GENERAL NOTES
RE: SIGNS AT PICKERING WHARF
l.- There are a number of shops with various types of stickers
applied to the shop windows. These stickers are in violation
of t I he Tenant Design Criteria Manual (Section V-13) . These
stickers may be applied. to hanging or free-standing mounts
for display (see similar signs in "Mariner' s Cove" and
"Young Reflections" shops, Building, M) .
2 . There continue to be many shop windows which are cluttered
with temporary paper signs which should be removed as soon
as possible.
3. No sandwich board signs have been approved by ADD Inc. The
existing sandwich board signs tend to clutter the site and
should be removed.
4 .- All installed buildi ng name signs�. were not built to ADD Inc
design specifications and have not been approved by ADD Inc.

GENERAL NOTES
RE: SITEWORK AND LANDSCAPING
During the course of construction, the Pickering Wharf
site plan has been altered in many ways. Stairs, walls,
stone "outeroppings", various paving and planting details,
and a number of unspecified plants were introduced to the
site. The as-built conditions do not fully reflect any
plans on file with our office (the original of 1977, revis-
sions to this plan through 1978, or the most recent planting
plan of 5 March 1979. This planting plan was drawn by Bill
Pressley's office specifically at the owner's request and
only after Mr. Pressley's consultation with Arthur Collins
at the site) .
ADD Inc is disappointed in the final architectural qualities
of the site. We particularly regret :
1) The, loss of the large linden and sugar maple trees at
the intersection of Pickering Way and Wharf Street and
their replacement with smaller maples and flower beds ,
backed by unscreened A/C condensing units and a transformer
elevated on a brick pedestal .
2) The use of single family residential scale shrubs and
the spacing of the same in planting beds throughout the
site.
3) The loss (?) of the row of Washington Hawthorns -along the
east property line of the project ( "behind" Building A)
4) The loss of the textured parking lanes along Wharf Street
5) The seawalk:
a) The surface (Concrete pavement)
b) The guardrails and brick posts
c) The typical 112 x 4" bench design
d) The chain�Link fence marina entrances

6. The "barrel bollards" and chains in and along roads
and walks.
7) The concrete planter boxes.
8) The loss of the gazebo.
9) The abundance of low stone walls and "outcroppings" .
10) The number of steps in several of the walkways.
Also we are concerned about human safety on the project .
1) There are several instances of walkways which shoul,d
have hand or guardrails, one or two are of questionable
width.
2) There are projecting stone walls and/or "outeroppings"
in the vicinity of Building D which are very dangerous.
3) The seawalk is being heaved by the movement of the seawall
causing cracks in the seawalk.
4) There are many paved areas on which water stands after
rainstorms. If this water is not drained from these
surfaces, not only will there be freezing and thawing
problems in the winter, but "sheets" or ice which will be
dangerous underfoot .
5) Not all exterior stairs/steps have handrails.
In addition to the above, there are other site related items
of concern to this office . Many of these follow:
1) Lights
a) Lights on Brandy's Pub deck never approved by this office
(See General Notes - Leased Ground Floor Space, 10/22/79)
b) Lights on Victoria Station deck never approved by this
office (See General Notes - Leased Ground Floor Space, 10/22/79
c) Small bollard lights ("Type B") - These lights are too
bright . Some time ago this office inquired of the
salesman whether an amber sleeve could be made to cut
the glare of these lights. We were informed by the
ADD Inc Architecture Design Development

salesman that he had been approached by someone from
Pickering Wharf and was investigating the matter for
him.
d) We are curious as to why the tenant/shop entrance lights
are hung from the signage bands on all buildings except
for D & J where they are attached below this band.
2) No fences have been installed around the A/C condensing
units (See Memo to Jeff Shaw from Tucker Shields 13 September
1979)
3) We recommend that the flower boxes atop the Building M
Congress Street facade be removed.
4) The handrail by the Paul Marks Cheese Shop (South elevation
Building C) was not approved by ADD Inc.
5) The "Sippity" vending cart by the Paul Marks Cheese Shop
was not approved by ADD Inc.
6) The bike racks on the site were not approved by ADD Inc .
7) The "double-decker" A/C condensing unit racks behind Building L
and Building F (See transmittal to John Pina from Tucker
Shields, 6/27/79) were not approved by ADD Inc. The "double-
decker rack between Buildings C & D was not built as designed
by ADD Inc (See SK-CD1,2,3 dated 6/27/79) .
8) The "Coke" and ice machine by the mechanical room to the
south of Building L (Victoria Station) were not approved
by ADD Inc.
9) The installed traffic control gates (Auto - Gate G89, Automatic
Parking Devices, Inc. ) are not those specified (parking gate
Model 121, the Cincinnati Time Recorder Company - See Memo
to Jim Van Sickle from Tucker Shields 10/5/78)
10. The monument to the Salem Frigate" (By Seawalk to the east
of the project) was not approved by ADD Inc.
11. No deck planter boxes, tables, chairs, and umbrellas (Victoria
Station and Brandy's Pub) were approved by ADD Inc.

