MINUTES - Special - 3/30/2016 (002) 1 CITY OF SALEM MARCH 30, 2016 SPECIAL MEETING OF THE CITY COUNCIL A Special Meeting of the City Council held in City Council Chambers on Wednesday, March 30, 2016, at 10:00 P.M. for the purpose of taking action on the following items: 1. To Convey a portion of 297 Bridge Street, 1,260 Square Feet known as Parcel B to Sun King LLC for the sum of $10,0001.00 with a permanent pedestrian and vehicular access on the entire parcel for the benefit of 30-32 Beckford Street. 2. On Land Disposition Agreement and convey a portion of 297 Bridge Street, 52,491 Square Feet (former Universal Steel Site) and 311 Bridge Street, 2, 015 Square Feet to Sun King LLC affiliate of F.W. Webb Co. for the sum of $990,000.00 3. Resolution submitted by the Mayor Approving the Statement of Interest to the Massachusetts School Building Authority 4. Request from Iberdrola to extend their normal workhours (0700 to 1800) starting March 28, 2016 to 2200 hours and to also request the use of up to two Sundays per month This Special Meeting was posted on March 25, 2016 at 9:05 A.M. All Councillors were present. Council President Josh Turiel presided. (# 7) – CONVEY PORTION OF 297 BRIDGE STREET TO SUN KING LLC The following Order was referred to the Committee on Administration and Finance co-posted with Committee of the Whole to be held on Tuesday, April 15, 2017 at 6:00 P.M. ORDERED: to convey a portion of 297 Bridge Street (former Universal Steel site) of approximately 1,260 square feet known as Parcel B to Sun King, LLC with a permanent pedestrian and vehicular access on the entire parcel for the benefit of 30-32 Beckford Street for the sum of $10,001.00. 2 CITY OF SALEM MARCH 30, 2016 SPECIAL MEETING OF THE CITY COUNCIL (# 8) – LAND DISPOSTION AGREEMENT AND CONVEY PORTION OF 297 BRIDGE STREET TO SUN KING LLC The following Order was referred to the Committee on Administration and Finance co-posted with Committee of the Whole to be held on Tuesday, April 15, 2016 at 6:00 P.M. ORDERED: Authorize the Mayor to enter into land disposition agreement and convey a portion of 297 Bridge Street, 52,491 Square Feet, (former Universal Steel Site), and 311 Bridge St, 2,015 Square Feet to Sun King LLC affiliate of F.W. Webb which includes a permanent utility easement for the sum of $990,000.00. (#213) – EXTENDED HOURS OF OPERATION FOR IBERDROLA A request from Iberdrola to extend their normal work hours (0700 to 1800) starting March 28, 2016 to 2200 hours and to also request the use of up to two Sundays per month until the end of the year was granted as amended with the following conditions: Work begins April 11, 2016 until May 12, 2016 at which time the request will be put back on the agenda. The hours for extended are only Monday – Friday from April 11, 2016 through May 12, 2016 and does not include Sundays (2200 hours) Councillors Lovely and Sargent were recorded as opposed. (#214) – AUTHORIZE SUPERINTENDENT OF SCHOOLS TO SUBMIT TO MASS. SCHOOL BUILDING AUTHORITY THE STATEMENT OF INTEREST FOR SALEM HIGH SCHOOL The following Resolution submitted the Mayor as adopted by a unanimous roll call vote of 11 yeas, 0 nays, 0 absent. Councillors Dibble, Eppley. Famico, Furey. Gerard, Lovely, McCarthy, Milo, Ryan, Sargent and Turiel were recorded as voting in the affirmative. A motion for immediate reconsideration in the hopes it would not prevail was denied. RESOLUTION: 3 CITY OF SALEM MARCH 30, 2016 SPECIAL MEETING OF THE CITY COUNCIL A RESOLTION APPROVING THE STATEMENT OF INTEREST TO MASSACHUSETTS SCHOOL BUILDING AUTHORITY BE IT RESOLVED: Having convened in an open meeting on March 30, 2016, prior to the closing date, the Salem City Council, in accordance with the City Charter and ordinances, hereby votes to authorize the Superintendent of Schools to submit to the MSBA by no later than April 8, 2016, for the Salem High School located at 77 Willson Street, Salem, Massachusetts, which describes and explains the following deficiencies and the priority category(s) for which an application may be submitted to the Massachusetts School Building Authority in the future. The following priorities have been included in the Statement of Interest: No. 1: Replacement or renovation of a building which is structurally unsound or otherwise in a condition seriously jeopardizing the health and safety of school children, where no alternative exists. No. 5: Replacement, renovation, or modernization of school facility systems, such as roofs, windows, boilers, heating and ventilation systems, to increase energy conservation and decrease energy related costs in a school facility. No. 7: Replacement of or addition to obsolete buildings in order to provide a full range of complete programs consistent with state and approved local requirements. And herby further specifically acknowledges that the submitting this Statement of Interest Form, the Massachusetts School Building Authority in no way guarantees the acceptance or the approval of an application, the awarding of a grant or any other funding commitment from the Massachusetts School Building Authority, or commits the City/School District to filing an application for funding with the Massachusetts School Building Authority.
