After submission of the proposal, staff has revised its recommendation for the
DCR sign as follows:
• Do not include the DCR logo;
• Use the same background color as the "Peabody Street Park" sign;
• Use the same white font and color as the "Peabody Street Park" sign; and
• Reduce the size approximately in half to 10" x 5".

Summary of a Park Sign at 15 Peabody Street
In May, the City will be completing construction of a new park at 13 Peabody Street. With the park
completion on the horizon, the City is coming before the Design Review Board at its April 28th meeting
for review of a park sign. In addition to giving distinction to the park, the sign is also a requirement of
the Urban Self-Help grant which is funding a portion of the park.
The proposed sign for Peabody Street Park is identical to one being posted at Furling Park (20 Franklin
Street) and is designed to comply with the city-wide signage guidelines. It is also similar to those signs
posted along the Bike Path. The proposed park sign is a 2'-6" x 3'-3" single sided aluminum sign
panel hung on a 3" cast aluminum pole. The park name will be in white Adobe Garamond Sernibold
text. Along the bottom of the sign will be "Salem" in a medium gray blue script. The City Seal is
located at the top of the sign. The sign will be hung on an extruded aluminum sign bracket with an
attached steel bar hanger and a cast aluminum finial. All installation work will be performed by the
sign company.
As a requirement of the City's Urban Self-Help grant, administered by the MA Department of
Conservation and Recreation (DCR), the sign must also include the following statement:

In order to meet this condition, we plan to affix a second sign 3" below the park sign. This second sign
will be 20" Aide x 10" high and will also show the DCR logo, although this is not a requirement of the
grant.
The City is proposing that the sign be located along Peabody Street, centered in a middle planting
island. There are several limiting factors regarding placement of the sign. There are cement seating
walls situated throughout the park. Running underneath one seating wall, parallel to Peabody Street,
is a large steel I-beam (evidence of the property's industrial past). Lastly, there is a wide sidewalk
along Peabody Street. The proposed location accommodates these constraints while also providing
appropriate visibility for the sign.