ADD Inc has had little to do with the marina since we
laid out the piers and located the gang ways. However,

Dear Mr. Leonard:
To date ADD Inc has understood that it had the consent of the
project owners and the Planning Department of the City of�
Salemi through the Salem Architectural Design Review Board, to
. review and comment on design changes regarding the above pro-
ject. We understood this review and comment procedure would
apply to additions to all buildings and the. site, including
tenant spaces, signs, awnings, lighting, and related matters
affecting the overall design of the project .
A process for reviewing these matters was established at the
outset of the project and is presented, as it applies to tenant
spaces, in the Tenant Design Criteria Manual of 1 December 1977.
On several occasions, ADD Inc has supplied Wilder-Manley Associates ,
Inc. with copies of this manual to present to both prospective
andsigned tenants. However, often changes are made, and signs
and exterior elements attached to the buildings, which have not
been approved by ADD Inc or the Salem Architectural Design Review
Board. These elements, changes in the site .plan, and the unapprov-
ed building additions are affecting the intended character and
quality ofthe project.
In the past , ADD Inc has provided lists of approved finished
spaces and related architectural/design elements to aid the
project owners, the Salem Architectural Design Review Board,
and Wilder-Manley Associates in determining what has been approv-
ed by this office. Jeff Shaw of Wilder-Manley Associates repeat-
edly has assured ADD Inc that , when time allows, any unapproved
signs, awnings, lights, and related elements will be removed
or submitted to this office for review and comment . Consequently,
ADD Inc has kept the bulk of its critical comments regarding the
sitework and exterior building treatment to "on site" comments
to those concerned (contractors, owners and/or leasing agents) .

Dear Sirs:
This office rejects the freestanding valet parking shelter
designed for Victoria Station by James H. Ballou of Salem
(drawings dated 10/27/79) . We reject this structure
aesthetically and in principle for reasons previously stated
in Phil Briggs' letter to Tom Leonard of 30 August 1979.
We do not feel the overbuilding of this site should be allowed
to continue, particularly to the advantage of particular
tenants; We trust those who condoned the addition to the Pub
of Building A have not established an undesired precedent for
such overbuilding.
Following the meeting at your office this past Friday, Nov. 30tly,

Also, you might review my. memo of 1 3 September 1979 which followed
my September 12th meeting with the Salem Architectural Design
Review Board. At this meeting, the Board accepted several
building changes ,with the conditions that 1) the tower be built
as. approved by them and 2) the fences be installed around the
air-conditioning condensing units. A few of these building
ch I anges . have been completed and yet the tower remains unfinii3hed
and the condensing units not fenced.

on the Sunwheel Studios signage band. These letters are
noticeably "plastic" and, therefore, are not in conformance
with the Tenant Design' Criteria Manual.

MARKET STALL Angela LeBlanc, Bob Ohlson
A prefabricated trolley car mock-up to be erected within the perimeter of the market
stall was proposed. Stipulation being that the structure is temporary and may be dis-
assembled at term of lease (Oct.) . The intent of the structure is to house and provide
security for necessary machinery and equipment.
Discussion followed on the appropriateness of a Railroad/Trolley car in a market stall.
DRB ACTION: Vote 2 against use of the trolley scheme, 4 for possibility of its develop-
ment and use.
The DRE requested resubmittal, of no less than 2 proposals, each depicting .scale
elevations (front & side) positioned in market stall. ( The DRB advises to return with two
suggested treatments: #1-trolley in garage scheme and #2-trolley station) The DRB will
then vote to accept one or the other.
At this time the Board discussed the necessity for communication between the Market
Commission and the SRA. The Executive Director was instructed to communicate with the
Market Commission recommending they have a meeting with the DRB to discuss the sign ordinan(
PICKERING WHARF Mr. Phillip Briggs
A schematic presentation was made depicting additional building (M) acquired by
recent land purchase.
New scheme allows access to site from Congress Street. Building "M", originally an
old warehouse, will now house a theatre and retail stores. Additional land also allows
for improved parking and traffic flow. The, DRB supports the design and its continuation.

