Xuazmar Market., Inc, was granted a permit to erect an addition and convert the existing first floor apartment to increase the size of the .existing store at 109 Bridge Street, with condition. May 21, 1959 • 2. Laurien L+Italien was granted a permit to remodel the third floor of the three-story, four-family- dwelling at 56-56 Essex Street to provide, for two additional apartments. May 21, 1959 3, The Essex Institute was granted a variance to allow wooden exterior sidewalls on a building to be re- located from outside the fire limits to en area within the fire limits, at the corner of Essex Street .and Washington Square, to be restored as a historical structure. May 21,1959 4. Smile G. Moreau was granted a pormit to alter the third floor of the two and one-half etory, two-family dwelling at 26 Dow Street to provide for an additional apartment on the third floor. August 18, 1959 5. He further stated that the panelsrwould be located on the upper part of the exterior building, walls and that the wall construction below .the panels and full height around the stair tower would be brick and block masonry construction, and that the use of such panels would permit a xpansion of the proposed building, which the petitioner expects to do in the future, William A. Cashman, President of Lynn Building Trades, Bricklayers Local #12, Lynn, appeared in opposition. McManus 75 Dearborn Street The petitioner' applied for a. permit to remodel the North Shore Babies' and Children' s Hospital at 75 Dearborn ,S.treet. to be used, as a commercial school and: the building now used as a nursed, . , home as a dormitory for the school,, and was refused by the Inspector of Buildings as the proposed construction would be in violation of the Zoning and Building Ordinances of the City of Salem. (This area is gonad for single residence dwellings. ) The petitioner appealed to this Board, sad on April 11, 19600 in the office 'o f the Inspector of Buildings, City Hall, Salem, a meeting of the Board of Appeal was held pursuant to notices mailed to the petitionans the abutters and others, and as advertised in the Salem Evening News on March ll and 16, 1960. . • Attorney Roy K. Patch .appeared for the petitioner and informed the Board that the petitioner had entered into an agreement to purchase .the hospital building and the nurses home and a portion of the land ,aall belonging to the North Shore Babies' a?d, Chtldren, s Hospital; that he wished to use the property for .the Salem Commercial School to 'enlarge the school and .improve its quarters. He .further stated that the school has been in Salem for about seventy years, that it is at present occupying leased quarters, which do not permit expansion and where there are no parking facilities available. Attorney Patch further-7explained that there would be no changes to the exterior of the buildings, that the changes on the first floor of the _building now used as a hospital would consist of taking down existing partitions and enlarging the rooms as well as installing additional toilets, and that on the second floor certain partitions would also be taken down and rooms enlarged; and that the petition had the approval of the State Department of Public Safety., Arthur L 'Chases John MacNeil, and Frances Shevis appeared in opposition. . The petitioner appealed to this Board, and on November 13, 1961 at 7;30 p.m. in the office of the Inspector of Buildings, City Hall, Salem, a meeting of the Board of Appeal was held pursuant to notices mailed to the petitioner, the abutters and others, and as advertised in the Salem Evening News on October 16 and 23, 1961. Attorney Joseph P.
