discovered.
-The work in the basement is clearly brand new and no building permits were issued.
Furthermore,your property would require a Zoning Board of Appeals action to increase
the number of units.
-Therefore, you are directed to secure the proper permits and dismantle the third unit.
Failure to comply will result in a complaint being filed in Salem District Court.

At the request of the above-described property, I inspected the property, which is a two-
family residence. The first floor apartment has at least two means of egress leading
directly to grade. The second floor apartment has two exit doors, which leads to a
common stairway leading to an exit at the rear of the house. There is also emergency
egress from sleeping rooms by openable windows.
I have requested that the owner install another means of egress from the second floor
apartment remote as possible from the existing one and heading directly to grade.

Dear Ms. Murdock:
On December 2, 2004, you were forwarded a letter by the City of Salem's Housing
Rehabilitation Loan Program that stated, "until you address the issues to the satisfaction
of Mr. St. Pierre, the Housing Rehabilitation Loan Program will not provide any
additional funds for the rehabilitation of your home." To date, this situation has not been
resolved.
Please be advised that you now have thirty (30) days to address the Building Code and
Zoning Violations for which your property was cited by Thomas St. Pierre, Building
Commissioner (see copy of letter enclosed). The Housing Rehabilitation Loan terms
require that participants comply with all local building and zoning regulations. By failing
to address the violations, you continue to be in violation of the loan terms.
If the violations have not been addressed to the satisfaction of Thomas St. Pierre,
Building Commissioner within thirty (30) days, your project will be considered complete

with all local building and zoning regulations. We have received notification from the
Thomas St. Pierre, Building Commissioner that your property has been cited for violating
both Building Code and Zoning Regulations, see letter enclosed; therefore, you have also
violated the terms of the loan issued to you by the City of Salem.
In applying for a loan administered by the City of Salem's Housing Rehabilitation Loan
Program you were required to sign documents that clearly explain the terms of the loan.
In particular, the PARTICIPANT AGREEMENT states that you agree to "comply with all
Federal, State and municipal requirements." Further, you agreed that you understood that
non-compliance could result in the entire loan becoming payable in full.
Until you address the issues to the satisfaction of Mr. St. Pierre, the Housing
Rehabilitation Loan Program will not provide any additional funds for the rehabilitation
