Last year Salem was invited to submit a full application to the Mayor's Institute for City Design to support the community planning process for redesigning the Essex Street pedestrian mall. We were not selected for funding. However, given the mall's unrealized potential as a great urban space, the City and its partners undertook Phase 1 of the redesign. With Phase 1 nearing completion, Salem is now submitting an application for Phase 2 of this project—detailed development of a new design, which will incorporate public art as a key component to redefine and revitalize this important community place. In January 2011, the City began a series of public forums to gather community input about the mall, evaluate its relationship to the larger downtown and City as a whole, and to explore options for its future redevelopment. The forums, which will be completed this April, will result in a preferred conceptual scenario, and the City will then be ready to proceed with the design development phase. Together with Peabody Essex Museum, The Salem Partnership and Salem State University,the City envisions a new design with public art as a key component of this revitalization plan. In particular,the newly designed space will serve as a perfect repository for both permanent or temporary art displays in a variety of media. Equally as satisfying, is the fact that the newly designed mall will be not only an opportunity to increase local access to art, but is intended as a revitalization strategy: as the aesthetic appeal and function of the space increase, the pedestrian mall will be enhanced as a commercial corridor, helping existing and new businesses to thrive. The mall's location at the front door of a world-renowned art museum, The Peabody Essex Museum, is one of its greatest assets, and underscores its potential as a great public place. At the first two community planning forums, members of the public expressed interest in enhancing the role of the arts within the mall. Budget.The budget request is$100,000. $75,000 in cash and another$77,800 in in-kind services will be provided as the local match. The total project cost is $252,800-$177,800 for streetscape development plans, master plan for public art, and civic engagement; and $75,000 for engineering. b. Major project activities. The proposed project is Phase 2 of the redesign of the Essex Street pedestrian mall with the goal of creating a great urban place. By the end of April, Phase 1 will be complete and we will have a preferred conceptual scenario guided by extensive community input. Phase 2 will consist of the development of the design development plans for this preferred scenario. In Phase 2, an urban design consultant team, including engineers, and a public art consultant,will further develop this new design for the mall, which will incorporate both permanent and temporary public art spaces, and provide for vehicular access and traffic circulation, cafe seating, landscaping, signage, street furniture, and visual gateways. The civic engagement process will include input from arts organizations, local merchants, property owners, residents and other stakeholders through a series of public meetings. This process will include but not be limited to 1) public meetings between the urban design team and representatives of the regional arts organizations 2) public meetings on design development process 3) public meetings with interested members of the community on how better to integrate art into the mall. Simultaneously with the above process, a committee of artists, residents, businesses, community leaders will develop public art policies and procedures for art selection and programming on the mall and possibly for future use of public art and programming through the city. This master plan will include planning, purchasing, commissioning, handling, conservation and maintenance of public artwork as well as a process for art events in public spaces. Therefore, a plan will be in place for selection of public art during the actual redesign of the mall. The mall design, with its integrated art spaces, will reflect Salem's rich history, cultural heritage and the diversity of its population. Furthermore, this project will be a model for the many other outdated and underutilized malls identified at the Mayor's Institute on City Design in 2010. The process described above could be replicated in other cities as a revitalization strategy. Specific tasks of Phase 2 include (1)an extensive civic engagement process as described above; (2) development of a Master Plan for Public Art; (3) preliminary engineering work: and (4) preparation of design development plans. The City and its partners envision strengthened economic development activity, more creative utilization of the space; more year-round businesses, an enhanced sense of place, and an improved quality of life. The introduction of public art is a key revitalization strategy and will enhance downtown's role as an arts center for Salem and the entire North Shore region. c. Outcome(s) and Measurements. In pursuit of the Arts Endowment's outcome, "Livability:Strengthening communities through the arts,"the City of Salem and its partners anticipate numerous measurable community benefits.The project will transform the Pedestrian Mall from a desolate, "d'ead" space to a healthy district for the arts, cultural activities, shopping, dining and gathering; and will strengthen the local business economy. It will increase the activity and visibility of Salem's arts and cultural organizations, and increase the community's access to the arts. The project outcome will be a final design plan including public art spaces. The City and its partners will measure the project's success as follows: (1)Achieving consensus for a streetscape plan; (2) Completing a master plan for selecting public art; and (3) Positioning ourselves to secure funding for the next phase of the project, which is the construction phase. d. Schedule. Project Start—July 1, 2011. Tasks: (1) Preliminary engineering work completed October 1, 2011; (2) Civic engagement through various forums to finalize project design completed December 1, 2011; (3) Master Plan for Public Art completed March 1, 2011; and (4) Design development plans completed June 30, 2012. 2 City o/Salem, Massachusetts' e. Partners, key organizations, individuals and works of art.As the lead entity,the City of Salem will coordinate the partner organizations and be responsible for grant administration, as well as participate in all project activities. Resources include$75,000 in matching funds and highly qualified planning staff with significant experience in revitalization efforts and grant administration. The Peabody Essex Museum (PEM) is committed to participating as a key partner. As a unique resource, PEM brings their experience in celebrating outstanding artistic and cultural creativity. PEM has extensive experience with urban design and planning in relation to its 2003 expansion, which restructured Salem's point of arrival for visitors, and created a new public park space and new pedestrian connections between the downtown and waterfront. PEM's experience in arts programming across cultures and centuries will be an invaluable resource as we pursue a public art presence on the mall. PEM will also contribute to the match through staff expertise and meeting space. The third partner is The Salem Partnership, a 24 year-old membership organization that facilitates collaboration between businesses, non-profit organizations and government agencies. Its focus is on major economic and cultural projects related to the revitalization of the City of Salem, including a specific focus on downtown and the Creative Economy. The Partnership will coordinate with the private sector, as well as creative economy businesses, which will be a great asset and resource for the project. It is noted that the Executive Director is also a member of the State Creative Economy Council. The fourth partner, Salem State University with approximately 10,000 students and a staff of close to 600 is an integral part of the community. The University has a Center for Creative and Performing Arts that coordinates over 100 events annually. Its nationally accredited programs and award winning faculty and students in Art, Music and Theatre along with its growing and outstanding academic departments in Dance and Creative Writing will be an invaluable asset in the arts component of this project. The City and its partners will issue a Request for Proposals for urban design consultant teams, including urban design,'engineering, and public art consultant to ensure that public art will be incorporated as part of the design (i.e. staging areas for performance art, creative street furniture, or other features). Last year Salem was invited to submit a full application to the Mayor's Institute for City Design to support the community planning process for redesigning the Essex Street pedestrian mall. We were not selected for funding. However, given the mall's unrealized potential as a great urban space, the City and its partners undertook Phase 1 of the redesign. With Phase 1 nearing completion, Salem is now submitting an application for Phase 2 of this project—detailed development of a new design, which will incorporate public art as a key component to redefine and revitalize this important community place. In January 2011, the City began a series of public forums to gather community input about the mall, evaluate its relationship to the larger downtown and City as a whole, and to explore options for its future redevelopment. The forums, which will be.completed this April, will result in a preferred conceptual scenario, and the City will then be ready to proceed with the design development phase. Together with Peabody Essex Museum, The Salem Partnership and Salem State University, the City envisions a new design with public art as a key component of this revitalization plan. In particular, the newly designed space will serve as a perfect repository for both permanent and temporary art displays in a variety of media. E�atisfying is the fact that the newly designed mall will not on y e an opportune o Increase local access to an, but is intended as a revitalization strategy: as the aesthetic appeal and function of the space increase, the pedestrian mall will be enhanced as a commercial corridor, helping existing and new businesses to thrive.
