I conducted a drive-by inspection of the above property and noted that the Commercial
vehicles and construction equipment cited in my September 29, 2010 violation have been
removed. I will assume that the large amount of stored firewood is for the exclusive use
of your household and not for sale.
Please maintain the property in its current condition to avoid violations in the future.

Dear Property Owner
Recent inspections of your property have revealed your continued use of the above
property in violation of Salem Zoning. Your Property is a residential zone where no
commercial uses are allowed and it appears that you are operating a construction/lancsape
business. Additionally, Salem City Ordinance 24-21 allow only one commercial vehicle
less than 10,000 lbs GVW to be parked at the property. I have observed multiple vehicles
on multiple occasions.
I have attached a$50 ticket for the above violations. Continued violations will result in
additional fines being levied and/or criminal complaints being filed in District Court.

CONSTRUCTION NOTES
1. All topsoil, roots, subsoil, and deleterious material, if any, must be excavated and removed to a distance of five (5) feet
from all sides of the proposed pavement. Remove down to sound subgrade.
2. All waste materials must be removed from the jobsite and disposed of in a legal manner.
J. The Contractor shall be responsible for horizontal and vertical control of all system components.
4. Safety measures, day—to—day control of work and construction methods shall be the sole responsibility of the Contractor.
5. Granular Fill shall be non—plastic and conform to the following requirements:

Building Code Violation
Dear Owners:
This office has received and investigated a complaint regarding both the use of the
property as a contractor yard and the construction of a retaining wall without the required
building permit and drainage alteration permit.
1. Zoning Violation
Your property is located in an R-1 zone. No business uses are allowed. Parking
Regulations per City of Salem General Ordinance 24-21, allows one contractor
vehicle less than 10,000 GVW to be stored at one property.No other commercial
vehicle storage is allowed.
2. Building Code
Any structure or wall holding back more than 6 feet of material requires a
building permit as well as engineered plans.
In closing, you are directed to cease storing the vehicles and construction materials
within 10 days upon receipt of this notice. Furthermore a building permit must be
secured for the wall.

Dear Ms. Snow:
My previous letter of August 1, 2005 cited you for allowing your property to be used as a
contractor yard. You contacted this office and promised to address the issue of the dump
truck and the fact that only one commercial vehicle under 10,000 gvw can be parked on
the property.
I also mentioned that no building permit was applied for or approved by this Department.
To date, nothing has changed. Unless steps are taken immediately, it will be necessary to
file a complaint in Salem District Court.

Dear Mr. Lee:
We have received your letter, dated today, acknowledging the revised site plan design to install a
driveway at the rear of the lot for 504 Loring Avenue. The driveway will be off of DeFrancesco
Avenue. All work is to be in accordance with your plans dated 9/29/03 by the Griffin
Engineering Group, LLC of Beverly, MA, stamped and signed by Robert H. Griffin, MA Civil
PE #36686. The plan is entitled "Robert Liani 504 Loring Avenue Salem, MA, Grading Plan for
Proposed Driveway from DeFrancesco Ave." and consists of Figures 1 through 3. The plan is
approved and you may begin work to construct the new driveway.
DeFrancesco Avenue is NOT an accepted City Street and the City does not sweep, plow or
provide other such City services for DeFrancesco Avenue.

290, which states, "any change in the contour of land greater than 2' requires a drainage
