Following the initial assessment by the Design Review Board, we have been able to develop a more detailed design as well as construction drawings for this component of the project. Since the previous meeting in which this project was in front of the Design Review Board, the applicant has been granted schematic approval by the Salem Redevelopment Authority as well as site plan approval by the Planning Board. This Renovation Component of the project includes the second and third floors of the brick and wood frame buildings that currently remain on the Washington Street side of the parcel. The design team for the renovation portion of this project has worked diligently to provide further detailing of the previously approved farade treatments. Please see attached documents for the specific construction details showing how we intend to implement the approved schematic design. Upon final approval by the Design Review Board and Salem Redevelopment Authority, we expect to obtain approval from the building commissioner for the exterior renovation. Since the initial review by the Salem Redevelopment Authority, we have met with the Design Review Board and its members on at least four occasions. Their input has led to a number of design changes and improvements. The Design Review Board has recommended this project for schematic approval, subject to some minor notes. The design alterations made since our first presentation include, but are not limited to, the strengthening of the cornice lines, altering the treatment of window openings, utilizing different exterior materials, placing these materials in different locations, and modifying treatment of the storefront to create a more pleasant pedestrian experience. We agree with the Design Review Board that these changes have created a more attractive building, and a building that will be a welcomed addition to this corner location. Should we receive your approval, production of more detailed drawings are expected to begin shortly after this next meeting. We estimate that this process will take approximately two to three months. During this time, we will proceed concurrently with the Site Plan Review process through the Planning Board. We anticipate starting construction late winter or early spring 2008 and expect construction to be completed within approximately fifteen months of commencement, barring unforeseen circumstances. As you may have seen, demolition of the existing structures is moving forward already, and we expect exterior demolition to be complete in the month of November. Because of its highly visible location at the edge of the downtown and the precedent that it may set for the development of the entire block, it is important that it be a well designed building contributing to the urban fabric of the City's historic downtown. The reduction in the types of materials used and other changes in the fagade design are generally successful. The use of sturdy, high quality materials installed with care and attention to detail will greatly affect the success of the building design and we would encourage the designers to provide variety in planes and in detailing to make the fagade interesting and lively. The use of cast stone at the street level could easily be made to match the common Salem storefront style of simple columns and lintel as found on Front Street and other locations. We have included some examples with this letter. This will both visually support the building and anchor it to the site. It will also create a distinction between the retail and residential uses and provide cohesiveness to the pedestrian experience. By adding residential touches and definition to the fenestration of the upper floors this distinction would be strengthened. The Design Review Board may also want to ask to see a typical bay at greater detail. We continue to prefer a chamfered corner to the proposed curved corner as it fits the geography of the site and the context more appropriately. However the design changes have resulted in making the rounded edge appear smaller, which is an improvement. The building might benefit from having one or two stronger"entre" points such as at the corner or on each street edge of the building. The creation or maintenance of a"street wall' is important to creating a strong retail environment (goal #3 of the marketplace report) and the site design of this project does not to do so. Although this may be at odds with the use of the site we would be remiss to leave our concerns unstated. In lieu of the placement of a building edge along Front Street, landscaping elements could be used to shield the parking from the street and create a street front. A brick wall with a gated entryway, trees, shrubs, and benches could all be used to strengthen the street wall as well as reduce unauthorized parking in the lot. Given the current status of the demolition process which is further outlined below and after discussions with our neighbors, the Planning Department and the Mayor's office, we have elected to postpone the bulk of exterior demolition work until November 1. After obtaining your permission for the demolition of two structures on this building, we did successfully receive a waiver of the demolition delay ordinance from the Salem Historical Commission on August 15. This decision was filed with the City Clerk on or around August 21. We then waited for a 21-day appeals period to expire. As such, on or around September 11, we had final approvals in place for the demolition. During the appeals period and immediately after the expiration of that appeals period, we finalized a survey of existing utility connections and interior environmentally sensitive materials such as asbestos. We then filed with the Department of Environmental Protection for the 10-business day notification required prior to the start of asbestos removal. This notification period expired on September 24. During September we also met with National Grid to discuss the relocation of the current electrical service which currently sits in one of the to-be-demolished buildings. After multiple meetings and continued request for assistance, National Grid has not yet identified the transformer connecting power to our site. Keyspan has indicated, and our plumber is confirming now, that all gas service to other portions of the buildings is shut-off. Pending final confirmation of disconnected utilities, we intend to supplement our interior demolition permit application with an application for the demolition of the two structures in whole. 