141 Washington Street (Distillery Building): Discussion of proposed window
boxes and watering system
Proposal
The proposal is to install five window boxes on the second floor balcony of the
Distillery Building. The boxes would be constructed of cedar and painted Essex
green. The proposal also includes a watering system comprised of a hose
running down from the third floor which would be painted to match the brick. The
hose would connect to a horizontal hose that would run in and out of each
window box.
Staff Comment
The applicant has considered alternative methods for watering the window boxes
and considers this proposed system to be the most manageable. However,
because the system has not been tested before, she is not certain it will work
exactly as she intends. The applicant will bring samples of the hose, color, and
method of attachment to the meeting.

Our proposal is to make a mahogany box to sit centered in front of each of five
windows that look down onto Front street For years I drove my horse and carriage
past this balcony and imagined it draped with flowers as one might see in Italy.
Now as owner of two windows on the balcony,I have enthusiastic interest from our
neighbors who own the three windows. We would like the boxes to be long lasting
and have had a proposal drawn up by local carpenter Bill Smith. His box dimensions
are suitable and measured to fit the flat iron balcony they will sit on: 12 inches wide
on the outside,and ten on the interior. The standing height on the boxes is also
designed to be 12 inches. The color would be natural mahogany unless the*
commission is insistant on painting over mahogany. The boxes will be planted with
some perennial grasses in addition to a seasonal rotation of plantings. Drainage is
provided in the bottom of these boxes.
Watering
As seen in the photo there is a business right below our balcony. Watering should be done in the early
morning or late at night.
I have observed that it is rather awkward to open the god floor windows and to stick out a watering
can. I also do not have a way to deliver water from a spigot on the street level up over my head into
the balcony. Rain is not reliable as the only source of water for such window boxes.
For the greatest chance of success in keeping the boxes adequately watered,a system of irrigation
hose is proposed,running in and out of each box through the narrow ends,with solid hose sections
spanning the distance between boxes. Water would be delivered to the boxes through one hose
descending from the 3rd floor. If this hose is small diameter,brick colored,and fused nicely to the
building,it would not be a distraction. On the 3rd floor level,not visible from the street,a splitter
would bring a section of hose to each owner's third floor dormer window,where pouring water in
with a funnel and pitcher could be part of the residents'morning or going to bed routine.

On behalf of the Board of Trustees for the Distillery-at Lawrence Place Condominium,I am
requesting permission to remove 4 existing chimneys from the above referenced building. The
chimneys are non-functioning and have begun to suffer significant water intrusion and
deterioration resulting in damage to the finished living spaces below. The chimneys will be
removed to just below the roof deck and the hole will be shingled to match the existing shingles.
Tom McGrath from Salem's Building Department has indicated his support for their removal.