SALON BOCCACIO - The Board reviewed the preliminary presentation of the projecting
sign for the Central St. . location and approved the placement of the 2 inch letters on
both windows and requested a resubmission of drawings showing bracket, place-
ment and method of attachment.
DRB ACTION: Approved two inch letters on the windows requested resubmissio' n
SRA ACTION: No action at this time
CHATaER OF CONMERCE - Janet Parker, Chamber Director requested approval of the
Christiia_�secora�tions and the bracket to be attached to the poles within the Essex
Street Mall.
DRB ACTION: Approved the mall decoration and bracket subject to approval by �he SRA's
Project Engineer and subject to removal of the bracket after the decorations
have been removed from the poles and that should the light poles be damaged
in any way, the Chamber of Commerce will correct the damage.
SRA ACTION: Approved with the conditions noted above.
Toy Emporium - Formal presentation was made showing the sign, colors, method of attach-
ment for the Front St. toy. store. The sign will project out four feet, plexi-glass
material and will be backlighted. There will be one sign on the front of the building
and another at the rear of the building. Letters will be approximately 6" high, the
sign will be 4 ft. by 19 ft. The DRB suggested that the color scheme on the sign be
reversed. It was agreed that the correction will be made in the write up for the sign
to reverse the color scheme.

PICKERING IMARF - David Lash of the Salem Planning Dept. advised the Board that the DRB's
role in tFe-review of the plans for the Pickering Wharf would be the same, advisory Board
to the Planning Dept. It was agreed in the negotiations for the development of Pickering
Vlarf that the City needed an advisory Board and the DRB has been established in this
capacity. Actual approval will be made by the Planning Dept.
The DRB -reviewed the f inal construction plans for buildings B, F. and H.
The Board was advised that there have been no mass changes made since the last
N pres ntation other than use of Bird Architectural Shingles (345) and will probably be
Ised on all buildinas -rather than wood shingles.

The DRB noted that they would like to hav- Mr. David Lash Planning Dept. , keep
the DRB advised of any major changes made- on the project and submit samples of brick,!,
paint, etc. for approval before proceedingg with any construction work.
The DRB members noted that a presentation of this type has not really be
reviewed the way that it should. 1he project is complex and should be studied in
detail. It was requested that should another project be submitted for review, the
DRB should have the opportunity to review one building at a time to see how it relates
to e total project.
CHURCH ST. - Maguire Bros.
The DRB was advised that the Building Inspector's office advised the owner of the
building that hand rails must be installed.
A 13-�" diameter pipe was proposed for three areas. After discussion it was
agreed that two hand rails would be installed, as per drawing, subject to the rails
being welded pipe, grounded smooth and painted black.

SALEM EVENING NEWS Oscar Padjen submitted final construction drawings. No major
changes were made. The only change is the location of the glass window which was
installed for emergency-purposes.
Mr. Padjen noted that they are having difficulty obtaining water struck brick.
The DRB made a field trip to view the sample brick panel. After DRB review the panel
was approved.

Singer sketch submitted - The DRB felt that the submission was not sufficient for
review and requested resubmission in accordance with DRB requirements in the sign manual.
SAVORY & QUINN SIGN - A field trip was made to review the sign to be placed in the center
of the end elevation of the building (directly beneath the ridge).The bottom of the sign
is to be level with the top of the second floor sill. The DRB was advised that the
sign had been approved but when it was made by the �ontractor is was not in accordance
with' the specifications.

A general meeting was held with the owners of Pickering Viharf to discuss past
changes made deviating from the approved drawings and future procedures to follow when
any changes are made in the site work.
It was noted that the flag poles installed are not the same as those approved on
the previous __�ted.
Mr. Collins, representing Pickering Wharf, noted that he thought the poles would
be in keeping with Salem and it was felt that the poles should have some nautical
motif.
Ron Barnes noted that the DRB should have been notified of the change in the plan.

building will now become a total pedestrian way. Four new shops have been re-oriented
to face this new pedestrian way. Additional stair locations and handicap ramps have
been added to meet the ingress and egress requirements. Segmental arches, as
-requested at the last DRB presentation was presented and accepted.
It was recommended by the DRB that the arcade facing Derby Sq. be widened;
look for ways to reduce or eliminate the passageway at the stairway on the south
side of the building and orient the end StQre5 to the new pedestrian walkway.
The stair way from the pedestrian walkway to the plaza level is to be studied.

