SUBJECT: March Street/Rice Street Several weeks ago William Haight and I responded to an odor complaint instituted by Frances Grace, on Rice Street. We determined that no sewer problem existed, but discovered that buildings owned by Moses Alpers, P.O. Box 428, Salem, MA, at #20 March Street, are in a collasped state and we witnessed rats in the area. These buildings are definite fire and health hazards, in my opinion.
