A Regular Meeting of the City Council held in the Council Chamber on Thursday,
April 9, 2015 at 7:00 P.M. for the purpose of transacting any and all business. Notice of this
meeting was posted on April 2, 2015 at 4:22 P.M. This meeting is being taped and is live on
S.A.T.V.
All Councillors were present.
Council President Sargent presided.
Councillor O’Keefe moved to dispense with the reading of the record of the previous meeting.
It was so voted.
President Sargent requested that everyone please rise to recite the Pledge of Allegiance.
PUBLIC TESTIMONY
NONE
Councillor O’Keefe assumed the Chair.
Councillor Sargent thanked Mr. Dionne for the donation of the podium.
He then informed the City Council that the podium was returned to Mr. Dionne for
safe keeping at this time.
He stated we now have to be ADA compliant and the new podium meets the requirements.
Councillor Sargent resumed the Chair.

(#201) – APPOINTMENT OF GAIL GAMBARINI TO THE CONSERVATION COMMISSION
Held from the last meeting, the Mayor’s appointment of Gail Gambarini to serve as a
member of the Conservation Commission with a term to expire on November 12, 2015, was
confirmed by unanimous roll call vote of 11 yeas, 0 nays, 0 absent. Councillors Turiel, Siegel,
O’Keefe, Milo, McCarthy, Legault, Gerard, Furey, Famico, Eppley and Sargent were recorded as
voting in the affirmative.
Councillor Gerard requested and received unanimous consent for suspension of the rules to
allow Ms. Gambarini to speak.
#233 - CONSTABLE
The Mayor’s appointment of Maxwell Bressi to serve as a Constable with a term to expire on
March 18, 2016, was received and placed on file.
#234 – APPROPRIATION TO “WATER ACCOUNTS”
The following Order recommended by the Mayor was adopted under suspension of the
rules.
ORDERED: That the sum of One Hundred and Eighty Thousand Dollars ($180,000.00) is
hereby appropriated from the “Retained Earnings – Water Fund” accounts listed below in
accordance with the recommendation of Her Honor the Mayor.
Water – Electricity $150,000.00
Water – Telephone $15,000.00
Water – Backflow $15,000.00
Total $180,000.00
#235 – APPROPRIATION TO “ENGINEERING – CONTRACTED SERVICES”
The following Order recommended by the Mayor was adopted under suspension of the
rules.
ORDERED: That the sum of Fifty-Eight Thousand, Four Hundred and Forty-Eight Dollars
and Twenty-Six Cents ($58,448.26) is hereby appropriated from the “Retained Earnings – Water
Fund” account to the “Engineering – Contracted Services” account for the cost to repair water
breaks in accordance with the recommendation of Her Honor the Mayor.

#236 – APPROPRIATION TO “ENGINEERING – TRASH RECYCLING EXPENSES”
The following Order recommended by the Mayor was referred to the Committee on
Administration and Finance co-posted with Committee of the Whole.
ORDERED: That the sum of Thirty-Five Thousand Dollars ($35,000.00) is hereby
appropriated from the “Retained Earnings – Trash Fund” account to the “Engineering – Trash
Recycling Expenses” account for additional recycling costs with the recommendation of Her Honor
the Mayor.
#237 – APPROPRIATION FOR PARK, RECREATION & COMMUNITY SERVICES
DEPARTMENT FOR KAYAKS, PADDLES, LIFEJACKETS ETC.
The following Order recommended by the Mayor was adopted under suspension of the
rules.
ORDERED: That the sum of Nine Thousand Dollars ($9,000.00) is hereby appropriated
within the “Capital Outlay – Equipment” account to be expended for the purchase of kayaks,
paddles, lifejackets and other equipment for the Park, Recreation and Community Services
Department in accordance with the recommendation of Her Honor the Mayor.
Councillor Turiel requested and received unanimous consent for suspension of the rules to
allow Karen Partanen Director of Park, Recreation and Community Services to speak.
#238 – APPLICATION TO HUD FOR COMMUNITY BLOCK GRANT FUNDS
The following Order recommended by the Mayor was adopted under suspension of the
rules.
ORDERED: That the City Council hereby approves the submittal of the City of Salem’s
application for Federal Assistance to the United States Department of Housing and Urban
Development (HUD) for Community Development Block Grand (CDBG) funds for the period of July
1, 2015 through June 30, 2016 in the amount determined by HUD’s formula entitled allocation.
($952,642).
Councillor O’Keefe requested and received unanimous consent for suspension of the rules
to allow the City Planner Lynn Duncan to speak.

#239 – YEAR TO DATE BUDGET REPORT
Councillor Turiel introduced the following Order which was adopted.
ORDERED: That the Year to Date Budget Report be referred to the Committee on
Administration and Finance.
#240 – TAG DAY APPLICATION
Councillor Siegel introduced the following Order which was adopted.
ORDERED: That the attached Tag Day application for Salem Academy Charter School for
April 17, 2015, May 1, 2015 and May 8, 2015 be granted.
#241 – ORDINANCE TO INSTALL BOLLARDS AT STORE FRONTS AND ENTRANCES
Councillor O’Keefe introduced the following Order which was adopted.
ORDERED: That the Building Inspector, City Solicitor, Planning Board and Police Chief
recommend an Ordinance to install bollards in front of stores and entrances to banks, etc. that abut
parking lots. And that the matter be referred to the Committee on Ordinances, Licenses and Legal
Affairs co-posted with Committee of the Whole.
#242 – (#221 - #222) GRANTING LICENSES
Councillor Siegel offered the following report for the Committee on Ordinances, Licenses
and Legal Affairs. It was voted to accept the report and adopt the recommendation.

during the month of October has considered said matter and would recommend that the matter

#246 – CONDUIT ON CANAL STREET POLE #2383
A hearing was ordered for April 23, 2015 on the petition from National Grid to install a
conduit on Canal Street from Pole 2383 on Cypress Street to the property of 7 Canal St.

A hearing was ordered for April 23, 2015 on the petition from National Grid to install a
conduit on Canal Street from Pole 2723 on Canal Street to the property of 7 Canal St.
#248 – CLOSE FRONT STREET TO VEHICULAR TRAFFIC
A request from Salem Main Streets to close Front Street to vehicular traffic during the Salem
Arts Festival on Saturday, June 6, 2015 and Sunday, June 7, 2015 from 10:00 A.M. to 6:00 P.M.
was granted.

A communication from HAWC informing Council of a slight change to map/route for the
