A Regular Meeting of the City Council held in the Council Chamber on Thursday,
January 22, 2015 at 7:00 P.M. for the purpose of transacting any and all business. Notice of
this meeting was posted on January 15, 2015 at 6:03 P.M. This meeting is being taped and
is live on S.A.T.V.
Councillor Furey arrived at 7:15 P.M.
Council President Sargent presided.
Councillor O’Keefe moved to dispense with the reading of the record of the previous meeting.
It was so voted.
President Sargent requested that everyone please rise to recite the Pledge of Allegiance.

The Mayor’s appointment of Anthony Schettino to serve as a member of the Council on
Aging with a term to expire on May 1, 2015, was held under the rules until the next meeting.

#41 - REAPPOINTMENT OF DEBORAH JACKSON AS ASSESSOR
The Mayor’s reappointment of Deborah Jackson to serve as the City of Salem’s Director of
Assessing with a term to expire on January 31, 2017, was confirmed by a roll call vote of 10 yeas,
0 nays, 1 absent. Councillors Turiel, Siegel, O’Keefe, Milo, McCarthy, Legault, Gerard, Famico,
Eppley and Sargent were recorded as voting in the affirmative. Councillor Furey was recorded as
absent.
#42 - REAPPOINTMENT OF DAVID GILBERT AS MANAGER OF WINTER ISLAND
The Mayor’s reappointment of David Gilbert to serve as the Manager of Winter Island with a
term to expire on January 31, 2017, was confirmed by a roll call vote of 10 yeas, 0 nays, 1 absent.
Councillors Turiel, Siegel, O’Keefe, Milo, McCarthy, Legault, Gerard, Famico, Eppley and Sargent
were recorded as voting in the affirmative. Councillor Furey was recorded as absent.

The Mayor’s reappointment of Ruth Kapnis to serve as a member of the Cemetery

#46 – APPROPRIATION FROM RETIREMENT STABILIZATION VACATION / SICK LEAVE
BUYBACK ACCOUNT
The following Order recommended by the Mayor, was adopted under suspension of the
rules.
ORDERED: That the sum of Thirty-Four Thousand Eight Hundred and Five Dollars and
Eighty-Two Cents ($34,805.82) is hereby appropriated in the “Retirement Stabilization
Vacation/Sick Leave Buyback” account to be expended for contractual buyback for James Page of
the Police Department in accordance with the recommendation of Her Honor the Mayor.
#47 – APPROPRIATION TO RETIREMENT STABILIZATION VACATION/SICK LEAVE
BUYBACK ACCOUNT
The following Order recommended by the Mayor, was adopted under suspension of the
rules.
ORDERED: That the sum of Twenty-Five Thousand Dollars ($25,000.00) is hereby
appropriated in the “Retirement Stabilization Vacation/Sick Leave Buyback” to be expended for
negotiated sick leave buyback provision as needed in accordance with the recommendation of Her
Honor the Mayor.

#48 – SEVEN YEAR LEASE AGREEMENT WITH CENTURY BANK FOR REPLACEMENT OF
STREET LIGHT FIXTURES
The following Order recommended by the Mayor, was referred to the Committee on
Administration and Finance co-posted with Committee of the Whole.
ORDERED: The Mayor is hereby authorized to execute, on behalf of the City of Salem, a 7
year lease agreement with Century Bank for the replacement of street light fixtures with more
energy efficient, longer-lasting LED fixtures. The lease agreement shall be for $1.3 Million at 2.61%
interest.
#49 – RESOLUTION NAMING NEW PARK AND OPEN SPACE REMOND PARK
The following Order recommended by the Mayor, was adopted.
RESOLUTION:
A RESOLUTION DESIGNATING REMOND PARK IN THE CITY OF SALEM
WHEREAS: the Massachusetts Department of Transportation will soon complete the construction
of a new park and open space at the former abutment of the Salem-Beverly Bridge in Salem; and
WHEREAS: This new park will provide amenities for the community including green space,
benches and a public fishing area and harborwalk; and
WHEREAS: This week the City of Salem joins with others across the nation to celebrate the live
and legacy of Reverend Dr. Martin Luther King Jr.; and

WHEREAS: Salem was central to the 19 century anti-slavery and abolitionist movements in
America; and
WHERAS: Sarah Parker Remond and Charles Lenox Remond of Salem helped lead the pro-Union
cause in England while Charles Lenox Remond served as a recruiting officer for the renowned
th
Massachusetts 54 Regiment of African American volunteers; and
WHEREAS: The City of Salem celebrates the contributions of the Remonds both during wartime
and to the larger campaign for social justice with the abolition of the institution of slavery in
America;
NOW THEREFORE, BE IT RESOLVED

1. That the City of Salem does name in perpetuity the public space located at the former
Salem-Beverly Bridge abutment Remond Park in honor and celebration of Sarah Parker
Remond and Charles Lenox Remond; and
2. That the City of Salem calls upon the residents of the City to join in reaffirming our
community’s historic commitment to social justice, diversity, and acceptance.
#50 – ORDINANCE TRAFFIC HANDICAP PARKING REPEAL BECKET STREET
Councillor McCarthy introduced the following Ordinance which was adopted for first
passage.

An Ordinance to amend an Ordinance relative to Traffic
Be it ordained by the City Council as follows
Section 1. Chapter 42, Section 50B, “Handicapped Parking Limited Time” is hereby
amended by adding the following street:”
Repeal Becket Street, in front of #14 for a distance of twenty (20) feet. “Handicap Parking
Tow Zone” (9/22/2006)
#51 – ORDINANCE TRAFFIC GENERAL PROHIBITION TOWING ZONE, CHURCHILL STREET
Councillor Gerard introduced the following Ordinance which was referred to the Committee
on Public Health, Safety and Environment co-posted with Committee of the Whole.

An Ordinance to amend an Ordinance relative to Traffic
Be it ordained by the City Council as follows
Section 1. Chapter 42, Section 74, “General Prohibition Towing Zone” is hereby amended
by adding the following:
Churchill Street northwesterly, odd side starting at Tremont Street and continuing in a
northeasterly direction in its entirety, “Tow Zone”
