A Regular Meeting of the City Council held in the Council Chamber on Thursday,
April 23, 2015 at 7:00 P.M. for the purpose of transacting any and all business. Notice of this
meeting was posted on April 16, 2015 at 5:44 P.M. This meeting is being taped and is live
on S.A.T.V.
Councillor Turiel was recorded as absent.
Council President Sargent presided.
Councillor O’Keefe moved to dispense with the reading of the record of the previous meeting.
It was so voted.
President Sargent requested that everyone please rise to recite the Pledge of Allegiance.
PUBLIC TESTIMONY
1. Teasie Riley Goggin – 9 Wisteria Street, Salem – Appropriation of $35,000 for “Engineering
Trash/recycling expenses”
#259 – (#246) CONDUIT ON CANAL STREET POLE #2383
A hearing was held on the order of National Grid to install a conduit on Canal Street from Pole
#2383 on Cypress Street to the property of 7 Canal St.
Appearing in favor was Sabitah Mahabier Sheehy a representative for National Grid, 44 River
Street, Beverly, MA. She stated this was needed to provide service.
There was no one recorded as opposed.
Councillor McCarthy moved that the hearing be closed.
Councillor McCarthy moved that the petition be granted. It was so voted.

#260 - (#247) CONDUIT ON CANAL STREET POLE #2723
A hearing was held on the order of National Grid to install a conduit on Canal Street from Pole

Appearing in favor was Sabitah Mahabier Sheehy a representative for National Grid, 44 River

#261 – APPOINTMENT OF JIMMY TSITSINOS TO ZONING BOARD OF APPEALS
The Mayor’s appointment of Jimmy Tsitsinos to serve as a full time member (currently an
alternate member) of the Zoning Board of Appeals with a term to expire on July 1, 2015, was held
until the next meeting under the rules.
#262 – APPOINTMENT OF TRACY WARE TO BICYCLING ADVISORY COMMITTEE
The Mayor’s appointment of Tracy Ware to serve as a member of the Bicycling Advisory
Committee with a term to expire on May 1, 2018, was held until the next meeting under the rules.
#263 – APPOINTMENT OF REED CUTTING TO HISTORICAL COMMISSION
The Mayor’s appointment of Reed Cutting to serve as a member of the Historical
Commission with a term to expire on May 1, 2017, was held until the next meeting under the rules.
#264 – REAPPOINTMENT OF ELAINE HEREDEEN TO COUNCIL ON AGING
The Mayor’s reappointment of Elaine Heredeen to serve as a member of the Council on
Aging with a term to expire on May 1, 2017,was confirmed by a roll call vote of 10 yeas, 0 nays, 1
absent. Councillors Siegel, O’Keefe, Milo, McCarthy, Legault, Gerard, Furey, Famico, Eppley and
Sargent were recorded as voting in the affirmative. Councillor Turiel was recorded as absent.

#265 – REAPPOINTMENT OF TOM WATKINS TO ZONING BOARD OF APPEALS
The Mayor’s reappointment of Tom Watkins to serve as a member of the Zoning Board of
Appeals with a term to expire on May 1, 2018, was confirmed by a roll call vote of 10 yeas, 0 nays,
1 absent. Councillors Siegel, O’Keefe, Milo, McCarthy, Legault, Gerard, Furey, Famico, Eppley and
Sargent were recorded as voting in the affirmative. Councillor Turiel was recorded as absent.
#266 – CONSTABLE
The Mayor’s reappointment of Constance Sorenson-Curran to serve as a Constable with a
term to expire on April 23, 2018, was received and placed on file.
#267 – APPROPRIATION TO “CEMETERY – BURIAL” ACCOUNT
The following Order recommended by the Mayor was adopted under suspension of the
rules.
ORDERED: That the sum of Twenty-Five Thousand Dollars ($25,000.00) is hereby
appropriated from the “Receipts Reserved – Sale of Lots” account to “Cemetery – Burial” account
in accordance with the recommendation of Her Honor the Mayor.
#268 – APPROPRIATION TO BE EXPENDED FOR TRAFFIC CONTROLLER & CABINET
The following Order recommended by the Mayor was adopted under suspension of the
rules.
ORDERED: That the sum of Fifteen Thousand Three Hundred dollars ($15,300.00) is
hereby appropriated within the “Capital Outlay – Equipment Repair” account to be expended for
the repair and replacement of traffic controller and cabinet damaged during the winter. The repair
will be overseen by the Electrical Department in accordance with the recommendation of her Honor
the Mayor.

