DRB Minutes January 4,2006 Page 1 of 3 DESIGN REVIEW BOARD MEETING MINUTES JANUARY 4, 2006 A regular meeting of the Salem Design Review Board (DRB) was held in the third floor conference room at the City Hall Annex, 120 Washington Street,on Wednesday,January 4, 2006 at 6:00 pm. Members Paul Durand and David Jaquith were present. Tania Hartford, Economic Development Planner, and Debra Tucker, Clerk,were also present. NEW BUSINESS 1. 55 Lafayette Street (DiFi fto Antiques) Proposed signage for DiFillipo Antiques at 55 Lafayette Street was presented for review. The signage proposed is the standard approved signage. Mr. Durand commented that he did not think that the mail slot would be allowed by the Post Office and that he might have to get a Post Office box. Mr. Jaquith said that he thought that the mailbox mounted outside looked residential. The petitioner replied that he had been in contact with the Post Office and they had approved the mail slot. The signage was approved as submitted. 2. 324 Derby Street (Basics Furniture/JoeWo Plans for two proposed hanging signs were presented for Basic Furniture and JoelArt of 324 Lafayette Street. There is one sign proposed on Derby Street for Basic Furniture and one on Central Street fox JoelArt. Both would use the approved bracket. The lettering and the signs were approved as submitted. 3. 40 Front Street QM Trading Company/Salem Harbor Outfitters) Plans for two signs were presented for approval for JM Trading Company and Salem Harbor Outfitters of 40 Front Street. The petitioner was informed that two hanging signs are not allowed on the same street side. He complained that there is a fire escape balcony in front of the building,which does not leave enough room for a hanging sign. He requested one sign over the retail front entrance and one sign for the wholesale division. Mr. Durand recommended hanging one sign inside the glass window. Mr. Durand stated that the bracket, sign,and design were recommended. 4. 217 Essex Street (The Gathering) The applicant appeared to request sign approval for their storefront at the old Eastern Bank on Washington Street. One sign was presented, as their other two signs were not ready yet. Those will be presented at the meeting on February 22, 2006. A matte black sign is proposed for the 13" substrate area. The size and location were discussed. The applicant stated that another of their signs would need to be changeable in order to post service times. Mr. Durand recommended a few seasonal signs that could be changed out seasonally. He also requested of sign maker that any future sign presentations be specific with dimensions. DRB Minutes January 4,2006 Page 2of3 The applicant asked if right angle signs on the building were acceptable since there will be an outreach training center housed as well. Mr.Jaquith noted that the petitioner was not yet at his limit. Ms. Hartford answered that since the building is located on two streets, then one sign would be allowed for each of Washington and Essex Streets. She recommended that the petitioner look at other existing approved signs downtown for ideas. The one sign was approved as presented and will be submitted at the January 11, 2006 Redevelopment Authority meeting for approval. 5. 50 Palmer Street (Salem Harbor CDCJ Madeleine Nash and the architect from Luna Design Group appeared before the Board on behalf of Salem Harbor CDC to present plans for 50 Panner Street. Ms. Hartford noted that the group had received a grant from the City of Salem and therefore the project review was under the jurisdiction of the Redevelopment Authority. The architect stated that the bids for construction were due on January 5, 2006. The project is for development of 15 units. The boards have seen the project at the schematic phase and they are now at the final phase. Due to soil analysis results, there will be crawlspaces instead of full basements. There will be no window air conditioners and there will be 9 to 15 air systems located on the roof. Harvey windows will be used. Two basic Benjamin Moore color schemes from their historic collection were presented. Mr. Durand stated that he preferred the gold color scheme and thought that it was more uplifting. Mr. Jaquith preferred the green color scheme. The architect noted that a standard 4" Hardy plank siding and trim system would be used with a factory applied Churchill color coating. . A Certainteed asphalt shingle will be used. There will be brick pavers on the comer and concrete pavers in place of landscaping. Tres decking will be used. The architect stated that the Planning Board had approved the landscaping plan. A 2 over 2 Harvey vinyl window with sandwiched mullions will be installed. Azac trim will be applied and there will be no wood on the exterior. The project must remain affordable for 50 years. Mr. Durand stated that he thought that the plans looked good. He asked what the square footage was. Ms. Nash replied that the lot is 15,500 square feet and the comer units will be 1,065 square feet and the townhouses will be 1,400. The architect noted that nine interested contractors had obtained plans, seven were still interested, and they were hoping for five bids. Mr. Durand stated that either paint scheme would be good. Ms. Hartford commented that the blue doors were throwing her. The architect