RECOMMENDATION:
At their meeting on July 25, 2005, the Design Review Board recommended approval
of the proposed signage as submitted.
PROPOSAL:
The proposal includes the installation of three wall signs painted on the brick walls at
the entrance to Artists Row (Marketplace). The signs will be 6'4" x 9' painted with a
flowerpot background and white stencil lettering and arrow.

(mural) installation
SRA Decision
At its meeting on August 12, 2015, the SRA voted unanimously to approve the
proposed mural installation at Artists' Row.
Proposal
Enclosed is a proposal to install public art at Artists' Row, which was approved by the
City's Public Art Commission (PAC). The installation would be a painting on a 103" x
78" board, which would then be mounted on the front of the public restroom building,
to the left of the entrance. It will be installed shortly after approval, and remain up
through the Artists' Row season, which ends at the beginning of November. It would
then be reinstalled at the beginning of next season in May.
Please find further details enclosed, including a cover letter from Public Art Planner
Deborah Greel and the proposal, which was submitted to the PAC by artist Deanna
Jacome.
Staff Comment
Public Art installations in the Urban Renewal Area require review and approval from
both the PAC and the SRA.

Dear Mr. Mitnik,
A responsibility of my position as Public Art Planner is overseeing the management of
Artists' Row. Working with the Public Art Commission, six new"Creative Entrepreneurs"
were selected for the four gallery/maker spaces. As part of their lease agreement and in
lieu of rent the artists are required to host events throughout the season to engage and
enliven Artists' Row for residents and visitors.
To add more 'art' to the exterior space, the Public Art Commission has approved and will
fund a mural proposal from recent Montserrat graduate, Deanna Jacome. The mural will be
painted on board which will be installed on the exterior wall of the bathroom. Ms.Jacome's
mural "Shady Tree Maker"will be a part of an event called "Watch Art Grow on the Row".
The concept is to have people watch art being created on location. All of the artists on the
'Row' make their work in their spaces so along with watching the mural come to life,
residents and visitors can see art being made in the stalls.
It is anticipated that the mural will be up through the Artists' Row season which ends at the
beginning of November then removed and put into storage to be installed at the beginning
of the season next May.
We are pleased to be able to bring another piece of public art to Salem!

Vision for Public Art-
Public art in Salem should contribute to the community's identity as the cultural hub of
the North Shore and a center for creativity; foster community pride, ownership and
sense of belonging, and contribute to the quality of Salem's built environment.
1. Provide resume or bio for all artists on this project.
Resume is attached.
2. Describe the concept of the project and its value to Salem.
I will be painting a woodland fantasy scene that will include tress, mushrooms
and other plant life using exterior house paint. The work will be multi-colored and
will showcase the vibrance and life of Salem's creative community, as well as its
funky and alternative vibe. This piece will be created on a large board which will
then be installed onto the wall.
3. Name the desired location(s) and whether you have secured permission.
I would like to install this mural on the side of the public restroom on Artists' Row
in Salem. Creative Salem has provided me with assurance that the space is
appropriate for applying a mural and is a desired project.
4. Provide a physical description of project, i.e. what the public will see.
A mural measuring 103" x 78"x, will be painted on the external wall of the
bathroom building. The public will see a multi-colored woodland scene, which will
include a large overgrown gnarly tree with tremendous life and details,
surrounded by mushrooms and other plant life.
5. List materials and fabrication methods.
-Exterior house paint, colors include: black, white, blue, red, yellow and brown
-Board measuring 103" x 78"
-White primer for board
-Medium sized paint roller
6. Describe installation method.
I will be getting a board measuring 93" x 68" which I will be painting on and then
will affix the board onto the wall.
7. List infrastructure elements.

8. Describe the intended audience and any interactive component.
The people and the visitors or Salem, MA.
9. Provide a simplified itemized budget and anticipation of funding source.
-Exterior house paint: $50-$80
-103" x 78" board: ~$15

10. Provide information on expected life span of project.
Using household paint and weather treated wood this project will last for years.
11.Provide maintenance requirements and plan.
If heavy weather, I would make sure the paint looked fresh and vibrant and if
needed touch ups I would come by and paint where it was needed.
12. Outline schedule from fabrication to installation.
It would take me about a week to paint at my house and then installation would
take a couple of hours I would assume, just to make sure it was secure and level.
13.Describe any commercial or educational opportunities.
The appreciation of art and support of the artistic community by the City of Salem

Proposal
The proposal has been modified to incorporate the DRB's comments and
conditions. The proposal includes one blade sign 36" wide by 25" high for a total
area of 6.25 square feet. The sign square footage complies with requirements.
The proposed lettering will be wood painted purple and 1" raised off of the sigr
face. The background is a variety of colors. The sign material is wood.
Dimensions: 25" x 36" x 2�h" (height x length x width)
Method of Attachment: hung by black chain and attached to existing freestanding pole via a black carabiner clip.
Materials: Sign will consist of two hardwood (MDF) boards glued together and edges covered/hammered with
copper flashing. The thcony lettering and sun graphic will be 12" tall and the im,�i,,.,r,) , - r«
- ,nnc,�•3rc» letting will be 6" tall. All lettering and the sun graphic will be raised 1 " from the sign
face to create a 3D appearance. Sign will not be externally or internally illuminated.

Artists' Row: Discussion of proposed banners
Proposal
The proposal is to install lamp post banners in Artists' Row as money becomes
available. The first banners would be installed on the lamp posts at each end of
Artists' Row. They are proposed as being 2' wide by 4' tall and would be made of
scrim fabric. The proposed design is attached.
