existing penthouse and will be painted to match. The top of the RF transparent chimney and the antenna mounted to the existing penthouse will not exceed the height of the existing penthouse. Il. SPECIAL PERMIT SITE PLAN APPROVAL The Facility satisfies the criteria under Section 5-3(m) of the Ordinance as follows: A. Section 5-3(m)(1), Purpose Article V., §5-3(m) provides as Follows: An Applicant for a wireless Communications facility (WCF) may not be issued a building permit unless or until a WCF special permit has been issued by the planning board. The planning board shall approve, or approve with conditions, if the petitioner can fulfill the requirements of this section. An application for a WCF Special Permit shall be denied if the petitioner cannot fulfill the requirements of this section. The Facility will consist of three cross polar antennas, two mounted inside a stealth designed chimney (Exhibits 2 and 3) constructed to match the existing chimney, penthouses and other architectural appointments of the roof and building; and one mounted on an existing penthouse in a way that minimizes visibility. The Facility will also include telecommunications equipment to be located in a room in the basement of the hotel; coax trays coaxial cables to connect the antennas to equipment; and electrical and telephone utility connections as shown on the plans attached hereto as Exhibit 2. Planning Board City of Salem November 21, 2000 Page 4 The Facility complies with the purposes of the Ordinance because it provides necessary wireless communications services, promotes shared use of existing facilities (to reduce the need for new facilities), and minimizes adverse visual impacts on adjacent properties, residential neighborhoods and areas of historic or high scenic value. As demonstrated by the RF coverage charts attached hereto as Exhibit 4, the Facility is necessary for the public safety and convenience because, without the Facility, AT&T Wireless Services has a substantial coverage gap along Route 114, Route IA and the adjacent roads to the north and south of the site as well as most of Salem to the east. B. Section 5-3(m)(2), General Requirements The proposed facility complies with the general requirements set forth in the Ordinance as demonstrated by the following: 1. Section 5-3(m)(2)a. The proposed Facility is not a monopole, lattice tower or guyed tower within the meaning of the Ordinance. 2. Section 5-3(m)(2)b. The existing building on which the Facility will be located, is the highest structure or building within 300 feet of the Facility. In accordance with Sheet A2 of Exhibit 2, the Facility will not exceed the height of the Hotel. Therefore, the proposed Facility will not exceed 15 feet in height above the highest building or structure within 300 feet of the proposed WCF, as required by Section 5-3(m)(2)(b) of the Ordinance. 3. Section 5-3(m)(2)c. This section requires that "to the extent feasible, all service providers shall co-locate all WCFs on a single facility." The intent of this requirement is "to reduce the number of facilities which will be required to be located within the community." As noted above, AT&T Wireless Services proposes to co-locate on the building with Omnipoint Communications. 4. Section 5-3(m)(2)d. This section governs the future removal of a facility. AT&T Wireless Services will comply with this requirement when the Facility ceases to operate. 5. Section 5-3(m)(2)e. This section governs proposed extensions of or additions to an already approved facility and, accordingly is not applicable to this application at this time. Attached as Exhibit 3 are color photo simulations of the proposed Facility showing proposed antennas and structures from various public viewpoints around the building. 3. Section 5-3(m)(3)c. Attached as Exhibit 4 is a report submitted by Christopher G. Tice, RF Engineer for AT&T Wireless Services. This report provides information regarding a description of the Facility, technical and economic reasons for the Facility, compliance with applicable federal and state rules, regulations and standards, and other technical specifications of the Facility. See also Exhibits 2 (plans) and 5 (MDPH submission). D. Section 5-3(m)(4), Design Guidelines The proposed Facility complies with the design guidelines set forth in Section 5-3(m)(4) of the Ordinance, as follows: 1. Section 5-3(m)(4)a. The Facility is not a monopole within the meaning of the Ordinance. 