Design Evolution
The redesign of the park is necessitated by the recent discovery during the clean up process that the entire
site is significantly riddled with foundations, walls and slabs of former industrial buildings. The unearthed
slabs and walls are very thick and heavily reinforced. These remnants are considered ostensibly
immovable. In many areas of the site, due to the presence of thick concrete 'floors', meeting the proposed
excavation depths has been impossible. Further (obviously), the location of these newly discovered
artifacts has thrown a serious monkey wrench into all aspects of the approved plan for the Park. Thus, the
design team has been required to revisit the placement, elevation and footing conditions of all Park
components within the context of the new reality of the existing site.
Design Criteria
Because of the demands of the original project schedule, which was tied to funding protocol, many
elements and materials for the Park have already been purchased. The 'pre-purchased' items include: glass
pavers, all fencing materials, play equipment, picnic/game tables, benches, water bubbler, light posts and
so on. The revised site plan reflects merely an on-site redistribution of those exact items, which have been
previously approved. The redistribution is in response to what the site conditions are allowing. As part of the
remediation, DEP requires that there be three feet of clean fill in any landscaped area and one foot of clean
fill in any paved area. If a specific landscaped area cannot be excavated the necessary depth to allow three
feet of clean fill, either the area must be paved or the finished grade raised. Further, because of the
presence of an expansive concrete floor just below the surface of the ground, the zone which had been
defined as an infiltration area can no longer be such. Therefore, due to a litany of issues such as this, the
greater challenge for the design team has been to accommodate requisite site infrastructure, site infiltration,
and program components where conditions permit. Further, the reshuffling of the deck must not increase
the overall construction cost of the Park.
Description of the Park
Urban Context
The new Peabody Street Park, designed for the enjoyment of all residents and tourists, represents a
significant NEW open space and recreational amenity for the City of Salem. The figure of the Park
physically links Peabody Street to the South River and the adjacent residential neighborhood to the new
Harbor Walk. A generous network of paths, play areas and plantings have been synthesized to optimize
pleasant, safe and memorable pedestrian experiences within and through the Park. The interactions
between the various aspects and materials of the Park are tailored to engender unique social opportunities
for a range of Park visitors.
Green
Presently, the open space in the area of the proposed park is defined by expansive fields of asphalt and
parking lots with marginal planted areas intermittently sprinkled throughout. The new Park will provide much
needed punch with respect to the creation of meaningful green space in an otherwise very dense, urbanized
neighborhood. In addition to increasing diversity of bird life in the area, a large grove of canopy trees will
provide cooling shade during the summer months and dramatic color throughout the fall. Expansive planting
areas will provide pleasing views, interesting colors and textures and otherwise pleasant places to sit and
visit. Further, the significant planting beds will provide infiltration areas for storm water which would
otherwise migrate across the site, creating an environmental nuisance.
Program
The park is designed to be intensely used. A range of sculptural ground plane materials will accommodate
a variety of prescribed program opportunities, passive recreating and built-in opportunities for programmatic
invention. The weave of program elements has been designed to create a cohesive and comprehensive
sense of place for the Park. Durable materials and simple detailing will also ensure the long term vitality and
vibrancy of the Park and reduce costs associated with Park maintenance.
Archeological Frame
A zigzagging concrete wall meanders through the site, referencing the site s industrial past by exactly
tracing the figure of former factory buildings. The series of low concrete walls provides a basic and clear
spatial structure for the Park and visually links Peabody Street to the new Harbor Walk. Further the walls
serve to define programmatic boundaries and overlaps, thresholds, places to sit, and, more generally,
contribute to a unique Park identity. Art tiles, made by area children, will be mounted intermittently to the
walls throughout the Park.
Park Areas
Peabody Terrace is located adjacent to Peabody Street. Three generous openings in the perimeter seat
wall provide a clear and urbane Park threshold. The lush and cooling experience of Peabody Terrace is
defined by a thick grove of trees (up-lighted), ground covers, earth forms a-id stone dust pathways and
several park benches. The pervious ground plane will also double as the a,ea of infiltration. A catch basin
will be located within the Terrace and be connected to the City storm drain at the street. This is the only
zone on the site where the DEP 3' of excavation was able to be achieved. Accordingly, it has become the
prime spot for the majority of the tree planting and where reasonable infiltration can be expected. By
grouping together significant plantings, benches and multiple pathways, a very inviting street side park-let is
created.
Children's Play Court
The center of the site is defined by an area of active use, primarily by young children. Top of the line play
equipment will provide a variety of recreational opportunities for a range of ages. Interactive sculptural ea-th
forms subtly reinforce the zone of the Play Court while brightly colored rubber paving provides a visually
stimulating ground plane and a more comfortable surface on which to play. From wood benches and
sections of the archeological frame seat wall, parents and/or supervisors will be able to sit and watch the
children playing. Carefully positioned openings between planted areas ensure appropriate connectivity tc
all other zones of the Park.
The Play Court is situated where the infiltration zone of the previously approved scheme used to be.
Because of the existing slab below grade, infiltration is impossible, as is the planting of large trees, which
had also been proposed for the area. Consequently, this area favors the use of impervious materials and
the planting of smaller plant materials.
Riverside Picnic Terrace
A series of picnic tables will be placed on an expansive mosaic of glass pavers at the edge of the South
River and result in the creation of a great place to sit and visit. The new design will optimize views back to
the City and out to the Harbor and establish a highly vibrant and social interface between the zone of the
park and the zone of the Harbor Walk. The glass pavers, which in the previous scheme were evenly
dispersed throughout the entire Park, have been gathered in the north/east corner of the site and will
engage a more limited planted area as well as the pavilion structure. The new scheme exactly reflects the
number of blue metal tables that were in the approved scheme.
Peabody Street Park Corridor
The pedestrian corridor provides direct linear connection from Peabody Street to the Riverside Picnic
Terrace, the Pavilion and the Harbor Walk. Situated along the easterly side of the site, the hedge lined
walkway will also provide opportunities for sitting on park benches, and unobstructed views through the
Park, exactly as it was in the previously approved plan. The pathway will be well lighted, with the placement
of fixtures also unchanged in this scheme. The water bubbler will be located at the southern most edge of
the Corridor, just in-board from the Peabody Street entrance.

