Dear Mr. Freddura:
This department received a complaint regarding the stone wall running along Loring Hills
Avenue side of your property.
On Monday, June 5, I took a look at the stone wall and found it to be in disrepair.
Massachusetts Building Code 780 CMR,Section 123 obligates the owner of a structure to
maintain said structure.
Please contact this office within ten (10) days upon receipt of this letter to discuss this
matter.
Failure to respond will result in legal action being filed in Salem District Court.

This Department has received and investigated a complaint located at your property.
Specifically, the shrubbery located on the side of your building is obstructing the
sidewalk is in violation of City of Salem Ordinance 38-9. You are directed to remove
this obstruction within 15 days upon receipt of this letter.
Failure to comply after the 15 days will result in a $20.00 per day fine.

Dear Mr. St. Pierre:
Attached are digital images I recorded on Thursday, May 20,2004 of the sidewalk
obstruction by shrubbery on the Loring Hills Avenue side of property located at 542
Loring Avenue. The shrubbery at that location is growing out of the property owner's
stonewall. The Salem Assessors Office has advised me the property owners are listed as
Fredoura Santos, 159 McKay Street, Beverly MA 01915 (see attachment).
Please make a field 'inspection of that location and take whatever action is necessary to
have the property owner remove or have removed the shrubbery,which I believe now
obstructs the safe passage of any pedestrian and is a violation of Salem Code of