John Collins presented final drawings for site improvement work in Heritage
Plaza-West. He noted that it is the intent of the plan to reorganize the parking
area and not to reduce the number of parking spaces. The City has informed him to
delay further design work on the Washington St./Essex St. corner lot and to put the
funds into fixing up Washington St.
It was noted that he has eliminated vertical curbing except for a small area
of sloped curbing, new pedestrian lights are to be installed along the side of the
Bank building up to Lynde St.
The project will be bid with three alternates: parking for the "Y", the area
next to Bowman's will be held up to see if a developer could be found,� and the Kerr
parking area.

Mr. Burke felt that he did not have enough time to prepare new plans for re-
submission and that the plans had already been approved by the-Market Commission and

The members of the Design Review Board met for a special meeting. Ronald
Barnies and Helen Baldwin were present.
The following proposals were reviewed:
Pickering Wharf - Victoria Station, new mechanical room
The architect advised the Board that they are having a serious problem with
the air-conditioning in one particular section of the building which is located
at the end of the duct line. The system is not able to take care of this section
of the building. The only solution is to install an individual system and build
a mechanical room. They will have to close off an existing doorway, and create an
emergency egress. The mechanical -room will be painted to match the existing
building and the flue pipe for the system will be copper to match the roof.

Metcom - Eric Rumpf
Mr. Rumpf attended the meeting to present preliminary plans showing the pro-
posed rehabilitation of the building located at the corner of New Derby and
Lafayette St. it is proposed to remove the one story building facing the First
National Store. The owner of the adjoining pr6peity is requiring the developer
to install a fence between the properties.
It was considered to create an arcade through the building but there is a
.problem of elevation and it does not seem feasible.
The proposed use for the upper floors would be office space only.
Windows will have a center mullion 71 6" square, bronze anodize aluminum
transoms, thermpane glass as opposed to the original industrial type windows.
The top course will be painted to match the lighter concrete.
The largest problem is the Lafayette Street section. It seems to be that the
arches cannot support the weight. The whole Lafayette St. side will have to.be
restudied in order to blend in with the New Derby St. side of the building. The
panel and window treatment-did not receive DRB approval and recommended that the
developer restudy this section and consider using brick rather than bronze panels
between the windows. The DRB felt that this is a Very important section of the
building.

Warty Line - Washington St. - Mr. Bill Graffimi & Dan
Mr. Graffwn was asked to come to the DRB meeting since he had signs placed
on his store windows that do not conform to the sign regulations in the sip
manual, and is inappropriate to the area.
Mr. Grafam stated that he does not feel that the sign is inoffensive and
it is conducive to his business. He stated that he cannot afford to replace
the sign at this time
The Superintendent for the Masonic Building noted that the Building Inspector's
office advised him that he did not need a permit to replace a sign.
After discussion is was found to be that the installation of the new sign was
a total misunderstanding between the Superintendent and the Building Inspector's
office.
Mr. Graffum advised the Board that he is negotiating with Hallmark and if
everything goes through, and he takes on the Hallmark line, then there is a possibility
of changing the sign.
It was agreed that the Board will wait three months, which is the tille needed
to complete the negotiations with Hallmark. At the end of the.,-three months the matter
will be reviewed by the DRB.

Elevations for the south side (Dodge St.) were presented showing the windows
being opened up, as recommended, where the elevator shaft is located. The glass will
be tinted bronze. It was recommended that the doorway shown be centered. The door
will be for a second means of egrees, steel with glass panels above.
The DRB advised Mr. Rumpf that the mortar and bricks are to match the existing

