During the entire time of my residence at 12 Messervy Street, Salem, and thereafter until my mother's death, the property was occupied for living purposes by three separate families. There are three separate gas and electric meters at 12 Messervy Street, and have been for as long as I can remember. My mother and my father were the owners of 12 Messervy Street from 1928 until their deaths. The adjacent property at 10 Messervy Street has also always been a three family house. This structure is a three-story wood frame dwelling occupied by three families. The westerly foundation wall and a section of the northern foundation wall near the bulkhead. are in a seriously weakened condition. This condition is a result of erosion and other debilitating effects caused by improper drainage of rain water. The walls in question are distorted to a dangerous degree and weakened so as to make total collapse inevitable, unless remedial action is taken immediately. May opinion is that the walls in question must be replaced where necessary and reinforced in other sections.
