Without my knowledge, Mr. Belisle temporarily stored ?chemical" containers at 14-Manning Street due to a relocation situation with his current business in the construction field. As of this date the "chemical" containers have been removed from 14 Manning Street. Mr. Belisle has been instructed that, under no circumstances, will any business—related material be stored at 14 Manning Street. In the interest of the personal safety of the occupants and the neighbors, legal action will be taken if this mutual understanding is violated. 2. Without my knowledge, Mr. Belisle has advertised 14 Manning St. as his business address due to his temporary relocation of his business. Mr. Belisle was advised to cease this activity. As of this date, Mr. Belisle will no longer use 14 Manning St. as his business address. 3. In other discussions with the local neighbors, there has been a pattern of frequent disturbances and vulgar language being heard at 14 Manning St. Mr. Belisle explained that when he is away on business trips, his unsupervised children are the only occupants and he was not aware of their disturbing actions to the neighbors;Mr. Belisle will take remedial action with his children to minimize and control these disturbances. For record purposes, this letter will serve as a basis for aly futher action and compliance between your department and Mr. George Belisle. As you are well aware of, Manning Street is zones R-1 . We have a situation where at least four adults (there is much doubt as to whether any are married) are living in this house. More recently the attic area of this small cape has been refurbished so as to provide living area for more occupants. There has also been a separate telephone line installed to the attic area, making the dwelling virtually into a "two family" . Mr. Weldon Osborne of 1 Cove Ave. , Beverly, is the owner of this property and 1 have notified him by mail of this situation. (copy enclosed) I have not received a satisfactory response to this letter. Since Mr. Osborne is in violation of the zoning laws, I sincerely hope that you and your office will do all that is necessary to swiftly rectify this situation. We especially miss your mother and her warm friendliness towards our children. We know what a good family man you are and unfortunately that is the reason for this letter. Our children, Kevin and Kathryn, are get�ing old enough to be curious and ask many questions , they also know the difference between right and wrong. We are referring to your tenants on Manning Street. Initially we were unhappy because of the loud parties, the dog (messing all over our yard) and the fact that we could not park in front of our house. But, now it goes beyond this . Almost amy night of the week, and especially on weekends , there are anywhere fron 4-6 "visitors" spending the night and a new tenant has permanently moved in. There are some definite zoning laws being violated here. There are "characters" coming and going all day and all night and we truly wonder A. Who' s married to who?, B. Who' s living with who?, and C. How many peoples do you rent to? None of our business you may say, well we believe it is because of the kind of neibhborhood this was when we purchased our home. The house at #14 Manning Street is used as a "hang-out" or "flop-house". We are thank-ful that the summer is over and the windows are closed , so that the children are no longer subjected to the vulgar language that we have had to listen to since July. The main purpose of this letter is to let you know what has been going on next door and to let you know how very unhappy we and the other neighbors are. We doubt that you knew what kind of people you were renting to +,nd believe that you don' t want your reputation and that of this neighborhood spoiled.
