On behalf of Peabody Block LLC, RCG LLC kindly requests placement on the meeting agenda at the
Salem Redevelopment Authority's September 13, 2006 meeting in order to propose changes to its
property at 8-10 Barton Square and 247 Essex Street, which lies within the Central Development Zone,
The building currently is used for both retail and office uses and includes the addresses of 118-128
Washington Street, 247 Essex Street and 8-10 Barton Square. There are also nine existing parking
spaces on the site.
We plan to convert approximately 6,300 square feet of vacant commercial space into 5 residential
apartments—two located on the second floor of 247 Essex Street and three located at 8-10 Barton
Square. The conversion of the second story office space at Essex Street into two one-bedroom
apartments will not require any changes to the exterior of the building. In order to convert the back part of
the former Phoenix School, with an address at 8-10 Barton Square, into one 2-bedroom townhouse and
two 2-bedroom flats, we propose to construct a new exterior walkway and replace three existing windows
with new doors. To enhance the visual appearance of the property, we also propose to relocate a
dumpster. introduce a trellis and landscaping, and provide lighting along the new walkway. Parking
requirements for the new use can be satisfied within a 1,000-foot radius at the lots managed by RCG that
abut Dodge Street Court.
The conversion is expected to take 3-6 months from the start of construction to occupancy and will be
managed by RCG. We anticipate beginning construction as soon as approvals are in place.

An incredibly durable Brazilian Hardwood rated by the US Forest Lab for 25 years plus. Naturally resistant
to fire (rated class A by the NFPA or class 1 by the UBC) insects, moisture, and movement, this air dried
hardwood (16-20%) is perfect for exterior commercial and residential applications such as decks, docks,
or exte6or furniture. In service for over 25 years from Diner Key Marina in Miami, to the Atlantic City
Boardwalk, IPE has proven durability. It can be sealed to maintain its natural beauty or it can be allowed
to weather to be a beautiful silver gray.
It is available in a vadety of standard dimensional lumber sizes and can be used for entire projects. It
is easily cut with standard carbide tipped blades but requires pre-drilling and screwing with stainless
steel screws. Hidden fastening systems area also available. Standard decking size is 4/4 material (net
3/4" thickness) not 5/4 or 8/4 and on 24" centers the 4/4 material will provide a 100 lb live load rating far
surpassing any cedar, redwood or CCA pressure treated material. It has a hardness rating of 3640 Janka,
almost 3 times that of northern Red Oak at 1260 Janka. IPE also resists surface checking and is naturally
resistant to molds, which are the two most destructive forces to the face of decks.
When compared to other decking mateJals such as redwood, cedar, or copper chromium arsenate
pressure treated materials, IPE gives longer life (3-5 times the life span), stronger resistance to fire,
weather, insects and movement and is competitively priced with high grades of cedar and redwood. If

IPE, the value of IPE becomes very clear!

aisle to the other side at the top of the parking lot located on the Barton Square side of the building. The
specifics of the proposed project have been discussed with Building and Electrical Departments who have
granted their preliminary approval, pending review by SRA.
Since this request relates only to the limited alteration to the premises we plan to complete this scope of
work as quickly as possible pending Board approval,

Upon further review of the Salem Zoning Ordinance, it came to our attention that our proposed conversion
of commercial space at 120 Washington Street to 5 residential units only requires 5 parking spaces (1 per
dwelling unit), rather than the eight we originally designated. On behalf of Peabody Block LLC, we would
like to revise the parking allocation down to one on-site space and four off-site spaces located within the
allowable radius. I have attached a new site plan diagram that shows the location of these new spaces.
The offsite spaces have been relocated from the 76 Lafayefte Street parking lot that we control to the

DESIGN REVIEW BOARD RECOMMENDATION
September 27, 2006
120 Washington Street (Peabody Block) —Review of proposed minor exterior
changes to the rear of 120 Washington Street.
RECOMMENDATION:
At their meeting on September 27,2006, the DRB voted to recommend approval of
the proposed exterior changes with the following conditions:
• The trellis should either be moved higher or lower on the building to
align better with the windows;
• The design should include lighting either on the wall beneath the trellis or
in the ground under the trellis; and
• A window treatment, such as a shutter, should be included in the large
window on Barton Square and at the second floor unit on Essex Street.
This treatment should be proposed and reviewed by Michael Blier, as a
representative of the DRB.
PROPOSAL:
The project includes a renovation of the rear of die Peabody Block (120 Washington
Street) to accommodate 5 new residential units—two located on the second floor of
247 Essex Street and three located at 8-10 Barton Square. The renovations are
shown in plans submitted to the SRA/DRB on September 1, 2006 and include the
construction of a new exterior walkway,replacement of three existing windows with
doors, relocation of the dumpster, installation of a trellis, landscaping and new
lighting.

