MINUTES - Regular - 1/28/2016 308 CITY OF SALEM JANUARY 28, 2016 REGULAR MEETING OF THE CITY COUNCIL “Know Your Rights Under the Open Meeting Law, M.G.L. A Regular Meeting of the City Council held in the Council Chamber on Thursday, January 28, 2016 at 7:00 P.M. for the purpose of transacting any and all business. Notice of this meeting was posted on January 21, 2016 at 6:51 P.M. This meeting is being taped and is live on S.A.T.V. All Councillors were present. Council President Turiel presided. Councillor Gerard moved to dispense with the reading of the record of the previous meeting. It was so voted. President Turiel requested that everyone please rise to recite the Pledge of Allegiance. PUBLIC TESTIMONY NONE #68 – (#50) HEARING COMCAST FOR CONDUIT ON CROMBIE STREET A hearing was held on the Order from Comcast to install a conduit from Crombie St. to 28 Norman Street, was granted. APPEARING IN FAVOR Tim Broderick representative of Comcast, he stated this 4” conduit was going to be in a southeasterly direction to provide service. There was no one appearing opposed. 309 CITY OF SALEM JANUARY 28, 2016 REGULAR MEETING OF THE CITY COUNCIL Councillor Dibble asked if it’s going through a manhole or do we need to dig up the street. He also asked if it can’t be tied into the existing service. Tim Broderick stated this is necessary for the new conduit. Councillor Famico moved that the hearing be closed. It was so voted. (#708) - APPOINTMENT OF STEVEN DWYER TO THE SALEM DISABILITIES COMMISSION Held from the last meeting, Mayor’s appointment of Steven Dwyer to serve as a member of the Salem Disabilities Commission with a term to expire on December 3, 2018 was confirmed by unanimous roll call vote of 11 yeas, 0 nays, 0 absent. Councillor Gerard asked for suspension of rule 29A to allow confirmation. It was so voted. Mr. Legault was confirmed by unanimous roll call vote of 11 yeas, 0 nays, 0 absent. In the year two thousand and sixteen An Ordinance to amend an Ordinance relative to Traffic Be it ordained by the City Council of the City of Salem, as follows: Section 1. Chapter 42, Section 50B, “Handicap Parking Limited Time” is hereby amended by adding the following: Foster Street, easterly side starting at a point twenty (20) feet northeast of North Street and continuing for a distance of twenty (20) feet, in a north easterly direction. “Handicap Parking Tow Zone” Section 2. This Ordinance shall take effect as provided by City Charter. #80 – ORDINANCE MOTIONS, ORDERS, AND RESOLUTIONS Councillor Lovely introduced the following Ordinance which was adopted for first passage. In the year two thousand and sixteen An Ordinance to amend an Ordinance relative to Traffic Be it ordained by the City Council of the City of Salem, as follows: Section 1. Chapter 42, Section 57A, “Parking Time Limited unmetered zones”, is hereby amended by adding the following: Bertuccio Avenue, northerly side starting at a point twenty (20) feet from Jefferson Avenue and continuing for a distance of eighty-one (81) feet in a north westerly direction. “Fifteen (15) minute parking only”. Section 2. (b) Upon completion of work by the participants, the city shall abate his or her property taxes for an amount no greater than delete $750 and replace with $1,000 per year. (c) In each fiscal year, no more than delete 25 and replace with 30 individuals shall be allowed to participate in this program. (d) First sentence: In the event that more than delete 25 and replace with 30 individuals are interested in participating in the program, then participants shall be selected from a lottery of individuals who meet the eligibility criteria set forth in subsections (1) and (b) herein.
