Dear Bill: This letter is to officially inform you that the City of Salem has been awarded title of ownership to 27R March Street (3750 square feet, vacant lot) by the Land Court of the Commonwealth through foreclosure proceedings. . Based upon MGL Chapter 60, this property can be redeemed by any in- terested party for a period of one year from November 20, 1990. Sub- sequent to this period the property is available for disposition by the City through public auction. Should this occur at some future date, the City is entitled to recover all past due taxes, interest and fees that are outstanding from any sale proceeds. For your information, that parcel is a 3 , 750 square foot parcel located at the rear of 27 March Street. It appears to be an empty lot . This property is now owned by the City of Salem under the foreclosure proceedings that we commenced and brought to a conclusion. Regarding this and other decrees I will be getting in the future, I am setting forth the effect of this decree, as I see it: 1 . The title to the parcel passed to the City of Salem on November 20 , 1990 . 2 . Title is absolute and the property is owned by the City. 3 . Taxes assessed through December 31 , 1991 are proper and can be accumulated against the property. The property should no longer be assessed as of January 1 , 1992 . 11 4 . You have no statutory duty for disposition of the property; the City can deal with it as it would any other property owned by the City. January 29 , 1991 Robert Nagle , City Treasurer Page 2 5 . I believe that the appropriate department of the City should be notified of the City ' s ownership of this property. 6 . Though the decree is absolute , any interested party could bring a motion to vacate the decree within one year from the date thereof . However, that person would also have to make arrangements to pay the taxes , or it wouldn ' t make sense. Because there is this one year period to vacate, no Title Examiner would close on the property until the year went by. 7 .
