CITY OF SALEM
FEBRUARY 23, 2012
REGULAR MEETING OF THE CITY COUNCIL
“Know Your Rights Under the Open Meeting Law, M.G.L. Chapter 39 §23B, and
City Ordinance Sections 2-2028 through 2-2033.”
A Regular Meeting of the City Council held in the Council Chamber on Thursday, February
23, 2012 at 7:00 P.M., for the purpose of transacting any and all business. Notice of this meeting
was posted on February 16, 2012 at 5:54 P.M. This meeting is being taped and is live on S.A.T.V.
All Councillors were present.
Council President Lovely presided.
Councillor Siegel moved to dispense with the reading of the record of the previous meeting.
It was so voted
President Lovely requested that everyone please rise to recite the Pledge of Allegiance.

#117 – CONDUIT LOCATION
A hearing was held on the Order of National Grid to install a conduit on Derby Street and Blaney
Street. Appearing in favor was Sabita Mahabier Sheehy representative from National Grid.
Councillor McCarthy asked if the work can be coordinated with the City Engineer. Ms. Sheehy
Stated that the work was contracted with the City. The conduit is already done.
Councillor Lovely asked when was the work done. Ms. Sheehy stated one year ago. There was no
one opposed. The hearing was closed. Councillor McCarthy moved that eh permit be granted. It
was so voted.
#118 – APPROPRIATION TO BE EXPENDED FOR REPAIR OF SOUTH HARBOR GARAGE
FIRE ALARM
The following Order recommended by the Mayor, was referred to the Committee on
Administration and Finance under the rules.

ORDERED: That the sum of Seven Thousand Five Hundred Dollars ($7,500.00) is
hereby appropriated within the “Capital Outlay Renovation and Repair” account to be expended for
the
repair of South Harbor Garage fire alarm system by the Parking Department in accordance with the
recommendation of Her Honor the Mayor.
#119 – PORTRAIT OF GEORGE WASHINGTON BE RELOCATED INTO THE COUNCIL
CHAMBER
Councillor Lovely introduced the following Order, which was adopted.
ORDERED: That the portrait of George Washington, now hanging in the City Hall
stairwell, be moved back to its place of prominence in Council Chambers behind the Council
President.
#120 – UPDATE FOR PROPOSED GAS STATION AT 111 NORTH STREET
Councillor Prevey introduced the following Order, which was adopted.
ORDERED: That the Committee on Public Health, Safety and Environment co-posted
with the Committee of the Whole meet to discuss the status of the proposed gas station on 111
North Street and that the abutting neighbors, the owner, Bob Sideropoulos and his counsel, the
Building Inspector, the City Engineer, The Fire Chief and the Health Agent be invited.
#121 – QUALITY OF LIFE ISSUES ON FRANKLIN STREET AREA
Councillor Prevey introduced the following Order, which was adopted.
ORDERED: That the Committee on Public Health, Safety and Environment co-posted
with the Committee of the Whole meet to discuss the variety of quality of life issues which have
created problems for several of abutting residents in the Franklin Street, Franklin Court and Foster
Street area and that the Committee invite the abutting neighbors, the Building Inspector, Health
Agent, Police Chief or his representative, City Solicitor and owners of the abutting businesses.

Councillor Sosnowski offered the following report for the Committee on Ordinances,
Licenses and Legal Affairs. It was voted to accept the report and adopt the recommendation.
The Committee on Ordinances, Licenses and Legal Affairs to whom was referred the
matter of granting certain licenses, has considered said matter and would recommend that the

#123 – (#91) APPRORIATION FOR THE RENOVATION OF SPLAINE PARK
Councillor McCarthy offered the following report for the Committee on Administration and
Finance. It was voted to accept the report and adopt the recommendation.
The Committee on Administration and Finance to whom was referred the matter of an
appropriation in the amount of $216,850.00 from “Capital Outlay – Renovation and Repair”
account to be expended for the City Portion of the renovation of Splaine Park, has considered said
matter and would recommend approval.
#124 – (#96) GOVERNING ON AN IPAD
Councillor McCarthy offered the following report for the Committee on Administration and
Finance co-posted with Committee of the Whole. It was voted to accept the report and adopt the
recommendation.
The Committee on Administration and Finance co-posted with Committee of the Whole
to whom was referred the matter of governing on the iPad has considered said matter and would
recommend that the matter remain in Committee.
#125 – HEARING REQUEST ON DENIED TAXI OPERATOR LICENSES

A request from David Benson and Darryl Fanning for a hearing on the denial of their taxi
operator licenses, was referred to the committee on Ordinances, Licenses and Legal Affairs to hold
a meeting on February 27, 2012 in Executive Session.
