SRA Decision
At their meeting on April 11, 2012, the SRA voted to approve the March 28,
2012, DRB recommendation for the proposed signage and carry out window at
60 Washington Street.
DRB Recommendation
At its meeting on March 28, 2012, the DRB recommended approval of the
proposed signage and carry out window for 3 Potato 4 with the following
conditions:
• If the decision of the building inspector regarding the window height
impacts the fagade, the applicant will need to return for review and
approval of those changes;
• The clearance height of exterior sign needs to be at least 8';
• The bracket specifications shall be provided; and
• The interior sign shall be hung.
Staff Comment for April 11 SRA Meeting
The applicant provided the bracket specifications. Due to a gap in
communication, the applicant's contractor completed the installation of the
window and hung the sign. Photos are included in the packet.
Proposal for March 28 DRB and April 11 SRA Meeting
The submission, dated March 15, 2012, includes the window plan, photos and
signage drawings.
The proposal is for two signs: 2' x 2' blade sign fabricated on PVC and a 1' x 2'
window sign. The blade sign will hang from a new sign bracket and will not be
lighted. The window sign will obscure less than 20 percent of the window. Both
signs are vinyl. A sliding glass carryout window will be added.

Dear Tom:
Per your request, let this letter serve as a recap for the SRA with respect to
our request to make the entry way for 60 Washington Street handicap accessible.
Currently the elevation differential between the City sidewalk and the interior of
our property is roughly 12 inches. Our building sits exactly on the property line.
In pursuing the concept of making our building more handicap accessible,
the Building Inspector's office recommended we raise the side walk in front of our
property. Architectural plans based upon this concept were created. The end result
was neither the DRB or us liked the results.
After considerable additional discussions of varying concepts, we finalized
an alternative approach which was recently approved by the DRB.
This approach involves the following steps:

1. Removing the existing six foot ten inch exterior ramp accessing the lobby
of 60 Washington Street and replacing it with a new cement ramp with a
grade of 1:12.
2. Lower the existing entryway doorway system to accommodate this new
ramp system.
3. Install to code and as agreed with the DRB a handicap rail system on the
south side of the exterior foyer and as practical on the north side.
4. Paint this rail system green (Benjamin Moore paint) to match the existing
green accent color.
5. Redo the interior lobby to create a new 1:20 ramp system to
accommodate the remaining 6+/- inch floor differential between the
sidewalk and the flooring within our property.
6. Remove the steep existing ramp entryway into the retail space formerly
occupied by the Court House Deli and replace it with two steps entry
system. Install a door from the lobby into this same retail space to
achieve handicap accessibility.
The end results will enhance handicap access to our property. Yet in a
manner that is minimally noticeable.

Dear Tom:
Per your request, I am hopeful the following will answer the DRB's latest
questions:
1. Diameter of the handicap rail?
The handicap rail will be one and one-half inches.
2. Length of railing?
The railing will be six feet six inches. It will not protrude out into the
sidewalk.
3. Material hand rail will be made out of?
The handrail and brackets will be made of steel pipe with rounded edges.
We recommend this railing system (including brackets) be painted green
to match the trim colors of the property to minimize its visibility.
We urge brass plated railings be avoided by the fact, as in front of the
city hall annex, after several years this system becomes pitted with
underlying black coming forth creating an ugly site.
4. Brackets will be made of steel, painted green and will mimic the simple
design as shown on the attach Architectural Access Board, 521 CMR

Tom, your help is needed to finalize this process. Because of the elongated
nature of this process, the time frame for renovations and the current date, we're at
the breaking point, regardless of the DRB's ultimate answer whether we make this
additional investment in 60 Washington Street, Salem.

60 Washington Street: Discussion of proposed sidewalk elevation change
Proposal
The proposal is to change the sidewalk elevation to make the retail tenant
spaces more compliant with handicap accessibility codes. The proposal shows a
sidewalk with two elevations. Nearest the building is a 7' wide sidewalk at a new
elevation approximately 1'-3" higher than the existing sidewalk. There would be a
3' high fence separating the new sidewalk from the existing one. Approximately
2'-4" of the existing sidewalk remain with the meters as they exist today.
Goldberg Properties is exploring an alternative design with Dunkin' Donuts
utilizing the common entrance door on the right end of the building.
