MINUTES - Special - 8/24/2009 220 AUGUST 24, 2009 SPECIAL MEETING OF THE CITY COUNCIL A Special Meeting of the City Council was held in City Council Chambers on Monday, August 24, 2009 at 6:30 P.M. for the purpose of adoption of the Election Order and Polling Locations for the City’s Preliminary Election. Notice of this meeting was posted on August 21, 2009 at 9:01 A.M. Councillor Veno arrived at 6:35 P.M. Council President Paul Prevey presided. #473.2 – ELECTION ORDER FOR CITY PRELIMINARY ELECTION City Clerk submitting the Election Order for the City Preliminary Election and Polling Locations. Councillor Sosnowski requested and received unanimous consent to suspend the rules to allow Teasie Riley Goggin to speak. Teasie Riley Goggin voiced concern of moving polling location from Charter Street in Ward One. Councillor O’Keefe requested and received unanimous consent to suspend the rules to allow the City Clerk Cheryl LaPointe to speak. City Clerk stated that Police Traffic and Paul L’Heureux from the School Department were consulted on the locations and that the locations were also checked for accessibility by Bridget Simmons of the Secretary of State Elections office. Councillor Veno raised concerns for the Saltonstall School location due to heavy traffic and parking problems in the area. Councillor Veno amended the Order to delete Ward 5 precinct 1 and 2 Saltonstall School and replace with Ward 5 Precinct 1 Temple Shalom and Ward 5 Precinct 2 Pioneer Terrace Community Room. The amendment was adopted by a roll call vote of 10 yeas, 1 nay, 0 absent. Councillors Veno, Sosnowski, Sargent, Ryan, Pinto, Pelletier, O’Keefe, McCarthy, Lovely and Prevey were recorded as voting in the affirmative. Councillor Furey was recorded as voting in the negative. Councillor O’Keefe moved that the Order be adopted as amended. It was so voted by unanimous roll call vote of 11 yeas, 0 nays, 0 absent. Councillors Veno, Sosnowski, Sargent, Ryan, Pinto, Pelletier, O’Keefe, McCarthy, Lovely, Furey and Prevey were recorded as voting in the affirmative. 221 AUGUST 24, 2009 SPECIAL MEETING OF THE CITY COUNCIL ORDERED: That the meetings of the qualified voters of the City of Salem be held in the two Wards in the city at the polling places designated hereinafter on Tuesday, September 15, 2009 for the purpose of casting votes in the City Preliminary Election for the nomination of candidates for the following offices: Councillors of Wards Three and Five: for the term of two years AND BE IT FURTHER ORDERED: That the following places be and hereby are designated as polling places for said meetings: WARD THREE Precinct 1 & 2 Salem High School Auditorium, 77 Willson Street WARD FIVE Precinct 1 Temple Shalom (Front Entrance), 287 Lafayette Street Precinct 2 Pioneer Terrace Community Room AND BE IT FURTHER ORDERED: That the polls at said meetings be opened at 7:00 A.M. and closed at 8:00 P.M. and that the City Clerk be instructed to post this notice as required by law. Councillor O’Keefe moved for immediate reconsideration in the hopes it would not prevail. Reconsideration was denied. On the motion of Councillor O’Keefe the meeting adjourned at 7:31 P.M.
