Dear Mr. Tremblay:
This letter is a follow up to our conversation of last week, and is a response to your letter
of February 7th.
I am enclosing a copy of the letter I sent you in June, in which I told you my plans. My
plans have been delayed by many factors, including my health. I fully intend at this time to
go ahead and repair the property on 131112 North Street.
At this point I am getting estimates on all the work to be done, and then I can go ahead . I
keep praying for an early spring as it makes everything so much easier I hope to have all
the information I need to start working on the house.
At this time I am residing at 133 North Street on the first floor. My phone number is 745-
3882.
I plan on starting the work in two months at the latest Thank you for your patience, I am
trying not to get discouraged with all the set backs . The last set back was my car was
totaled in front of my house on Feb 1st...

Dear Mr. Tremblay:
This is a reply to your inquiry regarding the
property on 1312 North Street, Salem. Mass .
I have every intention to repair the property.
I also own 133 North Street and have spent
much time and money to make this an attractive
safe building. I am a very responsible landlord,
and am there within 20 minutes of any phone call
from my tennants . I pay my taxes promptly.
My yard (the common yard of 133 and 1312 ) is
mowed every week in the summer and all trash is
put out promptly in covered barrels.
My efforts to make 1312 as acceptable as 133 has
been slowed by the fact that I had a very serious
illness a few years ago so that my energy and
ability to work was effected. Now that I am
back on my feet so to speak I fully intend to
continue.
I have had a new roof put on the back part of 1312
in the last year (last fall) and also had the
misfortune to lose a very large tree in a storm.
This was expensive to have cleaned up and removed.
My son lives in 133 North St. So although the
building in not occupied, it certainly is not
abandoned. I am there frequently.
I have been concerned by the dumping of trash in
my yard by the tennants of 1332 next door. Also
they put there refuse out on the curb of 133 North
Street as there is not place for them in front of
their own property. .This is distressing to all, as
everyone (not the neighbors —they know whose trash
it is) knows where the mess is coming from.
I hope this answers your concern. I will be working
there as much as I can and as much as my '.finances allow.
Please call me if you have a question. The property has
been made secure. so no one can get in, or no animal.

410.600: Storage of Rubbish and Garbage
(A) Garbage or mixed garbage and rubbish shall be stored in watertight receptacles with light-fitting covers.Said receptacles and covers shall be
of metal or other durable,rodent-proof material.Rubbish shall be stored in receptacles of metal or other durable,rodent-proof material.
Garbage and rubbish shall be put out for collection no earlier than the day of collection.
(B) Plastic bags shall be used to store garbage or mixed rubbish and garbage only if used as a liner in watertight receptacles with tight-filing
covers as required in 105 CMR 410.600(A)provided that the plastic bags may be put out for collection except in those places where such p
practice is prohibited by local rude or ordinance,or except in those cases where the Department of Public Health determines that such practice
constitutes a health problem For purposes of the preceding sentence,in making its determination,the Department shall consider,among other
other evidence of strewn garbage,torn garbage bags,or evidence of rodents.
(C) The owner of any dwelling that contains three or more dwelling units,the owner of any rooming house,and the occupant of any other
dwelling place shall be responsible for providing as many receptacles for the storage of garbage and rubbish as are sufficient to contain the
accumulation before final collection or ultimate disposal,and shall so locale them to be convenient to the tenant that no objectionable odors
enter any dwelling.
(D) The occupants of each dwelling,dwelling unit,and rooming unit shall be responsible for the proper placement of her or his garbage and
rubbish in the receptacles required in 105 CMR 410.600(C)or at the point of collection by the owner.
410.601: Collecligg of Garbage and Rubbish
The owner of any dwelling that contains three or more dwelling units,the owner of any rooming house,and the occupant of any other dwelling
place shall be responsible for the final colelection or ultimate disposal or incineration of garbage and rubbish by means of:
(A) Tie regular municipal collection system;or
(B) Any other collection system approved by the Board of Health;or
(C) When otherwise lawful,a garbage grinder which grinds garbage into the kitchen sink drain finely enough to ensure its free passage,and is
otherwise maintained so as not to create a safety or health hazard;or
(D) When otherwise lawful,a garbage or rubbish incinerator located within the dwelling which is properly installed and which is maintained so as
not to create a safety or health hazard;or
(E) Any other method of disposal which does not endanger any person and which is approved in writing by the Board of Health
(see 105 CMR 410.840)

(D) Common Areas, In any dwelling,the owner shall be responsible for maintaining in a clean and sanitary condition free of garbage,rubbish,
Other filth or cusses of sickness that part of the dwelling which is used in common by the occupants and which is not occupied or controlled by

(i)The owner of any dwelling abutting a private passageway or right-of-way owned or used in common with other dwellings or which the

his property and which s/he or the occupants under her or his control have the right to use,are in fact using,or which s/he owns.

