Duncan, Director,Dept. of Planning&Community Development At the Design Review Board meeting held on September 27, 2006, the Board unanimously voted to recommend approval of the project at 75 North Street as modified by the applicant in plans submitted to the DRB on September 15, 2006 and with conditions listed below. PROPOSAL The applicant appeared before the Design Review Board on August 22, 2006 to discuss the plans for an addition and renovation project at 75 North Street. The original submittal is on file in the Department of Planning and Community Development dated August 11,2006. The DRB asked the applicant to provide the Board with the following modifications and samples prior to their meeting on September 27, 2006: • Additional shutters on the first floor windows at the front (east) elevation; • Modification of the windows from vinyl to a wood replacement window such as an Anderson 200 series window; • Removal of the awning at the Kitchen and Bath store; • "Creations" signage lettering changed to all caps; • Sample of the roof shingle; and • HVAC plans shown on the drawings that show that the equipment will be concealed from the street. The applicant made the changes and presented those to the DRB on September 27, 2006. The modified plans are on file in the Department of Planning and Community Development dated September 15,2006. In the presentation to the board, the applicant stated that while they revised the drawings to show the Kitchen and Bath store without the awning, they would like to keep it up and felt that seeing as it is an existing feature, it should be allowed to remain. DRB Recommendation—75 North Street Page 1 of 1 RECOMMENDATION At their meeting on September 27, 2006, the DRB recommended approval of the plans dated September 15,2006 for the project at 75 North Street with the following conditions: 1. The first and second floor windows on the South Elevation have shutters that match the Front Elevation. 2. The windows in the roof peak of the South and North Elevations contain pediments and headers similar to the lower windows on the South Elevation. 3. Griffin, Architect ml I • • City of Salem Design Review Board Written Description of Project and NRCC Neighborhood Compliance The proposed project consists of the expansion of the building on 75 North Street that houses Salem Kitchen and Bath and Creations Architectural Woodwork. The tenants are to remain the same with no new tenants to be added. The addition and renovations promise to upgrade the quality of the current structure, and the materials and scale are designed to be compatible with the residential sections of the North River Canal Corridor neighborhood while conveying a somewhat more commercial scale. • Program Elements Building The existing one story 4,270 sf building will have added to its footprint a 30'x19'- 9'/2" loading area on its Northwest corner, and a 7'-O"x17'-0" stair tower added to its Northeast corner. One and one half stories will be added to the main 30'x90'-6" existing concrete block wing of the building, above the existing woodworking production area. Parking and Loading The number of off-street parking spaces will remain at three, and there are an additional 5 spaces immediately adjacent to the building. Loading will be moved 30' closer to the entry to the driveway with the addition of the new loading area and continues to be accessed through the existing 16' wide chain link fence gate off of Commercial Street. Landscaping and screening. There is an existing 8' wide swath of grass along the North Street side of the building that the owners will continue to maintain. The remainder of the existing lot area is paved, and will remain paved. Space Allocation The added space will be initially used exclusively for loading and storage. An elevator is being added to the building that will make its new upper floors handicapped accessible, should alternate future uses be required. Heading North are a variety of residential and mixed use buildings ranging from flat roofed triple deckers to Victorian single families and Duplexes, two story colonials, and a bell gambrel dutch colonial The exterior of the 2 '/2 story portion of the building will be cementitious clapboard siding and flat stock 'Azek' trim plus several different crosshead treatments as shown on the building elevations. The cementitious clapboards and 'Azek' trim are • virtually identical in appearance to wood, but have somewhat better maintenance properties for a commercial building. The roof of the building will have a series of Greek Revival styled dormers with the first floor on the North Street side of each bay echoing the dormer roofs above with a peaked window pediment. The building's height and style will be similar to the residential structures on North Street, but slightly more commercial in scale. Roofing will be fiberglass/asphalt shingles, new windows will be large Double Hung units plus a large specialty half round over the workshop entry and two circle windows as shown on the elevations. The loading area and side elevations will feature the same cement clapboard, and simpler flat stock trim. The elevator shaft penetration of the roof will dressed in either face brick or brick tile—giving the effect of a large chimney. Duncan,Director, Dept. of Planning&Community Development At the Design Review Board meeting held on September 27,2006, the Board unanimously voted to recommend approval of the project at 75 North Street as modified by the applicant in plans submitted to the DRB on September 15, 2006 and with conditions listed below. PROPOSAL The applicant appeared before the Design Review Board on August 22, 2006 to discuss the plans for an addition and renovation project at 75 North Street. The original submittal is on file in the Department of Planning and Community Development dated August 11, 2006. The DRS asked the applicant to provide the Board with the following modifications and samples prior to their meeting on September 27,2006: • Additional shutters on the first floor windows at the front (east) elevation; • Modification of the windows from vinyl to a wood replacement window such as an Anderson 200 series window; • Removal of the awning at the Kitchen and Bath store; • "Creations" signage lettering changed to all caps; • Sample of the roof shingle;and • HVAC plans shown on the drawings that show that the equipment will be concealed from the street. The applicant made the changes and presented those to the DRB on September 27, 2006. The modified plans are on file in the Department of Planning and Community Development dated September 15,2006. In the presentation to the board,the applicant stated that while they revised the drawings to show the Kitchen and Bath store without the awning, they would like to keep it up and felt that seeing as it is an existing feature,it should be allowed to remain. DRB Recommendation—75 North Street Page 1 of 2 RECOMMENDATION At their meeting on September 27,2006, the DRB recommended approval of the plans dated September 15, 2006 for the project at 75 North Street with the following conditions: 1. The first and second floor windows on the South Elevation have shutters that match the Front Elevation. 2. The windows in the roof peak of the South and North Elevations contain pediments and headers similar to the lower windows on the South Elevation. 3. The entry under the "Creations" sign should be recessed by 1'/z feet. 4. The gable ends on the dormers should stick out by 8 inches or more and the trim should measure 5 1/4x 8. 5. The DRB prefers that the awning at the Kitchen and Bath store be removed but understands that the owner is not under an obligation to do so.