RCG LLC kindly requests a second hearing with the SRA during its October 11,2006 meeting in order
review the proposed changes at 8-10 Barton Square and 247 Essex Street.
As previously submitted, we propose to convert approximately 6,300 square feet of vacant commercial
space into 5 residential apartments—two located on the second floor of 247 Essex Street and three
located at B-10 Barton Square. The conversion of the second story office space at Fssex Street into two
one-bedroom apartments will not require any changes to the exterior of the building. The three units with
addresses at 8-10 Barton Square involve construction of a new exterior walkway and replacement of
three existing windows with new doors. In addition, the changes include relocation of an existing
dumpster, introduction of a trellis and landscaping, and lighting along the new walkway.
The proposal received conditional approval at the Design Review Board's September 27, 2006 hearing.
The conditions get by the DRS were: 1)Add window screening at exposed locations, 2) Raise the trellis
height to align with storefront. and 3)Add lighting at the trellis. We received a verbal approval on 9/29/06
of the window screening as proposed in the attached drawings.
We satisfy parking requirements for the new units between one space on site and seven offsite within a
1,000-foot radius at the 76 Lafayette Street parking lot, which is controlled by affiliates of RCG. We have
attached a diagram showing the offisite parking spaces in relation to the proposed units.
The conversion is expected to take 3-6 months from the start of construction to occupancy and will be
managed by RCG. We anticipate beginning construction as soon as approvals are in place.

SRA DECISION:
At their meeting on October 11, 2006, the SRA voted to approve the DRB
recommendation with the stated conditions that are reflected in the revised drawings
submitted to the SRA dated October 11, 2006.
RECOMMENDATION:
At their meeting on September 27, 2006, the DRB voted to recommend approval of
the proposed exterior changes with the following conditions:
• The trellis should either be moved higher or lower on the building to
align better with the windows;
• The design should include lighting either on the wall beneath the trellis or
in the ground under the trellis; and
• A window treatment, such as a shutter, should be included in the large
window on Barton Square and at the second floor unit on Essex Street.
This treatment should be proposed and reviewed by Michael Blier, as a
representative of the DRB.
PROPOSAL:
The project includes a renovation of the rear of the Peabody Block (120 Washington
Street) to accommodate 5 new residential units —two located on the second floor of
247 Essex Street and three located at 8-10 Barton Square. The renovations are
shown in plans submitted to the SRA/DRB on September 1, 2006 and include the
construction of a new exterior walkway,replacement of three existing windows with
doors, relocation of the dumpster, installation of a trellis,landscaping and new
lighting-

Staff Comments for July 12, 2017 SRA Meeting
The enclosed materials reflect the original proposal, but the applicant indicated at the
DRB meeting, that they are willing to return for final approval of the deck, and to
implement the other two recommendations as noted above.
In terms of the deck, the DRB had several comments; notably:
1. The railing should be set back further from the roof edge in order to provide
privacy for both users of the deck, and patrons of restaurants and the park below.
The railing's design should also be revised to present a thicker, more substantial
appearance, which would also provide better privacy/screening for users of the
deck.
2. The lighting fixtures should all be down lit; no string lights should be used.
3. Consider a wider opening (perhaps French doors) to the deck.
Proposal
The applicant plans to convert office space that is currently occupied by the City of
Salem, into residential rental units. Enclosed are a cover letter, a plan set, photos,
renderings, and specification sheets that details proposed resultant changes to the
building's exterior. Proposed changes include:
1. Replacement of windows on floors two through four of the building —White, vinyl,
simulated divided light Harvey Tribute Commercial Series.
2. A proposed roof deck on floor two, overlooking Lappin Park. It will be bordered
with a railing made of pressure treated wood painted white (built to match
existing Barton Square railing). Dowr light sconce fixtures and proposed string
lights will provide light for the deck. The decking floor will be composite (Azek
Arbor Series), silver oak finish.
3. A new trash enclosure will be installed in the rear parking area of the building. It
will be made of 8' cedar panels, stained white.
The applicant also notes that it will improve the front entrance of the building and fund
the planting of two street trees in front of the property.
Staff Comments for June 28, 2017 DRB Meeting
On June 2, 2017 the Planning Board reviewed this proposal as a site plan review. It
approved the project, including a condition for the applicant to provide funding for two
street trees. As noted above, the applicant will comply with that condition. The Board

unanimously (5-0) to approve the proposed replacement of windows, new
roof deck, trash enclosure, and entryway improvements at 120 Washington
Street (Peabody Block LLC c/o RCG LLC), conditional upon the following:
1. That the applicant returns to the DRB and SRA for review and
approval of detailed final drawings of the proposed deck area (deck,
railing, privacy screening, and lighting).
2. That dark stain is used for the trash enclosure; not white.
3. That the front entry area be made to look different than the existing