#269 – ROAD RACE PROCEDURES AND SCHEDULING
Councillor Legault introduced the following order which was adopted.
ORDERED: That the Committee on Community and Economic Development co-posted with
Committee of the Whole meet to discuss road race scheduling and arrangements and use of city
streets inclusive of pre-race set up and post race breakdown, trash disposal and police details.
Also to discuss what percentage goes to charity. And that the following be invited Mayor or her
representative, Park and Recreation Director, B&S Fitness and Rick or Cindy Johnson, City
Solicitor, Police Chief or her designee.
#270 – TAG DAY APPLICATION
Councillor Siegel introduced the following order which was adopted.
ORDERED: That the attached Tag Day Application for Salem High School Lacrosse for April
26, 2015 and May 10, 2015 be granted.
#271 – ORDINANCE TRAFFIC HANDICAP PARKING REPEAL JEFFERSON AVENUE
Councillor Gerard introduced the following Ordinance which was adopted for first passage.
In the year two thousand and fifteen
An Ordinance to amend an Ordinance relative to Traffic
Be it ordained by the City Council of the City of Salem, as follows:
Section 1. Chapter 42 Section 50B “Handicap Parking” is hereby amended by repealing the
following:
Repeal Jefferson Avenue in front of #399, for a distance of twenty (20) feet “Handicap
Parking, Tow Zone” (12/6/2012)
Section 2. This ordinance shall take effect as provided by City Charter.

#272 – MONTHLY FINANCIAL REPORT
Councillor Gerard introduced the following order which was adopted.
ORDERED: That the Monthly Financial Report dated March 31, 2015 be referred to the
Committee on Administration and Finance.
#273 – HOLD A PUBLIC FORUM ON THE OPIOID ABUSE CRISIS IN SALEM
Councillor Eppley introduced the following order which was adopted.
ORDERED: That the Committee on Public Health, Safety and Environment co-posted with the
Committee of the Whole meet to discuss in a public forum and report back to the City Council on the
following:
the opioid abuse crisis in Salem and throughout the Commonwealth
local, regional, and statewide efforts to curb the supply of heroin and over-prescription of opioid
pain medication through medical providers;
local, regional, and statewide efforts to educate all communities – but specifically teens and
young adults – about the dangers of opioid abuse;
local, regional and statewide efforts to treat individuals and families ravaged by opioid abuse;
establishment and composition of a task force made up of local stakeholders, addiction
specialists, law enforcement, health care, public health, health insurance, and school officials
charged with: 1) determining the best way to coordinate and marshal local, regional, and
statewide resources for Salem residents afflicted by opioid abuse; and, 2) determining what, if
any, additional treatment beds can be marshaled within Salem and/or within the immediate
vicinity for treatment of Salem residents afflicted by opioid abuse.

and Legal Affairs. It was voted to accept the report and adopt the recommendation.

certain licenses has considered said matter and would recommend that the following license be

#275 – (#236) APPROPRIATION TO ENGINEERING TRASH RECYCLING EXPENSES
Councillor Sargent recused himself due to a conflict and left the Chamber.
Councillor O’Keefe assumed the Chair.
Councillor Gerard offered the following report for the Committee on Administration and
Finance co-posted with the Committee of the Whole. It was voted to accept the report and adopt
the recommendation. Councillor Siegel and O’Keefe were recorded as opposed.
The Committee on Administration and Finance co-posted with the Committee of the Whole
to whom was referred the matter of an appropriation in the amount of $35,000.00 to “Engineering –
Trash Recycling Expenses” has considered said matter and would recommend approval.
Councillor Sargent returned to the Chamber and resumed the Chair.