1 Our intention remains to get the structures down as quickly as possible, but given the vast amount of people expected in Salem during the Halloween season, we did not want to risk that work would not be completed by October 15 if we started exterior demolition in early October. As such, even though we still believe all heavy work will take only one-to-two weeks, we have scheduled the heavy exterior demolition work to start on November 1. While this work on demolition has continued, we have appeared twice before your Design Review Board and expect a third meeting with the DRB next month to discuss exterior elevations, finishes and the style of the newly proposed building. The changes the developer has made did address a portion of our concerns about the previous conceptual design. Their work demonstrates that they also value the historical character of downtown Salem. However we still have four specific concerns. Site Planning—Front Street Facade No additional information was provided in terms of the site planning and we assume no changes were made. Therefore our previously submitted comments stand. Most importantly, that the streetscape at Front Street is not adequately strengthened by placement of parking along the street. This was a goal stated in the Marketplace Study and is very important to the overall character and marketability of the neighborhood. Although we think that a better solution could be found, if this layout is to remain it is imperative that special attention is paid to paving,planting, and lighting in order to mitigate the weakening effect of parking on the streetscape. Also, the treatment of the rear fagade will be important to see soon as the design process continues. Corner at Washington Street and New Derby Street As previously noted, curved facades are not characteristic of the vast majority of downtown commercial buildings in Salem. Although along Derby Street round building Fax (978) 744-4356 • Email: hsiCcbnii.net • Web: http://www.historicsalem.org comers do exist, they are more recent buildings and their facades addresses the sidewalk and turning radii directly adjacent to the building, which is not the case with this building. Cutting the corner at a either a 90 degree or 45 degree angle would be more fitting with the local character and most likely more cost effective for the developer. We invite the architect to look at the nearby Front Street buildings,Edgewater building, and the Hawthorne Block, to see examples of a more suitable solution. Materials We maintain our concern regarding materials and detailing. The aesthetic impact of this project and the perception of downtown Salem as a whole will depend greatly on the treatment of the exterior materials. Echoing details such as the cornice brackets of the Central house and the color and brickwork of surrounding buildings should be strongly considered. Some of our board members voiced concern about the treatment of the 4`h floor and about the strong contrast in materials selected. Pedestrian experience along Washington Street We anticipated that as the floor plans are solidified changes may be made to these elevations. The treatment of retail level windows, doorways, and signage and their effect on the street experience should be considered. In addition,the drawing we reviewed shows no indication of mechanical equipment on the roof. Hopefully this will be addressed as the design progresses. Our comments are based on the packet submitted by the developer, RCG, on July 25`h, 2007. We appreciate the developer's response to many of the concerns previously voiced by Salem residents and by the Marketplace Redevelopment Committee (MRC). This proposal is a good first step to addressing the context and scale of the neighborhood in which the Salem News block sits. We believe there are two main design issues. The first is the design & use of building components, such as materials & motifs; and second is that of site planning, in particular the way the proposal addresses the MRC recommendations. Materials & Design We endorse the use of dimensional bricks &historically accurate siding materials, selected for durability. The goal should be to replace a dilapidated old building with one that will stand the test of time. We are especially interested in the first floor design and materials and would appreciate the opportunity to comment on these as the design is further developed. The architectural style should use local characteristics instead of trendy motifs to ensure it strengthens the unique, local aesthetic. There are many pertinent details found in the structures to remain. The architects should examine the remaining and neighboring buildings for ideas on the design of rooflines, columns, storefronts, and in rethinking the curved outline of the proposed building at the comer. Site Planning We are pleased at the developer's current proposal of a 4-story building. According to the MRC a goal of development should be to strengthen retail along the edge of this block (MRC recommendation#3). It would also be desirable to strengthen the streetscape of Front Street. We feel that by planning for parking to face Front Street the developer misses an opportunity not only to add to the successful business character of the street but also financially to take advantage of it. Perhaps one option would be to incorporate an "alley" and build a small structure of similar context and scale on the Front Street fagade. We would like to see an improved pedestrian experience, particularly by repaving on the comer and adding a crosswalk to connect to the sidewalk across the street. We would also like to see if the City might improve the current green space and parking in front of the building. Due to the timing of the DRB meeting at which the proposal will be initially reviewed, it may not be possible to have a representative of Historic Salem in attendance. At this point,we are seeking Schematic Design Review for both components of this redevelopment. These preserved buildings would be residential on the upper floors and existing retail on the first floor. We do not anticipate changing the location of any exterior walls associated with this building but we do anticipate exterior repair and improvements. We are also then proposing to replace the two vacant structures on the site with a new four-story mixed- use building that would provide approximately 8,000 square feet of new commercial space and three floors of residential. The site plan proposed would provide 36 parking spaces. Our anticipation is that the Design Review Board will likely proceed at different paces on each component, so that is why we designate the two components here. We have already filed for a waiver of the demolition delay ordinance with the Salem Historical Commission, and we anticipate filing for a Site Plan Review with the Planning Board and be on its agenda in September. We hope to complete demolition in September; to start the renovation and rehabilitation project shortly thereafter; and to begin construction on the new building as soon as possible.