2. Section 5-3(m)(4)b. The Facility consists of three cross polar antennas; two mounted inside a stealth designed chimney constructed to match the existing chimney, penthouses and other architectural appointments of the roof and building; and one mounted on an existing penthouse utilizing materials that minimize any alleged visual impact of these antennas on the City. The Facility will also include telecommunications equipment to be located in a room in the basement of the hotel; coax trays coaxial cables to connect the antennas to equipment; and electrical and telephone utility connections as shown on the plans attached hereto as Exhibit 2. The Facility will be suitably screened from abutters and residential neighborhoods in accordance with the stealth techniques described in the preceding paragraph. 4. Section 5-3(m)(4)d. The Facility will be located on the roof of and within an existing privately owned building. The equipment room will be locked at all times and accessible only to AT&T Wireless Services' personnel except on an emergency basis. Access to the roof and basement are limited by the owner of the building. As set forth in paragraph D2 above and the correspondence dated October 6, 2000 from Diane Sinclair, Secretary, Neighborhood Association, attached as Exhibit 9, the Facility will be compatible with the scenic character of the area. 5. Section 5-3(m)(4)e. The Facility will not affect existing on-site vegetation. 6. Section 5-3(m)(4)f. The only sign on the Facility will be a small placard providing emergency contact information and a 24 hour telephone number. 7. Section 5-3(m)(4)c. The Facility is not a monopole within the meaning of the Ordinance. 8. Section 5-3(m)(4)h. The Facility is not a free standing monopole within the meaning of the Ordinance. 9. Section 5-3(m)(4)i. The Facility is not a tower within the meaning of the Ordinance. I11. Article VI, Density (Dimensional) Regulations In accordance with Article VI, Section 6-5 "Personal Wireless Service Facilities are exempted from the density regulations of Article VI. WCFs shall meet the requirements set forth in Article V, Sections 5-20) and 5-3(m)." Adequacy of Parking, Loading Facilities and Traffic Circulation, and Access. The proposed Facility is essentially a passive installation. After construction, the site will be maintained approximately monthly during normal business hours, except for emergencies. No vehicles or personnel will,be permanently located at the proposed Facility. Therefore, the proposed Facility will not require additional parking or loading facilities at the building nor affect traffic circulation or require additional access points or routes. 2. Subsection 24. Adequacy of External Lighting. The proposed Facility will not be lit. 3. Subsections 25-26. Adequacy of Landscaping and Vegetative Screening. The basis of this calculation is that each radio is capable of handling 3 communication circuits with 3 of the total number of circuits set aside for control information. AT&T 1VIRELESS SERVICES'S :NETWORK AT&T Wireless Services is licensed by the Federal Communications Commission to provide wireless phone service in areas across the county. including the Boston Metropolitan Trading Area (-'N—,ITA--). The City of Salem is located within the Boston PViTA and therefore AT&T Wireless Services is licensed to provide wvireless phone service within the City of Salem and surrounding communities. Wireless phone coverage is provided by placement of a number of low-power antenna sites within a given area. The sites are spaced so that the coverage from each location overlaps with its neighboring sites. When a call is placed on a certain site. the phone monitors the signal from the serving site. as well as the signal of all of the adjacent sites. When the phone receives a stronger signal from an adjacent site. it requests a transfer from the site it is currently using to the stronges- site. if there is seamless coverage provided by the carrier, the call will transfer without interruption. If there is a lack of appropriate signal strength at the transfer point, the call vyid degrade and possibly drop. THE (SEED FOR THE PROPOSED FACILITY To demonstrate why it is necessary to have our antennas mounted on the roof of the Hotel Hawthorne, I have attached two coverage maps: (1) The first map shows AT&T Wireless Services' coverage from other existing sites in the Salem area shown in green. without site E-327. (2) The second map shows AT&T Wireless Services' coverage in the Salem area from other existing sites shown in green, with the E-327 site coverage prediction shown in red_ These coverage maps were generated using P1aNET, an RF propagation computer-modeling program. The software takes into account the geographical features of an area, the antenna models, the antenna heights, and RP transmit power. The pie shaped symbols represent the proposed antenna locations, and the green areas show, that existing sites will have quality wireless phone service. Any phone that travels outside of the green areas will have a high likelihood of a degraded and possibly dropped call These maps show that there is some coverage along Rt 114, Rt.
