A Regular Meeting of the City Council held in the Council Chamber on Thursday, February 11, 2016 at 7:00 P.M. for the purpose of transacting any and all business. Notice of this meeting was posted on February 9, 2016 at 9:34 A.M. This meeting is being taped and is live on S.A.T.V. All Councillors were present. Council President Turiel presided. Councillor Ryan moved to dispense with the reading of the record of the previous meeting. It was so voted. President Turiel requested that everyone please rise to recite the Pledge of Allegiance. PUBLIC TESTIMONY NONE Councillor Furey requested and received a moment of personal privilege to wish Mayor Anthony Salvo a Happy Birthday. Mayor Driscoll swore in Conrad Prosniewski as a Captain of the Salem Police Department #99 – APPOINTMENT OF RICHARD FRANK TO THE BICYCLING ADVISORY COMMITTEE The Mayor’s appointment of Richard Frank to serve as a member of the Bicycling Advisory Committee with a term to expire on February 11, 2019 was held under the rules until the next meeting. 328 CITY OF SALEM FEBRUARY 11, 2016 REGULAR MEETING OF THE CITY COUNCIL #100 – APPOINTMENT OF MICHAEL JAROS TO THE BICYCLING ADVISORY COMMITTEE The Mayor’s appointment of Michael Jaros to serve as a member of the Bicycling Advisory Committee with a term to expire on February 11, 2019 was held under the rules until the next meeting. #101 – APPOINTMENT OF JOSEPH O’NEIL TO THE BICYCLING ADVISORY COMMITTEE The Mayor’s appointment of Joseph O’Neil to serve as a member of the Bicycling Advisory Committee with a term to expire on February 11, 2019 was held under the rules until the next meeting. #102 – APPOINTMENT OF DAN SHUMAN TO THE BICYCLING ADVISORY COMMITTEE The Mayor’s appointment of Dan Shuman to serve as a member of the Bicycling Advisory Committee with a term to expire on February 11, 2019 was held under the rules until the next meeting. #103 – APPOINTMENT OF MICHAEL WILLIAMSON TO THE BICYCLING ADVISORY COMMITTEE The Mayor’s appointment of Michael Williamson to serve as a member of the Bicycling Advisory Committee with a term to expire on February 11, 2019 was held under the rules until the next meeting. #104 – APPOINTMENT OF ROBERTA CLEMENT TO THE CEMETERY COMMISSION The Mayor’s appointment of Roberta Clement to serve as a member of the Cemetery Commission with a term to expire on February 11, 2019 was held under the rules until the next meeting. #105 – CONSTABLE The Mayor’s re-appointment of Christine Derby to serve as a Constable with a term to expire on February 1, 2019 (housekeeping only originally in City Council on January 28, 2016 with a term to expire on June 28, 2017), was received and placed on file. 329 CITY OF SALEM FEBRUARY 11, 2016 REGULAR MEETING OF THE CITY COUNCIL #106 – APPROPRIATION TO COMMUNICATIONS FROM THE MAYOR The following Order recommended by the Mayor was adopted under suspension of the rules. ORDERED: That the sum of One Hundred and Sixty-One Thousand, Two Hundred and Forty-Three Dollars and One Cent ($161,243.01) in the “Retirement Stabilization Fund – Vacation/Sick Leave Buyback” account to be expended for FY 2016 contractual buyback listed below in accordance with the recommendation of Her Honor the Mayor. Paul Cranney $57,062.27 Paul Phillips $48,943.12 William Francis $55,237.62 $161,243.01 #107 – FORM AD-HOC COMMITTEE TO REVIEW CITY COUNCIL RULES Councillor Milo introduced the following Order which was adopted. ORDERED: that an Ad-Hoc Committee be formed to review the rules of the City Council and that the Committee report back to the full Council with recommendation for any updates or changes. The Committee shall consist of three City Councillors, Councillor Milo, Councillor Lovely and a third member to be appointed by the Council President. #108 – ORDINANCE TRAFFIC HANDICAP PARKING REPEAL BENTLEY STREET Councillor McCarthy introduced the following Ordinance which was adopted for first passage. In the year two thousand and sixteen An Ordinance to amend an Ordinance relative to traffic Be it ordained by the City Council of the City of Salem, as follows: 330 CITY OF SALEM FEBRUARY 11, 2016 REGULAR MEETING OF THE CITY COUNCIL Section 1. Chapter 42, Section 50B, “Handicap Parking Time Limited” is hereby amended by repealing the following: Repeal Bentley Street, easterly side, across from #6 for a distance of twenty (20) feet, “Handicap parking, tow zone” (10/26/2006) Section 2. Repeal Bentley Street, in front of #2 Handicap Parking, Tow Zone. Section 3. This ordinance shall take effect as provided by City Charter. #109 – (#93 - #94) GRANTING LICENSES Councillor McCarthy offered the following report for the Committee on Ordinances, Licenses and Legal Affairs. It was voted to accept the report and adopt the recommendation. The Committee on Oridnances, Licenses and Legal Affairs to whom was referred the matter of a granting certain licenses has considered said matter and would recommend the following licenses be granted. The Committee on Government Services co-posted with the Committee of the Whole to whom was referred the matter of discussing guidelines for cell phone sites has considered said matter and would recommend that the matter remain in committee. 331 CITY OF SALEM FEBRUARY 11, 2016 REGULAR MEETING OF THE CITY COUNCIL #111 – (#631 of 2015) CREATING A PARKING & TRAFFIC COMMISSION Councillor Famico offered the following report for the Committee on Government Services co-posted with the Committee of the Whole. It was voted to accept the report and adopt the recommendation.