said that the gold color scheme would stand out more in the neighborhood. Ms. Hartford asked that the developers notify her of the color decision and when the plans are finalized to copy the information to her. The architect said that they were hoping to break ground in the spring and complete the project in a year. 6. Other Business Ms. Hartford stated that the North River Corridor Zoning had passed and that the Design Review Board would be advising the Planning Board on the design of projects in this district. Mr.Jaquith stated that the applications for signs have been getting worse. He recommended copying a good proposal such as the New England Soup Factory and giving it out as a sample to business owners. Ms. Hartford stated that she would work with the applicants on putting together better applications. Construction bids in January 2006 revealed a substantial gap between our estimates and the cost of site work and construction. With the help of our architect, Joe Luna, and our contractor, Landmark Structures Corp., we completed a value engineering process that resulted in savings which make the project feasible. Fortunately we were able to preserve the appearance of the building as planned without significant sacrifice to the project as originally submitted. When it comes to the program, we will keep the promises we made to those in the community who helped bring this project to life. The building footprint is unaltered, and when completed there will be fifteen new homeownership units, all of which will be marketed and sold as affordable housing, on the site of the abandoned restaurant. Our presentation to the DRB will show these VE changes to the exterior of the building: Parking and Loading -No change to approved plan. Fifteen parking spaces provided for residents. Traffic Flow, Circulation and Traffic Impact -No change to approved plan External Lighting -No change to approved plan Landscape and Screening—The approved landscape plan will be implemented in stages, beginning with embedded elements and completing work on the installation of plantings prior to occupancy with the help of volunteer labor and donated materials. Air conditioning sleeves will be installed, and the roof-mounted apparatus for central air has been removed from the budget and from the plans. There is no change to the type of roof. As you may be aware, the project received approval from the Salem Zoning Board of Appeals in July, 2004. On December 1, 2005, the project was approved by the Salem Planning Board. We are excited about the project moving forward and are very pleased with the design services provided by the Project Architect, Luna Design Group. The proposed project consists of 15 new affordable housing units at the 50 Palmer St. site. The development will involve six, three story townhouses, each with a two story ownership unit, plus a rental unit on the first floor (12 units). In addition there will be three single family flats located at the corner of the property, which brings the total to nine ownership units and six rental units. All of the nine ownership units will be marketed to fust time homebuyers with incomes below 80% of the area median income. and will be affordable to households with approximately 65% of the area median income. The six rental units will have rents restricted to HOME Program rent limits. The housing will have deed restrictions guaranteeing a 50 year affordability term and homebuyer, will be selected through a lottery. P-11 households which buy a home through the development proposal will complete the SHCDC First Time Homebuyer Seminar. Through this course, buyers will receive training on the responsibilities of being a homeowner and a landlord, as well as how to be a responsible member of a condominium association. THIS AGENCY SUPPORTED BY United Way The project will have a significant positive impact on the comer of Palmer and Congress Streets, a well traveled intersection. In addition,the project will provide high quality affordable ownership housing in an area where there is a majority of rental housing. Further, the project will serve to remove the existing vacant restaurant, which has been closed for several years, and has become a blight on the neighborhood. SHCDC contracted with Luna Design Group of Lynnfield, MA to provide architectural services. Luna Design Group has impressive experience in affordable housing development. LDG's design for the 50 Palmer St. project is compatible with the surrounding neighborhood, and will greatly enhance the comer of Congress and Palmer Street. During the project design stage, SHCDC solicited input from the surrounding community. SHCDC met with abutting property owners. SHCDC also held four neighborhood meetings to share preliminary architectural plans and to gather community response. In all of these exchanges with the community, SHCDC received only enthusiastic support for the proposal. In addition, the project received unanimous support from both the Salem Zoning Board of Appeals and the Planning Board. The new building will be a three story, 15- unit affordable housing structure. Total building area is 19, 472 s.f. allocated over a 6,800 s.f. +/- L shaped footprint which wraps the corner of Congress and Palmer Streets. Six two-unit townhouses (12 total) are located on Congress and Palmer