PICKERING WHARF
I. INTRODUCTION
Pickering Wharf is a waterfront commercial , resi-
dential and theatre development on a former oil company
tank farm in Salem, Massachusetts that will be a ma3or
attraction to tourists visiting the area as well as an
active year round shopping and living community for resi-
dents.
Salem has already received national recognition for
its restoration efforts along its main street, but this
four and one half acre project will create the first
opportunity for new waterside pedestrian/commercial ac-
tivity in the city since the turn of the century.
Pickering Wharf is located near the core of historic
Salem, close to. the House of the Seven Gables and ad-
jacent to the National Maritime Park. An assemblage of
free standing gable and hip roof structures evocative
in form, character, and materials of 18th and 19th century
wharfside Salem, the project contains forty thousand
square feet of shops, forty seven one and two bedroom
loft dwellings, and two restaurants. Slips for forty
boats will be provided for utilization by residents of
the community.
The entire project is keystoned by a twenty thousand
square foot theatre facility housing a permenent multi-
media production that will be both entertaining and edu-
cational.
This project is especially significant because it
reuses an important piece of waterfront property the
way it should be used. The mixed use combination of
shopping and housing assure activity twenty four hours
a day. Waterside access by visitors is assured by pro-
vision of pathways along the edge of the wharf, and fur-
ther encouraged by the operation of marina facilities.
The scale of old Salem is respected and complimented by
the design of new buildings , the open spaces, and the
surface materials.
The filling and enlivening of the spaces is ultim-
ately dependent, so far as design is concerned, on the
quality of the design, occupancy and function of the ten-
ant spaces. Within the bounds of the basic architectural
fabric of the buildings, tenants are allowed and encour-
aged to express their individuality in the wide and diverse
range of individual requirements.
Pickering Wharf will achieve success through the variety
and vitality created by the individual store designs allowed
within this criteria.

II. CRITERIA CONCEPT
The concept of these criteria is to provide a wide
range of choices to Pickering Wharf tenants. A series
of Tenant options is available which permit a variety
of expressions within a coordinated design framework.
Tenants are encouraged to discuss specific thoughts or
questions regarding this document with the administra-
tors of the criteria prior to beginning design work.
The Design Criteria must be used in conjunction
with the Lease Drawings , the Schedules to the Lease and
the Lease itself. In addition, Tenants are encouraged
to review the Pickering Wharf construction contract
drawings and specifications. Copies are available for
review or reproduction at tenant expense.

V. SIGNS
A. General
It is the intent of the graphic program to
encourage fresh expressions of visual identity consistent
with the contemporary spirit of 1977 yet respectful of the
history of the area and foundations of the city of Salem.
The graphic expression and the signage will be the visual
story of the economics and the attitudes of our contempor-
ary generation, and it is hoped, provide a reasonably flex-
ible tradition for future merchants and designers to continue.
These graphic standards set forth, for all Tenants ,
standards of usage for all communication needs , that are
clear, simple functional and valid in contemporary visual
terms . Tenants will be expected to avoid styles and man-
nerisms that are arty, sentimental and second rate repro-
ductions of "antique" signs. The results in terms of street
atmosphere and visual design should be lively and of consis-
tently high quality design and material. Tenants will be
expected to do business under names that are reasonably
straightforward, clear and honestly presented. Simple gen-
eric names are encouraged.
Mounted signs on the facades of buildings add visual
interest as well as visible information. Such exterior
mounted signs will be permitted when referring to actual
Tenants, both retail and *office . These signs may include
both firm names and types of merchandise or services pur-
veyed.
Tenants are allowed to have a maximum total sign area
of:
1. Ground Floor - 1 sq. ft. per lin. ft. of building
facade.
2. Second and Third Floors - 1/2 sq. ft. per lin. ft.
of facade.
B. Sign Requirements
1 . The Tenant may use signs of the approved categories
as sholon on pages A, B, and C (Sign Types) ,

2. The Tenant may provide one sign per floor per
facade of the approved categories and locations .
3 . Type "a" signs must be made of wood or metal
(painted) , letters may be painted, incised, or
raised. Background colors are limited to black ,
grey, dark green, dark blue, brown, yellow ochre,
deep red, or natural wood. Letter colors must be
compatible and not clash or vibrate. Signs may
be framed or with plain edge. Maximum vertical
dimension is l ' -6" . The sign must correspond to
and be contained within the length of the Tenant
facade. Maximum letter size is 10" . Type "b"
sign (applied letters) must be of wood (painted) ,
cast metal (painted) , real bronze or black ano-
dized aluminum. mill finish or bronze aluminum
or stainless steel or other white metal are not
allowed. Colors are limited to those noted above.
Maximum letter size is 10" .
4 . Other categories of signs allowed are brass or
bronze plaques (type "c" ) and signs on glass or
behind the storefront, (types "f" and "g" ) . The
sign is to fill no more than .30% of the glass .
5. Projecting or object signs (types "d" and "e" ) ,
perpendicular to the facade on the first or sec-
ond floor levels , may be used as one of the al-
lowed signs , when specifically indicated, on the
approved drawings . Projecting signs are to be no
higher than 25 feet or the cornice line of the
building, whichever is lower; furthermore, pro-
jecting signs for ground floor Tenants may be no
higher than the second floor window sill line.
(Projecting signs over public streets will be
required to be bonded by the City of Salem. )
6 . Flag or banner (type "h" ) , of approved design,
hung from second floor flag poles , may be used
as one of the allowed Tenant signs .
7. Awnings , appropriately signed (type "i" )
with 8"
maximum letter height, straight at the first or
second floor, or round at the second floor (with
4" maximum- letter height) , may be used as one of
the allowed Tenant signs . Awning must be Lateral

