MINUTES - Regular - 4/11/2013 93 CITY OF SALEM APRIL 11, 2013 REGULAR MEETING OF THE CITY COUNCIL “Know Your Rights Under the Open Meeting Law, M.G.L. Chapter 30A ss. 18-25, and City Ordinance Sections 2-2028 through 2-2033.” A Regular Meeting of the City Council held in the Council Chamber on Thursday, April 11, 2013 at 7:00 P.M., for the purpose of transacting any and all business. Notice of this meeting was posted on April 4, 2013 at 4:23 P.M. This meeting is being taped and is live on S.A.T.V. Councillor O’Keefe was recorded as arriving at 7:05 PM Council President Ryan presided. Councillor Carr moved to dispense with the reading of the record of the previous meeting. It was so voted. ORDERED: To accept donation from Peabody Police Department in the amount of Three Thousand Five-Hundred Dollars ($3,500.00) to fund the summer camp program. These funds will be deposited into the Police Department Summer Camp Donation Fund in accordance with the recommendation of Her Honor the Mayor. #266 – AUTHORIZE SUBMISSION OF CITY OF SALEM’S APPLICATION FOR FEDERAL ASSISTANCE TO HUD FOR COMMUNITY BLOCK GRANT FUNDS The following Order recommended by the Mayor, was adopted by unanimous roll call vote of 11 yeas, 0 nays, 0 absent. ORDERED: That the City Council hereby approves the submittal of the City of Salem’s application for Federal Assistance to the United States Department of Housing and Urban Development (HUD) for Community Block Grant (CDBG) funds for the period of July 1, 2013 through June 30, 2014 in the amount determined by HUD’s formula entitlement allocation ($858,641 estimated). #267 – APPROVE CHAPTER 121A DESIGNATION FOR SALEM HEIGHTS PRESERVATION ASSOCIATES, LIMITED PARNERSHIP The following Order recommended by the Mayor, was to schedule a joint public hearing with the Planning Board. ORDERED: That the City Council approve the Chapter 121A designation for Salem Heights Preservation Associates, Limited Partnership effective upon the expiration of the current 121A designation, which expires on March 26, 2013, and approve a 25-year extension to the initial 15-year period of exemption from property taxation and long term affordable housing restrictions that encumber the Project subject to approval of the Massachusetts Department of Housing and Community Development. Be it further Ordered, that the Mayor be authorized to enter into the 121A Agreement on behalf of the City. 102 CITY OF SALEM APRIL 11, 2013 REGULAR MEETING OF THE CITY COUNCIL #268 – ORDINANCE TRAFFIC PARKING TIME LIMITED, UNMETERED ZONES, WASHINGTON SQUARE NORTH Councillor Sosnowski introduced the following Ordinance, which was adopted for first passage. In the year two thousand and Thirteen An Ordinance to amend an Ordinance relative to Traffic, Chapter 42 Section 57A, Parking Time Limited, Unmetered Zones. Be it ordained by the City Council of the City of Salem, as follows: Section 1. Washington Square North, west side, beginning at the corner of Kimball Court and continuing in a northeasterly direction, ending at the corner of Williams Street two (2) hour parking limit. “Parking Time Limited, Unmetered Zones” Section 2. This Ordinance shall take effect as provided by City Charter. #269 – HOME RULE PETITION TO REDUCE THE NUMBER OF MEMBERS OF THE BOARD OF HEALTH Councillor Furey introduced the following Order, which was adopted. ORDERED: That a request to the Committee on Public Health, Safety and Environment co-posted with Committee of the Whole meet to discuss a Home Rule Petition for submission to the Massachusetts Legislature to repeal the Special Act, Chapter 654 of the Acts of 1972. The repeal will effectively reduce the size of the Salem Board of Health to three (3) members keeping with M.G.L. Chapter 111-25.