Streets with the comer infilled with three condominiums. As approved by the City of Salem Zoning Board of Appeals, each two-unit townhouse consists of a 1,450 s.f. owner occupied three bedroom dwelling, with a two bedroom 750 s.f, first floor rental unit. Fifteen parking spaces are provided at the rear of the building with vehicular access via Naumkeag Street. Entries into each unit are provided from the street(s) and the rear parking lot. Building height is approximately 31 feet from grade to the roof cornice along streets and 34 feet from grade to the corner cornice. The building will be a wood frame structure clad in cement fiberboard siding with decorative trim. The entire structure will have fire suppression and alarm systems installed. Parking & Loading Vehicular ingress and egress from the site is substantially reduced from the current site condition. Presently there are three curb cuts (one from each of the surrounding streets) on to the site. This is reduced to one ingress and egress curb cut at Naumkeag Street. Parking consists of one parking space per unit(as approved by Salem Zoning Board of Appeals),with one handicap accessible parking space included in the parking total. Traffic Flow, Circulation and Traffic Impact With the reduction of curb cuts and the change of use from a restaurant to housing,traffic flow is substantially improved. In flow is also bettered by removing vehicular access from the more heavily traveled Congress and Palmer Streets. External Lighting External lighting consists of decorative wall mounted sconces at each unit's entrance and balcony. Final selection of these fixtures will be presented to the Salem Design Review Board at the completion of the design development submittal. Parking lot lighting consists of mercury vapor"shoe box" lamps mounted to 25' light standards. Refer to submitted site plans prepared by Merrimack Engineering for additional information. Landscape beds consisting of mulch and low shrubs will be planted along the entire length of the building. The existing fence along the south side of the property will be replaced with a six-foot high vinyl fence with decorative lattice. The trash enclosure will also be enclosed with the same style fence. Additional low shrubs will be planted along the edge of the south fence and within the rear-parking courtyard. The existing sidewalk trees will remain and be pruned accordingly to grow away from the new structure. Concrete walkways will extend from the perimeter sidewalk to each dwelling's entry porch. Concrete sidewalks will also link each unit's rear entry to the parking lot and trash enclosure. Paving for the parking lot is proposed to be bituminous asphalt with precast concrete curbs. Utilities All existing utility connections will be abandoned from the existing building. The new utilities for the building will consists of gas, electrical, cable and telephone, domestic water, fire suppression supply, sanitary and storm water. One street cut is proposed on Palmer Street to bring gas,water and fire suppression service into the building. New electrical, telephone and cable service will be brought in from existing overhead wire to the closest pole at the corner of Palmer and Naumkeag Streets and then run underground into the building and transformer. The electrical transformer will be located on the northwest corner of the site. Roof and parking lot runoff will be directed to a sub-surface storm water recharge facility with an overflow pipe connected to the City of Salem service at Naumkeag Street. Sanitary service will also be connected at Naumkeag Street. All utilities will be metered at a common area located within the comer unit basement. The site engineer has met with the City of Salem Engineer to review the proposed utility connections. The proposed plan is the result of their discussions. Snow Removal Snow will be removed from the parking lot and stored in the landscaped area on the north side of the lot. A snow removal contractor will be employed through the winter months with the cost of this service incorporated into the condominium fees. As part of snow removal, coordination with the tenants will be required to move the snow to the proposed snow storage area. The surrounding site area is paved with asphalt, which will be completely removed as part of this project. There are three 12" caliper maple trees along Congress Street and two 10" caliper trees along Naumkeag Street that will be retained. These trees will be pruned as part of the proposed site improvements and will be protected through the construction's duration. Topography and its Maintenance The site has little topography change with no more than a foot change in contour elevations along the entire site. No significant maintenance will be required. Compatibility of Architecture with Surrounding Area The new structure incorporates a number of architectural features and materials similar to those used on the surrounding neighborhood buildings. The proposed fagade uses a combination of window bays, covered porches, decorative balcony railings, double hung windows and a distinctive continuous roof cornice to reduce the overall scale of the structure so that it relates to adjacent buildings. The proposed design was received favorably by the City of Salem Design Review Board in 2004.
