We plan to convert approximately 6,300 square feet of vacant commercial space into 5 residential apartments—two located on the second floor of 247 Essex Street and three located at 8-10 Barton Square. The conversion of the second story office space at Essex Street into two one-bedroom apartments will not require any changes to the exterior of the building. In order to convert the back part of the former Phoenix School, with an address at 8-10 Barton Square, into one 2-bedroom townhouse and two 2-bedroom flats, we propose to construct a new exterior walkway and replace three existing windows with new doors. To enhance the visual appearance of the property, we also propose to relocate a dumpster. introduce a trellis and landscaping, and provide lighting along the new walkway. Parking requirements for the new use can be satisfied within a 1,000-foot radius at the lots managed by RCG that abut Dodge Street Court. The conversion is expected to take 3-6 months from the start of construction to occupancy and will be managed by RCG. We anticipate beginning construction as soon as approvals are in place. RECOMMENDATION: At their meeting on September 27,2006, the DRB voted to recommend approval of the proposed exterior changes with the following conditions: • The trellis should either be moved higher or lower on the building to align better with the windows; • The design should include lighting either on the wall beneath the trellis or in the ground under the trellis; and • A window treatment, such as a shutter, should be included in the large window on Barton Square and at the second floor unit on Essex Street. This treatment should be proposed and reviewed by Michael Blier, as a representative of the DRB. A new trash enclosure will be installed in the rear parking area of the building. It will be made of 8' cedar panels, stained white. The applicant also notes that it will improve the front entrance of the building and fund the planting of two street trees in front of the property.
