Dear Ms. Markunas,
This office has received your letter of inquiry regarding the above
referenced property, I hope the following comments will answer your
questions.
The property in question was a four family before the city's zoning
ordinance took affect in 1965 and therefore is what is called a "grand-
fathered" building. There are no provisions for off street parking,
again "grandfathering" is the precident .
The building is in an R- 1 zone but again it was used as a four family
before zoning and therefore may continue to be used as a four family.

Dear Mr. Munroe,
When we first moved to our current address in November, 1984, the building
across the street (29 Ocean Avenue) was owner-occupied and had only three
families living in it. Off-street parking was provided and the three vehicles
from the building used it.
The building was sold about a year ago and four families, with eight vehicles,
moved in. This increased density has caused a serious parking problem. My
husband sent a complaint about this situation to your office over the
summer, but we never received a response to it.
It has come to our attention that two parcels in the building at 29 Ocean
Avenue were recently sold by the owners to non-occupants of the building.
We once again wish you to investigate this situation and report to us
on the following issues:
1) Has the zoning for 29 Ocean Avenue changed since November, 1984? What
was the zoning then? What is it now?
2) What provisions for off-street parking must be provided by law? How can
we get those provisions enforced?
3) Is the building zoned to be owner-occupied? Is the building, in fact,
owner-occupied now?
4) How many families or people can live at 29 Ocean Avenue legally?