arm style as manufactured by Peterson Awning,
Boston, or equal. Color and fabric must be
submitted for approval. (Awnings over public
streets will be required to be bonded by the
City of Salem. )
8 . Sale sign (type "j " ) is permitted in any exterior
window for a maximum period of two weeks. Sale
sign (type "k" ) is permitted in any display win-
dow.
9 . The Tenant may not use coy, rustic or unnaturally
antiquated names or use imitations of old English
and other scripts or affectations of spelling.
10 . Each location in every building will have a
specific address . Numbers will be prominently
featured at each entrance in 3-inch high Clarendon
Bold numbers painted on the door or transom above
the door in white by Tenant (as shown on page E) .
Tenants may incorporate building numbers into
their other signage, in the style of the sign.
11. Paper signs shall not be used (except as allowed.
under section 5B 8) .
12 . Signs shall not be internally lighted (except for
neon.)__
13 . Credit card or other stick-on signs are not per-
mitted on any glass or other exterior portion of
the structure.
14 . Store hours may be displayed on exterior glass with
1" white Helvetica letters as shown on drawing C.
15 . Restaurant Tenants with over 5 , 000 square feet of
area are allowed to have one free-standing sign with
an area on each face of not more than 16 square feet.
This sign is to be no higher than 12 feet above the
ground, and shall be located as directed by the owner.
C. Exterior Lights
1. Tenants may install at their expense exterior lights ,
detailed and located to Pickering Wharf standards only.

VI. DISPLAY REGULATIONS
A. General
1. Tenants are required to display merchandise
in a tasteful , professional manner. The Owner
reserves the right to have removed any display
that he determines is detrimental to the ap-
pearance of the building. In general, displays
are to be held back from the glass and shall
not significantly block the view into the building.
B. Ground Level
1. All displays are to be held a minimum of one
foot back from interior or exterior glass .
2. Merchandise is not allowed on window sills.
3. Under no circumstances is interior or exterior
glass allowed to be painted over, blocked up,
or obscured in any way. Storage items are not
to be placed in front of any glass.
4 . The only window coverings allowed in any window
are operable wood shutters , shades , levelor or
riviera blinds, or drapes. No mylar filters of any
type will be allowed.
5 . Fabric awnings on the exterior of the building are
encouraged for sun control.
C. Mezzanine # Second and Third Levels
1. All displays are to be held a minimum of one
foot back from interior or exterior glass .
2. Merchandise is not allowed on- window sills .
3 . Interior or exterior glass is not allowed to
be-painted over, blocked up, or obscured in
anyway, except with either approved graphics
panels or neon sign boxes or approved window

A. Retail and Office Spaces
1. Floors may be:
a. carpet - color and quality as approved
by owner.
b. wood floor

2 . Walls:
a. walls are gypsum wall board and may be
painted or may be covered with real wood
paneling (fire treated) if acceptable to
the Salem Building Dept. , or other approved
material.
3. Ceiling:.
a. Gypsum wall board ceiling may be painted
where specifically approved in writing.
b. An alternate ceiling such as wood plank,
or wood strip (if approved) may be installed
over the gypsum wall board.
C . Fluorescent lights are not allowed.
4 . Lighting:
a. Lighting fixtures may be incandescent track
lights , recessed cans , surface cans , or
other approved shaded fixtures .
b. Lighting must not present a direct glare
from within the store to the exterior. Ex-
posed lights are permitted if shielded

at ceiling must be glare free , fully re-
cessed incandescent wall washers or down-
lights with multigroove baffle or black