SRA Decision
At their meeting on December 10, 2008, the SRA voted to approve the
November 12, 2008 DRB recommendation for the proposed design revisions to
the 15 Peabody Street Park with the exception of the bench design which will
change to discourage people from sleeping on them (e.g., having dividers in the
middle and arm rests at each end).
DRB Recommendation
At their meeting on November 12, 2008, the DRB voted to recommend approval
of the proposed design revisions with the understanding they would review a
subsequent iteration of plans showing details on four items: the Peabody Street
entrance by the stone dust, the canopy, the corner return of the art wall, and the
method of affixing the art tiles.

The DRB reviewed the subsequent iteration of plans on the four details on
November 19, 2008 and provided feedback.
Proposal
The construction bids for the original proposal exceeded the available funds by
approximately $200,000. The design has been simplified to reduce costs while
still meeting the community's goals of having a mix of park amenities and
connections to the South River and Point neighborhood.

At their meeting on June 11, 2008, the SRA voted to approve the May 28, 2008
DRB recommendation with the stated condition for the final design plans for the
15 Peabody Street Park.

Firal Design plans with the condition that the DRB participate in the review the
proposed artwork for the wall.

Public Park at 15 Peabody Street
Project Narrative
Introduction to the project
The schematic design for the park at 15 Peabody Street Park follows on the coattails of a concept plan
developed by the City along with graduate students from Tufts University in the Spring of 2007.
Working together with the Point Neighborhood, the team developed a plan which identified all of the
programmatic goals and elements desired by the community for the park. The park site is bordered to
the north by the South River, to the east by the National Grid power sub-station, to the south by
Peabody Street, and to the west by the Beverly Coop Parking lot. The park intersects the proposed
Harborwalk which runs from Derby Street along the southern length of the channel. The site is
classified as a brownfield and the project includes appropriate remediation for this parcel.
Design Concept
The park design is predicated on the concept of an urban front porch. The park is both a front porch for
the Point Neighborhood as well as a link for the city at large back into the neighborhood. Two large
paved urban plazas, or porches, enable large gatherings and concentrated social spaces. The
Waterfront Porch is along the northern edge of the park and is intended to serve as a space for
performances and large gatherings. The northern edge of the plaza could be configured, in a future
phase, to allow for an access ramp down to the water for launching kayaks, canoes and other small
crafts. The Peabody Porch is located along the southern edge of the park and is occupied by game
and picnic tables and becomes a strong active social edge along Peabody Street.
The remediation aspect to the project has become an integrated part of the design. Wedged in
between the two plazas lies a large green area created by one strong gestural cut and fill maneuver.
The cut creates a low point which will provide an area for storm water collection and management. It
also creates the opportunity for a beautiful garden showcasing species which contribute to the
remediation of the soil and filtration of stormwater. The displaced soil, the fill, is reused on site, along
with necessary planting medium, to create a large lush green gathering mound along the waterfront.
This mound can be used for sunbathing or gathering to watch an outdoor movie or other performance
along the water. A slightly raised passageway crosses the remediation garden and connects Peabody
Street to the Harborwalk. A small playground, the Play Patch, is located to the east of the remediation
garden and consists of play equipment, a brightly colored poured rubber surface, and a low fence for
protection. The poured rubber surface spills out of the play area and meets a ten foot high
mosaic/mural wall. This colorful and performative wall screens the park from the National Grid power
station. The first lower four feet of the wall is a green screen mesh material which allows planting/vines
to grow up the surface. The actual mosaic/mural would sit above the green screen and make up the
next six feet of wall. Bending along the entire eastern edge of the park, the wall allows the mural to be
visible from different angles around the site. Seating is scattered throughout the park and integrated
into each of the experiential elements. Benches are built into each end of the wall, and small concrete
stools are concentrated along the raised walkway through the remediation garden to create an
opportunity to stop and socialize along the walk.
Project Timeline
The design work for the park is set to be complete with construction drawings and bid package at the
beginning of June, Prior to that date the project will be reviewed by the Design Review Board, the
Conservation Commission as well as three meetings with the community. The first of those meetings
was held on March 31s. Construction will commence on the park late summer of this year and will be
completed in its entirety by June of 2009.
