Dear Martin & Joan:
On Wednesday, November 17, 1999, I was called to the basement apartment at 170 North
Street. This is the same unit I inspected back in June of this year.
At that time you received a letter ordering you to cease occupying this unit. You were
also given a chance to appeal the order and failed to do so.
You contacted this office and told me personally that you would comply. I will pursue
this in Salem District Court.
Additionally, you are directed to contact this office within fifteen (15) days to arrange a
complete inspection of your property. At that time Inspectors from all City Departments
will be present.

To Whom it May Concern:
Due to a complaint from City of Salem Health Inspector Mark Tolman, I accompanied
Mark on an inspection of the cellar apartment at 170 North Street.
This apartment does not meet the building code requirements for emergency escape.
Please refer to Massachusetts Building Code 780 CMR, Section 1010.4. Additionally, no
permits were pulled to create this unit and there is no heat in this unit.
You are directed to cease occupying this unit immediately. Furthermore, this department
will require the removal of the fixtures and partitions that make up this apartment. This
unit is also in violation of Salem Zoning Ordinance Section 9.1.
If you feel you are aggrieved by this order, your appeal would be directed to the BBRS,
State Building Code Appeal Board.
Failure to do so will result in legal action being taken against you in Salem District Court.

In response to complaints received regarding the above referenced
property an inspection was conducted and the following violations have been
noted:
1. Uninsured/unregistered vehicles.
2. Second floor rear porch is in disrepair and must be replaced or
demolished and door must be removed.
3. Holes in soffitt and fascia boards must be repaired to keep small
animals from entering premises.
4. Property needs scraping and painting (ordinary repairs) .
You are requested to contact this office upon receipt of this notice so
as to inform us of your intentions to correct said violations. Failure to
comply will result in the appropriate legal action being taken.