5. Mechanical :
a. Electrical wiring for power distribution
must be concealed in the walls. No ex-
posed conduit will be permitted.
b. Ductwork is to be exposed and painted or
concealed above a GWB, wood or other ap-
proved soffit.
C. A sprinkler system is provided by the Owner.
Sprinkler heads that must be moved due to
the tenant design will be moved by the Owner
at the expense of the tenant.
d. Telephone service is available in the
building. Lines run to individual shops
must have location approved by the Owner.
B. Restaurants (the following criteria are in addition
to those stated in Retail and Office
Spaces)
1. Furniture of contemporary design and high quality
(Breuer, Saarinen, Aalto, Eames , Magistretti , etc. )
or authentic antiques is encouraged.
2. Kitchen hood, exhaust and louvers :
a. Tenants must design and install an exhaust
system over cooking equipment. The system
must have a self-cleaning hot water wash
integral in hood, 16 gauge welded steel
duct within fire rated enclosure rising above
the highest point of the roof, an appropriately
sized fan in duct within tenant space with switch
at hood, and a drain line at bottom of vertical
stack. The exterior portion of the duct must
be a round stainless steel stack with rain cap
located where indicated on' the drawings . The
entire system must meet appropriate building
code standards and be approved, in writing, by

the Landlord. Entire system including approved
roof penetrations will be at Tenant expense.
Appropriate fire protection systems must be
installed within equipment and working areas.
b. Kitchen make-up air louvers may be installed
in rear exterior walls and are to be wood or
factory finished colored metal. Size, quan-
tity, location, style and color must be spec-
ifically approved, in writing, by the Landlord.
3 . Dumbwaiters:
a. Dumbwaiters may be installed in accordance
with appropriate code requirements.
4 . Trash rooms:
a. A walk-in refrigerator of a minimum size
of 8 ft. by 10 ft. is required to be in-
stalled in each restaurant trash room for
the storage of organic garbage and other
bad-odored trash, and for the control of
flies. Installation and maintenance of
this refrigerator will be at tenant expense.

VIII . CHRISTMAS DECORATIONS
A. Exterior
1. Public spaces may be decorated with lights ,
wreaths, trees, and/or garland of natural
materials , provided the decoration is exe-
cuted in a consistent and professional
manner throughout and provided it is done
with the approval of all tenants or tenants
organization and the Owner.
2. Christmas lights will be allowed around
store windows only if they are strung in
a manner that provides a consistent appear-
ance from store to store, using similar
equipment and colors .
3 . Wreaths and garland with or without lights
may be displayed in windows. Only natural
materials are permitted.
4 . Paper, tensil, plastic, or other artificial
decorations are not permitted.
B. Interior
1. The following are suggested for display in storefront
windows :
a. Live trees or seasonal flowers in pots , or
natural wreaths and garland that has been fire
treated to the satisfaction of the local fire
department.
b. Glass, wood, porcelain, or fabric ornaments.
C. Stuffed animals or dolls.
d. Fixed or animated miniature window scenes or
creches .
2 . Paper, tinsil , plastic or other artificial dec-
orations are not permitted.

Dear Bob:
We have reviewed the architectural plans A-1 (27 July 1979),
A-2 (25 July 1979) , A-3 (29 July 1979) and A-5 (25 July 1979)
for Regina Pizzeria, Building M and have found them in con-
formity with the Tenant Design Criteria Manual , with one
exception.
This office is opposed to the large neon sign on the west
elevation of the bulding (see drawing A-5) . This sign
is larger than the maximum- size we recommended for a sign
in the center of this elevation (51x 5' - see sketch "Sign/
Awning Location" - 21 May 1979) . This office recommended
the smaller sign because we do not wish to have the new
neon sign extending over the lettering of the old concrete
Hawthorne Garage Sign.

Superintendent Byron Hazeltine informs me that a special use permit
has been issued to the property owners, "Heritage 2 Trust", on
October 5th, 1979.
The permit provides for use of a strip of land 135-feet long by 1-foot
wide to provide adequate room for egress form a second floor fire
exit.
X have asked Superintendent Hazeltine to contact you personally letting
you know the condition of the permit.

