Mill Hill is proposing to alter and replace the existing sign panels located above the roof of their store and to replace the panel on the existing free standing sign on Highland Avenue. Acme Sign is proposing to erect a wall sign above their storefront and alter and replace the existing free standing sign located on Marlborough Road. I reviewed the City of Salem Sign Ordinance in regard to the aforementioned sign proposals and determined the following conclusion. Free Standing Sianage Since there are more than three uses on the lot, (Mill Hill, Acme Sign, Highland Kitchen Center) , the area of each face of the existing free standing sign on Highland Avenue can not exceed 125 s. f. and the top of the sign can not exceed 30 feet above grade. Since the front lot line exceeds 200 feet, two free standing signs are permitted within the sign ordinance. I do not interpret the sign ordinance to allow each free standing sign to measure up to 125 s. f. In my interpretation, the amount of signage between the two free standing signs can not exceed 125 S. f. This interpretation is, of course, subject. to your ^own review of the sign ordinance. �- On-Premise Signage According to provisions in the sign ordinance, a wall sign attached parallel to the building which projects no more than 15 inches from the building surface is permitted in a non- residential district. The top of the sign can be no higher than whichever of the following is lowest: 1) 25 feet above grade or 2) the height of the building at the building line. Mill Hill has already received approval for a wall sign and it has been erected on the Marlborough Road facade. Acme Sign is requesting a wall sign on the Orleans Avenue building facade. This type of sign is permitted, as long as it does not exceed the total amount of signage permitted on the building. In addition, a permanent, non-illuminated sign may be placed on the inside of the window, provided that the total area of this sign does not exceed 30% of the total glass area. It is my interpretation that any proposed window sign is included in the total amount of signage allowed for the building. According to the Sign Ordinance, the total area in square feet of all permanent signs, except for free standing signs, shall not exceed the amount of building frontage, multiplied by two. Please note, according to the Ordinance building frontage on a corner site equals the total frontage of each facade. In this case, the total building frontage is 310' Therefore, the total amount of signage should not exceed k62�_j . The Highland Avenue site is proposing s. f. of total on-premise signage. In regard to the issue of existing signage being "grandfathered" . The Sign Ordinance states that no sign shall be reconstructed, extended, changed structurally or in content, or replaced except in accordance with the Ordinance. In other words, any existing non-conforming sign loses its "grandfather" status, once the owners want to change or alter the sign. Bob Ledoux has forwarded a letter to you which essentially states that the sign is not governed by the Entrance Corridor Overlay District (ECOD) . However, there may be a way to control additional signage at this site by way of the existing Sign Ordinance which states that the total amount of free standing signage for this building can not exceed 125 square feet. In his letter, Bob suggests that we calculate the square footage of the free standing signage currently existing at the site and then determine whether or not the proposed free standing sign can be permitted. In essence, the proposed sign could only be allowed if the amount of existing free standing signage on the site does not exceed 125 square feet. I would like to relay this information to Brian Brinkers, as he is anxious to resolve this situation. The provisions of the sign ordinance seem to indicate that free standing signs can be erected for a building and that the entire square footage allowed for signage (if three or more uses are within that one building) cannot exceed 125 feet. It would be incumbent upon the sign review committee to look at the gross amount of area of signage currently being provided for all of the tenants of that building. If is three or more uses, we can restrict the signage to 125 square feet, if it is two or less uses on the property we can restrict signs to 65 square feet. Although there is a sign review committee mentioned in the sign provision for the entrance corridor overlay district, it is my belief that this is probably inapplicable inasmuch as the sign in question is more than 150 feet from the center - line of the corridor.
