SPECIAL MEETING OF THE CITY COUNCIL
Special Meeting of the City Council was held in the Council Chamber on Thursday, January
03, 2013 at 6:00 P.M., for the purpose of filling the vacancy of the Councillor At Large seat as a
result of the resignation of Councillor Joan B. Lovely, in accordance with Salem City Charter
Section 59A which reads as follows “If a vacancy occurs at any time in the office of a
councilor elected by and from the qualified voters of the city, such vacancy shall be filled
forthwith by a majority vote of all the remaining members of the city council for the
remainder of the unexpired term”
Notice of this meeting was posted on December 27, 2012 at 5:06 P.M.
All Councillors were present.
Senior Councillor and Acting President O’Keefe presided.
President O’Keefe read the following rules.
1. Councillors will vote alphabetically by roll call vote with President voting last.
2. President will accept Yea and Nay or present votes. Present votes will be counted.
3. To fill the vacancy of the Councillor At Large position an individual must receive a majority
vote of all the remaining members of Council. Per City Charter Section 59A.
(10 Councillors remaining would require 6 votes)
City Clerk Cheryl LaPointe, to read the resignation letter from Councillor At Large Joan B.
Lovely.
Council President O’Keefe – each candidate will have two (2) minutes to speak.
The following are candidates for the position of Councillor At Large in alphabetical order.

1. Lucy Corchado – 1 Chase Street, Apt. #2
2. William H. Legault – 2 Orne Street
3. Steven A. Pinto – 55 Columbus Avenue
4. Kenneth A. Sawicki – 40 School Street
5.Christopher O. Sicuranza – 7 Cedar Street
6. Robert J. Wright – 1 Essex St.
The roll call was read and each Councillor announced the candidate of their choice
Ballot #1 through Ballot #75 the vote was exactly the same.
Five (5) votes for Lucy Corchado
Five (5) votes for Steven A. Pinto.
Neither candidate received the necessary six votes.
Councillors Carr, Furey, McCarthy, Turiel and O’Keefe were recorded as voting for Lucy Corcahdo
Councillors Prevey, Ryan, Sargent, Siegel and Sosnowski were recorded as voting for Steven A.
Pinto.
A five minute recess was done after Ballot #50
Ballot #76
Three (3) votes for Lucy Corchado.
Two (2) votes for William H. Legault
Five (5) votes for Steven A. Pinto
Councillors McCarthy, Turiel and O’Keefe were recorded as voting for Lucy Corchado.
Councillors Carr an Furey were recorded as voting for William H. Legault.
Councillors Prevey, Ryan, Sargent Siegel and Sosnowski were recorded as voting for Steven A.
Pinto.
No candidate received the necessary six votes.

Ballot #77 through Ballot #80 the votes were exactly the same.
Four (4) votes for Lucy Corchado
One (1) votes for William H. Legault
Five (5) votes for Steven A. Pinto
Councillors Furey, McCarthy, Turiel and O’Keefe were recorded as voting for Lucy Corchado.
Councillor Carr was recorded as voting for William H. Legault
Councillors Prevey, Ryan, Sargent Siegel and Sosnowski were recorded as voting for Steven A.
Pinto.
No candidate received the necessary six votes.
Ballot #81 through Ballot #300 the votes were exactly the same.
Five (5) votes for Lucy Corchado
Five (5) votes for Steven A. Pinto.
Neither candidate received the necessary six votes.
A five minute recess was done after ballot #100, ballot # 150, ballot # 200 and #250.
Councillors Carr, Furey, McCarthy, Turiel and O’Keefe were recorded as voting for Lucy Corcahdo
Councillors Prevey, Ryan, Sargent, Siegel and Sosnowski were recorded as voting for Steven A.
Pinto.
Councillor Prevey moved that the meeting be recessed until Tuesday, January 8, 2013 at 6:00 PM.
It was so voted.
On the motion of Councillor McCarthy the meeting recessed at 2:25 A.M.
