Special exhibit installations At my final inspection on Thursday, September 8, 2016 1 observed that all work has been completed as intended and minor finishing touches will be completed no later than by the end of this weekend Sunday September 11.16. 1 would like to note,that Erik and I reviewed in detail the exit routes from each "room" And we are satisfied that all is functional and that fire alarm systems and exit signs cover the facility adequately. Locating exit signs however, can be open to interpretation/opinion. While I believe that exit ways are properly signed, I welcome the confirmation for this by your department officials at your final inspection. Should any adjustments be necessary in the inspector's opinion {such as moving or adding signs}, Erik, with his contractors will be happy to comply. Dear Mr. Gunderson: I air in receipt of floor plans for the existing and proposed new layout for the subject property. The building is an existing three, residential unit building which is undergoing alterations and repairs, but will remain a three residential unit building. As such, it is eligible to use the provisions of Massachusetts State Building Code Chapter 34. According to Massachusetts State Building Code Sections 3404.3 and 3404.4, alterations and repairs which maintain or improve the performance of existing building systems may be made using the same or similar materials; however alterations or repairs which have. the effect of replacing a building system roust comply with the requirements of the code for new construction to the fullest extent practical. Thus, in the case of existing ceilings which were demolished and removed, the new floor/ceiling construction should provide the I hour rated dwelling unit separation required by Massachusetts State Building Code Table 602, Iii�je 5. It would appear that this can be accomplished by adding a single layer of 5/8 inch Type X gypsum board to the existing framing and floor construction. Chapter a4 also contains some explicit requirements of means of egress, Massachusetts State Building Code Section 3404.13 requires that exit stairways be fully and solidly enclosed. While existing elements of a stair enclosure do not require a fire resistance rating, any partitions, doors or other construction which is added to complete an exit stair enclosure must have a minimum fire resistance rating of I hour. With regard to the capacity of exits, Massachusetts State Building Code Section 3404.6 allows the continued use of existing means of egress which may not comply dimensionally to new construction requirements (e.g. stairway width, tread and riser dimensions, presence of winders, et al.), but limits the capacity of those existing components to that computed per Massachusetts State Building Code Section 1009.0. This means that the existing exit stairs may continue to be used as exit components for the dwelling units, but that I hour rated construction must be used to complete the enclosure of the exit stairs. Mr. Harry Gunderson Page 2 September 27, 1999 According to Massachusetts State Building Code Section 3404.12, the fire protection systems (fire alarm and detection) may be required to be updated to new construction requirements if this project is deemed to be a "substantial alteration or renovation". .According to Massachusetts State Building Code Section 3404.1 a substantial alteration or renovation is one in which work is major in scope and expenditure when compared to the work and expenditure required for installation of the fire protection system. The local building official is empowered to make the determination as to whether or not this is a substantial alteration or renovation, and may require that you submit supporting information necessary to make such a determination. There are two additional issues which are not specifically addressed by Massachusetts State Building Code Chapter 34, but which I would recommend that you should deal with in the proposed alterations and renovations, as they are conditions which could be deemed to be hazardous. One item is related to the exterior stairway which forms a portion of the second means of egress for the dwelling units on the second and the third floors. I would recommend that the windows which are within 10 feet horizontally and vertically of the exterior stair be equipped with fire shutters, or otherwise protected to prevent a fire in the room adjacent to the stair from rendering the stair unusable in an emergency. A second, and, in my opinion, less serious situation involves the swing of doors into and out of exit stairs. The code for new construction requires that exit doors into stairs swing over a landing in the direction of exit travel. To the extent that this can be accomplished without unduly obstructing the path of exit travel, I would recommend that the swing of doors be reversed where necessary. However, due to the relatively low occupant load of the dwellings, it is ray opinion that the hazards presented by the existing conditions are relatively small.