Dear Sirs:
This office ,rejects the freestanding valet parking shelter
designed for Victoria Station by James H. Ballou of Salem
(drawings dated 10/27/79) . We reject this structure
aesthetically and in principle for reasons previously stated
in Phil Briggs ' letter to Tom Leonard of 30 August 1979.
We do not feel the overbuilding of this site should be allowed
to continue, particularly to the advantage of particular
tenants. We trust those who condoned the addition to the Pub
of Building A have not established an undesired precedent for
such overbuilding.
Following the meeting at your office this past Friday, Nov. 30th,
I had the opportunity to walk the project and noted several new
signs and awnings in place, a few of these previously rejected
by this office. What do you intend to do about the growing
number of unapproved signs and awnings? Your office certainly
has had time to respond to our correspondence regarding these
items (the most recent dated 22 October 1979) .
Also, you might review my. memo of 13 September .1979 -which followed
my September 12th meeting with the Salem Architecturzil Design
Review Board. At this meeting, the Board accepted several.
building changes with the conditions that 1) the tower.be built
as approved by them and 2) the fences be installed around the
air-conditioning condensing units. A few of these building
changes have been completed and yet the tower remains unfinished
and the condensing units not fenced.

I also had the opportunity on Friday to review the lettering
on the Sunwheel Studios signage band. These letters are
noticeably "plastic" and, therefore, are not in conformance
with the Tenant Design Criteria Manual .

Dear Mr . Scagliotti:
A question has been raised as to whether or not Design
Review Control is still in effect in relation to the Pickering
Wharf Development project.
On February 15 , 1980 , the City of Salem released its re-
versionary interest inthe parcel. Nevertheless, the Assistant
Building Inspector certified completion only as to the obliga-
tions set forth in paragraph 6 , section A, B, C , D, and E of
the Agreement between the City of Salem and the Heritage Trust
dated January 1, 1976 .
Item No. 8 of said Agreement states that; "all construction
and site development, including improvements to the public
area , shall be subject to the Design Review controls of the. Salem
Redevelopment Authority as stated further in Appendix D. "
Appendix D attached to the Agreement sets out the purpose,
intent , powers and process for Design Review in the same manner
that Design Review exists for buildings in the Urban Renewal
project areas.
Since the Design Review reversion on the utilization of this
property is unlimited as to time , it would last in accordance
with Massachusetts statute for a period of thirty (30) years.

Therefore , it is my opinion that the Design Review Board
in accordance with Appendix "D" of said Agreementstill has
jurisdiction over design in said development.

Dear Mr. Scagliotti: --
After our recent meeting I have discussed the areas of concern that you
suggested with the other members of Heritage Trust and all of the interested
parties at Pickering Wharf for input into such matters.
We would like now to go on record to your Board with the following answers
to the issues raised.
A. Dumpsters
We are totally in agreement with you that the dumpsters as they currently
exist on the site are unsightly and it is our intention to have all of them removed
by the time construction is 100% completed which we expect will be within the
next 60 days.
B. Fencing Around Condensers
We have enclosed a copy of a plan prepared by Add Incorporated which
outlines the details of the enclosure and the screening for the units in question.
It i s our intention to complete the work required on all units in question within
the next 60 days.
C. . Tower Construction
It is our contention that the tower as it has been constructed does in fact
conform to a plan approved by your Board after much consultation with Add
Incorporated, the designer. If you would refer to a plan which I am certain
that you have in your file dated May 1, 1979, and entitled Tower AC7, you will
see that the only area not in compliance are the mullion strips on the third
level of windows. We will accomplish this final step also within the next 60 days.

D. Signs and Awnings
It is our understanding that some of the signs and awnings currently
existing on the property have not been approved by either the Design Review
Board or Mr. Briggs representing Add Incorporated. We would welcome
an opportunity to discuss with you those signs and awnings on the project
that you find offensive. It however remains our opihion that there is very
little in the way of signage or awnings on the site that does not lend itself
to the kind of project that we feel both of us are trying to create for Salem.
We would now commit that from this point forward any Pickering Wharf
tenants needing signs or awnings will be instructed to submit their drawings
to your Board for approval.
If you feel it is necessary, we stand ready to meet with your Board at
One Salem Green, or the Pickering site to discuss any or all of the above
issues.

Tower the DRB is still upset with the tower - it does not approve of the snap in
muntins on second floor and intends to review the design drawings again to compare
them with the way it was constructed.
This is only a cursory review of the entire area and it is requested that M. Moniz
do the same thing as the DRB did in their field trip. He should go through each
building and list all violations.

It may be required that the DRB make another field trip since time ran out.
The DRB will be happy to sign a letter noting the violations since they are con-
tinuing to do things down there on their own.
The DRB feels it is totally unfair that everybody must comply to design criteria
and Pickering Wharf continues to go ahead without obtaining the required approvals.
