Dear Mr. Chairman:
The City of Salem Department of Planning and Community Development has designated funding to
demolish and dispose of a 96" x 216' freestanding concrete wall and the installation of a black
industrial grade aluminum ornamental fence in its place at the above referenced property.
Massachusetts Electric Company owns the subject property, which is split into two portions. The
southern portion is the Mass Electric Sub-Station and the northern portion is a parking lot on the
comer of Peabody Street and Congress Street, which is leased by Rocket Realty as an auxiliary
parking lot for Pickering Wharf. The concrete wall secures the site fronting Peabody Street and
Congress Street. The City is proposing to demolish only the portion surrounding the parking lot,
approximately 216 linear feet
Residents of the Point Neighborhood have lobbied for years to have the entire concrete wall
knocked down and replaced with a more esthetic alternative. Understandably, Mass Electric has
security concerns and could not oblige. Focus then turned to the approximately 216-foot stretch of
the wall surrounding the parking lot The City has had numerous conversations with Mass Electric
concerning the demolition of this portion of the concrete wall and has recently been informed by
Mass Electric that they are satisfied with the logistics and are close to finishing the Entrance Permit
required for the City to perform the work.
Once the City receives all the necessary local permits and the entry permit from Mass Electric, we
will advertise the project through a public bid process and hopefully have the project completed by
late summer.
