Dear Owners:
It has been brought to the attention of this office a very dangerous condition on your
property.
The retaining wall in the rear of your property has failed and is in need of immediate
repair or replacement.
Massachusetts Building Code 780 CMR, Section 103.1 requires the owner of a property
to maintain all structures related to a property in a safe condition.
Please contact this office within fifteen (15) days to discuss this matter.

Hearing on this petition was held on June 15, 1976. Present were Chairman John M.
Gray, Sr., Donald Eames, Arthur LaBrecque, William Abbott and Jane Lundregan.
Notices were duly mailed to abutters and others in accordance with Massachusetts
General Laws, Chapter 808.
Mr. Otenti the petitioner appeared to represent himself. The petitioner wishes
to add another apartment to the house located at 21 Ocean Terrace for his mother.
Several abutters appeared in opposition to the granting of said petition, and
stated that the neighborhood already had problems with overcrowding and parking
and noise and that any additional density would only increase said problems.
The Board voted unanimously to deny said petition requested. The Board felt it
/ could not grant the petition without substantial detriment to the surrounding
neighborhood and without derogating from the intent of the Salem Zoning Ordinance.
DENIED
APPEALS FROM THIS DECISION, IF ANY SHALL BE MADE PURSUANT TO SECTION 17 OF THE
MASS GENERAL LAWS, CHAPTER 808, AND SHALL BE FILED WITHIN TWENTY DAYS AFTER THE

Dear Sir :
I have been a resident owner of property at 180cean Terrace ,
for Twenty-three years . I have seen this dead-end hill deterio"ate
from a qu.itt two family home area to buildings with absentee
land lords who overfill their houses with unrelated adults . The
problem is that they all own cars.
It has been obvious this past week that construction of
some sort has been going on in the abutting property at 21 Ocean
Terrace . When guestioned on February 6 th, a worker in the
building told a census taker that they were making another
apartment. I called your office on Monday morning to see if
they had been issued a permit . Finding they had none I was told
that someone would look into the matter.
Hopefully this can be stopped. If I have not reached the
right department for effective action I would appreciate hearing
from you.