Dear Mr. Tremblay:
This is a reply to your inquiry regarding the
property on 131'h North Street, Salem. Mass .
I have every intention to repair the property.
I also own 133 North Street and have spent
much time and money to make this an attractive
safe building. I am a very responsible landlord,
and am there within 20 minutes of any phone call
from my tennants . I pay my taxes promptly.
My yard (the common yard of 133 and 131; ) is
mowed every week in the summer and all trash is
put out promptly in covered barrels .
My efforts to make 131 as acceptable as 133 has
been slowed by the fact that I had a very serious
illness a few years ago so that my energy and
ability to work was effected. Now that I am
back on my feet so to speak I fully intend to
continue.
I have had a new roof put on the back part of 131h
in the last year (last fall) and also had the
misfortune to lose a very large tree in a storm.
This was expensive to have cleaned up and removed.
My son lives in 133 North St. So although the
building in not occupied, it certainly is not
abandoned. I am there frequently.
I have been concerned by the dumping of trash in
my yard by the tennants of 133h next door. Also
they put there refuse out on the curb of 133 North
Street as there is not place for them in front of
their own property—This is distressing to all, as
everyone (not the neighbors —they know whose trash
it is) knows where the mess is coming from.
I hope this answers your concern. I will be working
there as much as I can and as much as my finances allow.
Please call me if you have a question. The property has
been made secure .so no one can get in, or no animal.

Dear Ms. Cirinna:
Due to a complaint received through the Neighborhood Improvement
Committee hot line, I conducted an inspection of the above mentioned
property and the following violations were found:
1. Windows must be replaced in the attic space.
2. . Porch deck must be replaced on second floor level.
3. Porch on first floor level needs repair.
4. Basement windows must be repaired or replaced.
5. Porches were removed at side of house, need to replace with
stairway to second floor doorway.
6. Rear entrance to basement needs major repairs.
7. Clean up trash and debris from yard.
8. Chimney at roof top needs minor repairs.
Please notify this department upon receipt of this letter as to your
course of action to rectify these violations. Failure to do so will result
in legal action being taken against you.

Dear Ms. Cirinna:
Complaints have again been received regarding your two apartment dwelling located
at 131} NORTH STREET in the City of Salem Massahcusetts.
The complaints state that this vacant dwelling has created raccoon harborage
onsite and for the abuttors.
An on—site inspection conducted by Virginia E. Moustakis, Sanitarian for the Salem
Health Department noted that the soffit area on this building has rotted the roof
to the second floor front porch, has broken, rotted wood and has large open areas.
Raccoons were seen entering the building at this location, and in the yards of
your abutters. Some cellar windows, covered somewhat by wide metal screening is
also serving as a means of entrance, harborage, nesting and infestation by rodents,
raccoons and insects.
Also the Salem Health Department has been notified that this property has been
vacant for over ten (10) years.
This unoccupied building, in disrepair, is also creating serious potential fire
hazards for the area residents in this densely populated, heavily travelled
main thoroughfare. "
You are hereby ordered to take immediate corrective action to repair and secure
this property within twenty (20) days of receipt of this order.

Numerous complaints have been received regarding rodents and squirrels at your
vacant multiple dwelling at 131jFNorth Street /n Salem.
An on site inspection was conducted by this department on August 8, 1986 and
the following were noted:
The wooden shed-like .addition in the back of the house has rotted and fallen
into partial ruin and decay. There are two large openings. In addition, there
are many tree clippings placed in front of one of the entrances .
The conditions present a potential health, safety and fire hazard to the neighbor-
hood, especially the children, and are conduisive to the breeding and harborage
for rodents , animals and insects .
You are hereby ordered to contact the Building Inspector within 36 hours to the
removal of this structure or the repair of the same.
Failure on your part to comply within the specified time will result in a complaint
being sought against you in Salem District Court.
